OPERATION OF CRANES AND TALL STRUCTURES IN THE VICINITY OF NEWCASTLE AIRPORT Reference: A. AC 139-08(0) – CASA Advisory Circular – Reporting of Tall Structures INTRODUCTION 1. Restrictions are placed on the airspace surrounding an airfield in order to protect the aircraft flying in and out of that airfield. To ensure safety is not compromised and to limit restrictions to aircraft operations, a process of requesting permission to erect cranes or tall structures in the vicinity of the airfield is required. AIM 2. The aim of this document is to detail the procedures to gain approval to erect a crane or other tall structure within the vicinity of Newcastle Airport in order to protect aviation activities, both civilian and military, at this aerodrome. SCOPE 3. This instruction details the procedures to seek approval to erect a crane or tall structure within 15 km of Newcastle Airport, shown in annex A. 4. Any persons looking to erect a crane or tall structure beyond 15 km should consult reference A and if necessary raise the matter with the Directorate of External Land Planning (DELP) within Defence Support Group via email at [email protected]. DEFINITIONS 5. The following definitions are applicable in the context of this instruction: a. Permanent Obstruction. An object which will breach an obstacle clearance surface and is fixed or irremovable or, if mobile, is deliberately situated for operational purposes and not intended to be decommissioned as long as the facility that it is a part of remains in use. b. Transient/Temporary Obstruction. An object, such as a road vehicle or crane, which will breach the obstacle-free area or surface for only a short period of time. PERMANENT OBSTRUCTION 6. Permanent structures have a potential to pose an indefinite imposition on aviation safety or operations and must be assessed by DELP. Assessments by DELP must occur on structures when they meet one of the following conditions: a. proposed structures located within the Newcastle Airport precinct, as shown in figure one of annex A; 2 b. proposed structures exceeding 15 m Australian Height Datum (AHD) within a 3 km radius of Newcastle Airport, as shown in figure two of annex A–2; c. proposed structures exceeding 30 m AHD within a 15 km radius from Newcastle Airport, as shown in figure three of annex A–3; d. proposed structures with a height of 30 m or more above ground level (GL) within 30 km of Newcastle Airport; and e. proposed structures with a height of 45 m or more above GL beyond 30 km of Newcastle Airport. TEMPORARY OBSTRUCTION 7. Temporary obstructions, dependent on the height and location, will be processed locally through the Air Base Command Post (ABCP) for compilation on a local task register. ABCP will provide a response advising if approval is granted and any operating restrictions, if appropriate. Request for Approval of Temporary Obstructions 8. A request for approval must be submitted to the ABCP email box, [email protected], in the following situations: a. use of any cranes or tall structures on the airside at Newcastle Airport; b. any cranes or tall structures exceeding 10 m above GL 1 within Newcastle Airport precinct, as shown in figure one of annex A; c. any cranes or tall structures exceeding 15 m Australian Height Datum (AHD) within a 3 km radius of Newcastle Airport, as shown in figure two of annex A– 2; and d. all cranes and any tall structures exceeding 30 m above GL within a 15 km radius from Newcastle Airport, as shown in figure three of annex A–3. 9. All applicants are to provide a completed copy of the form, at enclosure 1, to the ABCP at least two business days prior to the intended use of the crane or erection of the tall structure. The ABCP will: a. provide the applicant with a notice of approval which will detail any requirements or special instructions for the structure, or b. decline the request with reason. 1 Ground level (GL), rather than Australian Height Datum (AHD), is used as the criteria for temporary obstruction assessment due to the temporary nature of these activities. Generally surveyors are not engaged in these activities and as such information relating to their level above AHD is not easily accessible or understood. The increased risk of using GL is mitigated by the relatively flat land surrounding the base and the more stringent limits set by this instruction over the actual Obstacle Limitation Surface (OLS) heights. 3 10. Requests for use of a crane or erection of a tall structure provided to ABCP with less than two business days will not be supported unless for emergency reasons. 11. The application process is shown in annex B. 12. Applicants requesting approval of cranes must ensure they provide contact details with their request documentation that enable the ABCP to notify the operator/supervisor directly to lower the crane at short notice. 13. The applicant is to ensure the works are undertaken in accordance with the instructions and any provisions or restrictions provided by the ABCP. Any proposed changes outside the scope of the original approval are to be forwarded to ABCP for consideration against the original approval. ABCP Responsibilities 14. The ABCP is to manage requests for use of cranes or tall structures (temporary) within 15 km of Newcastle Airport. 15. The ABCP is to arrange publishing of a Notice to Airmen (NOTAM) where necessary in accordance with reference A. Annexes: A. Guidance on Height Limitations – Williamtown Vicinity B. As such approval must be sought to erect a tall structure or operate a crane that could breach the Obstacle Limitation Surface. Approval must be sought at least two business days prior to construction of structure/operation of crane.
