Section 1: Powers of the Senate
A.TheSenateshallhavethepowertoestablishpermanent,temporaryandad
hoccommittees.Membershipofthesecommitteesshallconsistofmembers
oftheSenate.
B.TheSenateshallhavethepowertoconfirmallCabinetappointmentssubject
tothevotingrestrictionsexpressedinArticleVI,Section9,SubsectionCof
theStudentGovernmentAssociationConstitution.
C.TheSenateshallhavethepowertoconfirmallappointmentstotheSenate
subjecttothevotingrestrictionsexpressedinArticleVI,Section9,
SubsectionDoftheStudentGovernmentAssociationConstitution.
D.TheSenateshallhavethepowertooverrideaPresidentialvetowitha(2/3)

Section 2: Duties of the Senate
A.TheSenateshallhavethedutytovoteonimpeachmentofanyExecutive
Officer,Senator,orJusticeoftheStudentGovernment
Associationwhoisfailingtoperformadequately.
B.Bythefirst(1st)regularmeeting,theSenateshallelectfromitsmembersa
Speaker.
I.TheSenatemayremovetheSpeakerbyatwo‐thirds(2/3)voteduring
anyregularlyscheduledSenatemeeting.
C.Bythesecond[2nd]regularmeeting,theSenateshallconductavotebysecret
ballotonthecommitteechairrecommendationspresentedbytheSpeakeron
anindividualbasis.
I.Thechairpersonsmusteachbeapprovedbytwo‐thirds(2/3)ofthe
StudentSenatemembershippresent.
II.IfamemberisnotapprovedtheSpeakershallpresent
recommendationsforthevacantchairsatthethirdregularmeeting,
andthevotingprocedureoutlinedaboveshallapply.
III.Iftherecommendationsforthevacantchairarenotapproved,the
Speakershalltakerecommendationsfromthefloorandthe
previouslyoutlinedvotingproceduresshallcontinueuntilallvacant
chairsarefilled.
D.Bythesecond(2nd)regularmeeting,theSenateshallelectfromitsmembersa
SpeakerPro‐Tempore.
I.TheSenatemayremovetheSpeakerPro‐Temporebyatwo‐third
(2/3)voteduringanyregularlyscheduledSenatemeeting.
E.Bythesecond(2nd)regularmeeting,theSenateshallconfirmtheSpeakerofthe
Senate’sappointmentofaParliamentarianbyatwo‐thirds(2/3)vote.
I.TheSenatemayremovetheParliamentarianbyatwo‐thirds(2/3)
voteduringanyregularlyscheduledSenatemeeting.
F.Bythesecond(2nd)regularmeeting,theSenateshallconfirmtheSpeakerofthe
Senate’sappointmentofaClerkbyatwo‐thirds(2/3)vote.
I.TheSenatemayremovetheClerkbyatwo‐thirds(2/3)voteduring
anyregularlyscheduledSenatemeeting.
G.Allcommitteechairsmustbefilledbythethirdmeeting.
H.SenatorsholdingaseatforanyUniversitycollegeshallhavethedutyof
organizingandholdingone(1)campus‐wideTownHallmeetingper
semester.
I.Senators‐at‐Largeshallhavethedutyoforganizingandholdingone(1)
campus‐wideTownHallmeetingpersemester.
J.Allsenatorsmustparticipateinoneofthefollowingactivitiesperweek
duringtheregularlyscheduledacademicschoolyeareachsemester.
I.Senatorsmaycommittwo(2)officehoursperweekintheStudent
GovernmentAssociationOffice.
II.Senatorsmaybeavailabletobecalledontheircellphoneforfour(4)
hoursduringeachweek.
i.TheSenatormustrespond/replytoallcalls,associatedwith
theStudentGovernmentAssociation,madeduringtheir
assignedtimes.TheSenatorwillnotberesponsibleforthe
callsmadeoutsideoftheirscheduledhours.
ii.TherequesttobeoncallshouldbegiventotheChiefClerka
weekbeforethehoursareperformed.She/Hewillplaceitona
recordinaccordancetothecurrentChiefClerkpolicy.
iii.Callhoursmaybedonefrom8:00am‐8:00pm
III.Senatorsmaywriteabillorresolutioninlieuoftheofficehours.
IV.SenatorsmayparticipateinanactivitythattheExecutiveCouncilhas
chosentouseasareplacementforthenormalweeklyrequirement.
i.Theweeklyactivityshouldbedeemedanappropriateeventby
themajorityoftheExecutiveCouncilandpresentedbythe
SpeakeroftheSenateatSenateMeetingsorCommitteeChair
atCommitteeMeetings,whicheverweekforwhichtheactivity
shouldbe.
