The meeting was called to order at 7:00 p.m. by Mayor Sherwood.
PLEDGE OF ALLEGIANCE
Mayor Sherwood led the Pledge of Allegiance.
OPENING PRAYER
The opening prayer was given by Mayor Pro Tern Wilson.
APPROVAL OF MINUTES
A motion was made by Councilmember Thomas and seconded by Councilmember Crawford to
approve the minutes from the regular City Council Meeting held on Tuesday, November 8, 2016.
With no objections the motion passed unanimously.
PLAQUE PRESENTATIONS
1. Presentation of a plaque to Mayor Sarah J. Sherwood for 4 years of service to the
City of Abbeville.
Interim City Manager David H. Krumwiede presented a plaque to Sarah J. Sherwood for her 4
years of service to the City of Abbeville.
2. Presentation of plaque to Council Member Spencer Sorrow for 30 years of service to
the City of Abbeville.
Council Member Spencer Sorrow was absent from the meeting. His plaque will be delivered to
him.

FAREWELL REMARKS BY MAYOR SARAH J. SHERWOOD
Mayor Sarah Sherwood made farewell remarks regarding her time as Mayor.
ELECTION OF MAYOR PRO TEM
A motion was made by Councilmember Kidd and seconded by Councilmember Grant to
nominate Faye Thomas as Mayor Pro Tern. A motion was made by Councilmember Wilson to
nominate Josh Baughman as Mayor Pro Tern. A motion was made by Councilmember Wilson
and seconded by Councilmember Baughman to close the nominations. Mayor Freeman and
Councilmembers Baughman, Cape, Crawford, Grant, Jackson, Kidd and Thomas voted in favor
of Councilmember Thomas. Councilmember Wilson voted in favor of Councilmember
Baughman. Councilmember Thomas was elected 8-1.

Impact
on the
Interim City Manager David Krumwiede informed Council that on or about December 28,2017,
Greenwood County will submit a request to the US Department of Housing and Urban
Development (HUD)/Columbia Field Office for the release of HOME Investment Partnership
Program funds under Section 288 of Title II of the Cranston-Gonzalez National Affordable
Housing Act of 1990, as amended, for the McGowan Place project.
CITY ACTIVITY REPORTS

Department Activity Reports for November 2016.

With no other business to discuss a motion was made by Councilmember Thomas and seconded
by Councilmember Crawford to adjourn the City Council meeting at 7:35 p.m.
The motion passed unanimously.
