ACCESS PERMISSION AGREEMENT

Dennis Laib, Loren Laib, Alan Laib, Laural Skaug, Howard Skaug, Helen Nelson, Ray Mollenhauer, Diane Underwood, Maryann Lealand
Bien, Alma Polly Trust, Bar Z Ranch, Inc., Don and Janet Howard, DNR, Talbott Farms, Inc., State of Washington Department of Natural
Resources (Lessors), Puget Sound Energy, Inc., PacifiCorp, Portland General Electric (Lessees), AND Washington Department of Fish and
Wildlife AND

I have received a copy and have read the rules governing access to Lessors’ property and agree to abide by them. I understand that if I fail to abide
by these rules, my hunting/fishing/recreation privileges may be immediately terminated and I may be subject to further liability or prosecution. The
term of this agreement is one year, April 1, _____through March 31, _____. If my name or address changes during the effective period of this
agreement, I am required to re-register and to provide current information prior to accessing Lessors’ property.

I understand that Lessors and Lessees assume no liability for my safety and personal property while I am on Lessors’ land. I release and agree to
hold Lessors and Lessees harmless in the event of bodily injury, personal property damage, death, theft or other accident or mishap that may occur
while I am on Lessors’ land.

I understand that even if I am granted access to Lessors’ property, if I trespass on any Lessor’s property specifically listed as closed or marked with
a “No Access” sign, or, violate any of the Lessors’ access rules (see below) then I may face revocation of my access privileges and prosecution for
trespassing.
I understand that there are wind power generating facilities operated by Lessees on a portion of Lessors’ property and that I will be responsible for
any damage that I inflict on the wind power generating facilities (whether or not such damage is intentional), including, but not limited to wind
turbines, overhead power lines, splice boxes, junction boxes, maintenance vehicles, people, signs, maintenance facilities, substations, poles, fences
or gates.

Violation of any of the rules that follow will result in loss of all access privileges and possible trespassing violations.
1. NO HUNTING during wind turbine construction periods or posted closure periods.
2. NO ACCESS of any kind within 300 feet (100 yards) of the wind turbines, buildings or substations.
3. NO ACCESS of any kind within 1000 feet (333 yards) of the wind turbines from the 3rd Sunday of November through the 3rd Sunday
of February due to potential icing conditions.
4. NO POINTING OR SHOOTING OF ANY WEAPON at a target of any kind with people, wind turbines, overhead power lines, splice boxes,
junction boxes, maintenance vehicles, signs, poles, fences, gates, maintenance facilities, or substations in your scope of view. NO shooting from
vehicles, across roads, or from any maintained portion of wind facility access roads.
5. NO VEHICLE TRAFFIC of any kind on Lessors’ property except on COUNTY roads unless authorized in writing by Lessor. Driving on windturbine access roads is not allowed. This includes operation of OFF-ROAD VEHICLES (ORVs) or ALL-TERRAIN VEHICLES (ATVs).
6. NO HORSES OR PACK ANIMALS are allowed on Lessors’ property unless previously authorized in writing by Lessor.
7. DO NOT BLOCK ACCESS gates or entrances.
8. All hunters must abide by Washington State Game Rules and Regulations.
9. All access may be canceled on Lessors’ land whenever it is deemed necessary by Lessors or Lessees.
10. No overnight camping/parking or outdoor fires on Lessors’ property unless previously authorized in writing by Lessor.
11. HANGING VEHICLE TAGS must be clearly displayed and visible from outside of the vehicle while accessing Lessors’ property.
12. YOUR ACCESS PERMISSION AGREEMENT must be carried with you while hunting within the Puget Sound Energy Hopkins Ridge, PacifiCorp
Marengo, and Portland General Electric Tucannon River wind facility areas.
13. PLEASE REMOVE GUT PILES to prevent attracting scavenging raptors to the wind farm areas.
