2016 Research Topic Solicitation Meeting
Introduction
The South Carolina Department of Transportation (SCDOT) Research Topic Solicitation
Meeting was held June 1, 2016 in Columbia, SC. The SCDOT contracted with the
Transportation Technology Transfer Service (T3S) at Clemson University to provide the
logistical and administrative support for the meeting.
This meeting, the sixth of its type conducted by the SCDOT, was intended to identify a
wide array of potentially beneficial research topics for consideration by the SCDOT
Research and Development Executive Committee (RDEC) for funding as SPR research
projects.
Approximately 80 people, including representatives from the SCDOT, FHWA, academia,
and industry participated in the meeting. A list of all the participants is shown in
Appendix A.
Meeting Format
The meeting began with a plenary session of all participants during which Research Staff
provided a brief overview of the research program and discussed the purpose of the
meeting. Each participant then attended one of five breakout sessions, each on a
different subject area of potential research interest for the SCDOT. The five breakout
groups included:


Moderators from SCDOT’s Office of Materials and Research were assigned to each
breakout group. The moderators and participants for each breakout group are shown
with the summary of each breakout session later in this report. The agenda for the
meeting is shown in Exhibit 1.
This year all research topics were required to be submitted prior to the meeting. This
was only the second meeting in which this process was utilized. Originally, the change
came as a result of feedback from the Department’s Research and Development
Executive Committee. The meeting ran so efficiently with this process last time that it
was continued again this year. Topics were solicited from all research partners. Topics
received were reviewed by Research Staff and separated by subject matter
corresponding to a breakout group or groups if the subject matter clearly impacted
more than one area. The topics were then forwarded to the appropriate Director or
Deputy Secretary for their review and recommendation of topics to be included in the
meeting for further consideration in the topic selection and approval process. This also
aided the Director or Deputy Secretary in identifying participants for the meeting from
the units they supervise.

Meeting Findings
Once the breakout sessions were completed, a final plenary session was held in which
the moderators presented the high priority topics from each breakout group. These
topics are shown by breakout group in Table 1. Other topics presented are included in
the summaries of each breakout group later in the report.
Observations
The format for the meeting worked well. The initial plenary session presentation by the
Research Unit provided useful information and background for the participants before
they began their breakout group activities.
As in past meetings, all participants attended the morning breakout sessions. As with
the previous meeting, the topics this year were required to be submitted prior to the
meeting through an online submission form. These topics were discussed during the
morning session while all attendees were present. Some submitters had topics in more
than one area which required them to attend more than one breakout session.
After lunch, the attendees from academia a n d industry were excused and only SCDOT
and FHWA attendees participated in the afternoon breakout sessions to determine the
higher priority topics. This previous change was continued in an effort to reduce bias
toward topics and help ensure that topics most beneficial to SCDOT were advanced for
consideration by the RDEC.