K.
V.SenatorsmaymeetwithUniversityadministratorsorfacultyonbehalfof
theStudentGovernmentAssociationinlieuofofficehours.
AbreachofanydutylistedorincorporatedintotheseBy‐Lawsisjust
groundsfordisciplinaryactionsuchasreprimand,censure,orimpeachment.
I.AnysenatorbreachingthesedutieslistedinSectionJshallbeavailable
forreviewanddiscussionwithanyexecutivecouncilmembers
immediatelyuponfailuretoupholdthesedutiesafterthreetimes.
ARTICLE II: SENATE MEMBERSHIP AND GENERAL
REQUIREMENTS
Section 1: Apportionment and Membership
A.
Thequantityandapportionmentofsenateseatsshallbemadeinaccordance
withtheSGAconstitution,ArticleVI,Section2.
B.
“StudentSenatemembership”shallbedefinedasthetotalnumberof
Senatorsinofficeatthattime.
Section 2: Qualifications for Office
A.
AnycandidateforaSenateseatrepresentingaparticularcollegeshallbean
activestudentwhoiscurrentlyenrolledinthatcollegeandshallhave
acquiredaminimumofsix(6)semesterhoursinthatcollege.
B.
AnycandidateforaSenateseatrepresentingtheUniversityAt‐Largeshallbe
anactivestudentandshallhaveacquiredsix(6)semesterhoursasoutlined
inArticleVI,Section1oftheSGAConstitution.
C.
EachSenatorshallmaintainhisstatusasanactivestudentthroughouthis
termassenator.Ifasenatorfailstomaintainhisstatusassuch,heshallbe
expelledandhisseatshallbeclassifiedasvacant.Anactivestudentshallbe
definedasanystudentwhoisenrolledinsix(6)ormoresemesterhoursand
haspaidtheappropriateStudentActivityFee.
D.
Atthetimeofhiselectionorappointmentandthroughouthistenure,a
Senatorshallmaintainaper‐semesterGPAof2.5onafour‐point(4.0)scale.
E.
TheSpeakerandSpeakerProTemporeoftheSenateshallberequiredatthe
timeofhisorherelection,andthroughouthisorherterm,tohavea
cumulativeGPAofnotlessthan2.75onafour‐point(4.0)scale.
F.
Lawstudentsshallberequiredtohaveasixty‐five(65)average.
G.
AllSenators,includingtheSpeakerandSpeakerPro‐TemporeoftheSenate
mustbeingoodstandingwiththeUniversityandretainsaidstatustohold
office.
Section 3: Senator Attendance and Bill Submission
A.
Senatorsshallmissnomorethanthree(3)meetingsinonegivensemester.
B.
Anysenatorwhohasmissedthree(3)Senatemeetingsduringonesemester
andhasnotnotifiedamemberoftheLegislativeCouncilortheSenateClerk
withanexcuseshallbydefaultforfeithisorhersenateposition.
C.
EachSenatorshallbenotifiedbytheSenateClerkafterhisorhersecond
absenceduringasemesterfromaregularlyscheduledSenatemeeting.
D.
Senatemeetingsshallbedefinedasthetimebetweenthefirstrollcalland
thefinalrollcall.EachSenatorhasaten(10)minutegraceperiodtodeclare
hispresencewithoutpenalty.
E.
Senatorshavetheresponsibilityofinformingtheclerkinwrittenformofhis
latearrivalorearlyleavewithinthetenminutegraceperiod.
F.
EachSenatorshallberesponsibleforturninginalllegislationtotheSpeaker
oftheSenatebytheappropriatedeadlineasoutlinedbytheSenateRules
Manual.
Section 4: Resignation of Senators
A.
TheresignationofaSenatorfromtheirseatshallonlybeconsideredofficialif
writtennoticeisgiventotheLegislativeCouncil.
B.
VerbalresignationofacommitteechairmanshiporpositionofSpeakerPro
Temporeinapublicforumshallbeconsideredofficialresignationfromthat
position,butnotoftheactualSenateseat.Itshallthenbethedutyofthe
SpeakeroftheSenatetoundertaketheappropriateactiontofillsuch
positioninareasonablemanneroftime.
C.
AnySenateseatdesignatedasvacantbytheseBy‐Lawsshallbefilledina
mannerdesignatedinArticleVI,Section6oftheStudentGovernment
AssociationConstitution.
ARTICLE III: OFFICERS OF THE SENATE
Section 1: Speaker of the Senate
The Speaker of the Senate shall have the following powers and duties: A.
AllpowersanddutieswhicharedefinedinArticleVI,Section4oftheStudent
GovernmentAssociationConstitution.
