Secretary of the Central Commission
for Discipline Inspection:
Head of CPC Propaganda
Department:
The commission is charged with the duties
of rooting out corruption and indiscipline
within the higher ranks of the Communist
Party of China. The Secretary used to serve
as Vice-Premier to economic, energy and
financial affairs thus has some influence in
that field. He served as the vice governor of
People's Bank of China and the governor of
China Construction bank. The Secretary was
instrumental in the founding of China's first
investment bank, the China International
Capital Corp (CICC), and served as its first
executive Chairman.
The Propaganda department has a direct
leadership role in the media control system,
working with other organizations like the
State Administration of Radio, Film, and
Television and the General Administration
of Press and Publication. Its scope is to
control licensing of media outlets, and to
give instructions to the media on what is and
what is not to be said, especially about
certain "delicate" issues, that can affect state
security, or the rule of the Communist Party.
The Propaganda Head has been known for
emphasising on technology-led enterprise
and industrial innovation and development
of small cities on the economic front, as well
as for his conservative views regarding
media control and intellectual freedom.
Chairman of the Central Guidance
Commission for Building Spiritual
Civilization:
The commission is tasked with educational
efforts to build a "spiritual civilization"
based on socialism and the goal to build a
socialist harmonious society, according to
the official CPC policy. As one of the most
important ideological steering bodies of the
CPC and the People's Republic of China, it
controls nationwide propaganda and
ideological dissemination, overlapping
another similar body, the Leading Group for
Propaganda and Ideological Work. It is
expected that department will continue the
policy of tight control over media and the
internet. The Chairman has ties with the
CEO of the China International Trust and
Investment Corporation (CITIC) Private
Equity Funds Management Co., Ltd, a
strategic onshore private equity investment
platform of the CITIC Group and CITIC
Securities.
Vice Chairman of the Central
Military Commission:
The Vice Chairman has previously served as
commander of the People’s Liberation Army
Air Force from 2007-2012. The Central
Military Commission issues directives
relating to the PLA, including senior
appointments, troop deployments and arms
spending. In any event of a military action,
the Vice Chairman's input will be critical.
.The department has long advocated for
improvement of joint operations capability
and digital capacity in PLA war preparation.
Head of the CPC United Front Work
Department:
The Department's main function is to
manage relations with the non-Communist
Party elite, including individuals and
organizations holding social, commercial, or
academic influence, or who represent

important interest groups, both inside and
outside China. In so doing, the UFWD seeks
to ensure that these groups are supportive of
and useful to Communist Party rule. The
Head is well versed when it comes to the
Politburo and will most likely continue
former President Hu Jintao's socioeconomic
policies.

Minister of Finance:
This is an executive position within the State
Council of the People's Republic of China. It
subordinates below the Premier and above
the Ministers of various ministries and
departments. The Secretary General is
responsible for the day-to-day work of the
State Council and is in charge of the State
Council General Office.
The Ministry
administers macroeconomic policies and the
national annual budget. It also handles fiscal
policy, economic
regulations and government expenditure for
the state. The Minister played a pivotal role
in overhauling the tax system of the People's
Republic of China as well as managing its
internal investments. The Minister has
previously served as vice minister of finance
from 1998 to 2007, and appointed chairman
and CEO of the start-up China Investment
Corporation, becoming one of the most
powerful fund managers in the world.
Minister of foreign affairs:
Central Bank Governor:
The Ministry is responsible for foreign
relations between the People's Republic of
China and other countries in the world. The
Minister made a historic trip to the Middle
East in December 2013 to visit Israel and
the Palestinian National Authority. In June
2014, during the China-Arab summit in
Beijing, the Foreign Minister met his Somali
counterpart to discuss bilateral cooperation
between China and Somalia.
The Governor holds the power to control
monetary policy and regulate financial
institutions in mainland China. The
Governor helped transform the struggling
state-owned banks into commercial lenders,
accelerate the opening of the capital
account, and loosen restrictions on the
Chinese currency. This department has had a
preference for recruiting overseas educated
and trained Chinese who have experience of
real capitalist markets and has been an
assertive advocate of further liberalizing the
financial sector.
Secretary General of the State
Council:
Minister of Commerce:
The Ministry is responsible for formulating
policy on foreign trade, export and import
regulations, foreign direct investments,
consumer protection, market competition
and negotiating bilateral and multilateral
trade agreements. The Minister was
affiliated with China National Machinery
and Equipment Import and Export
Head of the Central Politics and Law
Commission of the Communist
Party of China:
The Commission is responsible for political
and legal affairs. In practice, the Head
oversees all legal enforcement authorities,

including the police force. In January 2013,
The Head announced that the commission
would begin work on abolishing the "reeducation through labor "system, which has
been widely criticized internationally. The
implementation of the policy was largely
completed by the end of that year. He also
criticized the interference of local party
authorities, particularly local Zhengfawei, in
individual court cases.
Vice Chairman of the National
Security Commission:
National Security Commission intends to
consolidate political leadership of all the
security apparatus that China already has
into a single entity under the direct
command of the CPC General Secretary.
The NSC aims to combat terrorism,
separatism, and religious extremism. The
VC is an economist that holds the view that
China needs to become less economically
dependent on the outside world. The
prevailing ideology is that there needs to a
fairer distribution of income in the nation
and that economy should rely more on local
consumption than export for growth.
Deputy Leader of the Central
Leading Group for Comprehensively
Deepening Reforms:
The Group's main task is to determine policy
guidelines for reforming the economic,
political, cultural, social, ethical and partybuilding systems in order to address longterm reform issues, as well as to guide
reform-related bodies of the CPC at central
and local level, and supervise the
implementation of reform plans. The Deputy
Leader's influence in making a China an
economically strong nation was key, as he
was able to bring strong growth to the region
of Guangdong. In general, he has been
known for his pro-market economic policy
orientation. The Deputy Leader has ties with
Lee Yin Yee, a wealthy businessman who
serves as chairman of Xinyi Glass Holdings
Limited in Hong Kong.
Head of the CPC Organization
Department:
The Organization Department is one of the
most important organs of the CPC. It is a
secretive and highly trusted agency, and
forms the institutional heart of
the Leninist party system. It controls the
more than 70 million party personnel
assignments throughout the national
system, and compiles detailed and
confidential reports on future potential
leaders of the Party. Since the People's
Republic of China is a one party state, the
Organization Department has an enormous
amount of control over personnel within the
PRC. The Organization Department is
indispensable to the CPC's power, and the
key to its hold over personnel throughout
every level of government and industry. The
Head oversees the appointment of staffing
positions within the CPC and has complete
control over appointments made to those
positions. In total, he has immediate control
over the 70 million plus party assignments
nationally.
Deputy of the Political and
Legislative Affairs Committee:
The Deputy assists the Head of the
Committee in political and legitimate
undertakings. By and by the association
supervises all legitimate authorization

powers, including the police power, making
it an exceptionally powerful organ.