B.
ThepowertobringanappealofaSenator’sexpulsionbeforetheSenate.
C.
ThedutytopreserveorderanddecorumatallSenatemeetings.
D.
ThedutytorecommendcommitteechairsandappointsenatorstoSenate
StandingCommitteesbythesecondSenatemeeting.
E.
Thepowertorequireanymotiontobereducedtowritingandsubmittedto
theClerk.
F.
ThedutytoreportonanyornoactionbythePresidentuponanyandallBills
andResolutionspassedbytheSenate.
G.
ThedutytoassigneachBillandResolutiontoastandingcommittee.
H.
ThedutytosubmittothePresidentallBillsandResolutionspassedbythe
Senatewithinfour(4)businessdaysafterpassage.
I.
Thedutytoreportimmediatelyanacceptanceofanappealforthe
reinstatementofanexpelledSenatortothePresident.

ThedutyofcollatingtheSenateJournalofthemostrecentGeneralAssembly
beforerelinquishinghisofficetohissuccessor.Thecontentsofthisjournal

Section 2: Speaker Pro Tempore of the Senate
The Speaker Pro Tempore of the Senate shall have the following powers, duties, and restrictions: A.
AllpowersanddutiesasdefinedinArticleVI,Section5oftheStudent
GovernmentAssociationConstitution.
B.
ThedutyofimmediatelycommencingproceedingstoelectanewSpeaker
Pro‐TemporeintheeventthathesucceedstotheofficeofSpeaker.
C.
Thedutyofservingaschairofthelegislativecouncil.
D.
TheSpeakerProTemporeshallnotserveastheParliamentarian
Section 3: Senate Parliamentarian
The Parliamentarian of the Senate shall have the following duties: A.
ToissuearulingonParliamentaryProcedureifrequestedbyaSenator.His
rulingshallstandunlessoverruledbytwo‐thirds(2/3)majorityvoteofthe
Senatemembershippresent.
B.
TheParliamentarianmustserveasSergeant‐at‐Arms.
C.
TheParliamentarianmustserveuntiltheendofthecurrentGeneral
Assembly.
D.
IntheabsenceoftheSpeakerandtheSpeakerPro‐Tempore,the
ParliamentarianshallcalltherollfortheelectionofatemporarySpeaker.
Section 4: Senate Clerk
The Clerk shall have the following duties: A.
BepresentatallStudentSenatemeetings.
B.
Beresponsiblefortheaccuraterecordingoftheminutesofallregularand
specialmeetingsoftheStudentSenate.
C.
TheClerkshallberesponsibleforpostingthefollowingtotheSGAwebsite
nolaterthanone(1)weekaftereachSenatemeeting:
I.TheminutesofeachSenatemeeting
II.TheagendaforeachSenatemeeting
III.ThebillsforeachSenatemeeting
IV.TheattendanceandvotingrecordofeverySenatorforeachSenate
meeting.
D. Beresponsibleforthetypingofallminuteswithinoneweek.
E.
BeappointedbytheSpeakeroftheSenate.
F.
Updateanychangesoramendmentstotheby‐lawsuponpassageofthe
Senate.
G.
Updateanychangeoramendmentstotheconstitutionuponratificationof
thestudentbody.
H.
ToserveuntiltheendofthecurrentGeneralAssembly.
Section 5: Senate Standing Committee Chairpersons
The Standing Committee Chairpersons shall have the following duties: A.
TopresideoverhisorherrespectiveStandingCommittee
B.
Schedulenotlessthantwocommitteemeetingspermonthduringeachfull
monthoftheregularschoolterm.
C.
ToserveuntiltheendofthecurrentGeneralAssembly.
ARTICLE IV: STANDING COMMITTEES
Section 1: Powers and Duties of Standing Committees and Sub-Committees.
The standing committees and sub‐committees of the Senate shall be as follows and have the following powers and duties: A.
LegislativeCouncil
I.
Thiscommitteeshallbecomposedofallchairpersonsandvice‐
chairpersonsoftheSenatestandingcommittees.
II. TheSpeakerPro‐Temporeshallserveaschair.
III. ThiscommitteeshallhavethedutyofperformingSenatefunctions
pertainingtoattendance,conductrules,expulsionprocedures,and
otherinternalaffairs.
i.
TheofficialproceduresfortheLegislativeCouncilshallbe
outlinedintheSenateRulesManual.
IV. TheLegislativeCouncilshallmeetthirty(30)minutespriortoeach
Senatemeetingwhennecessarytoconductitsbusiness.
V.
SpecialsessionsofLegislativeCouncilmaybecalledbyeitherthe
SpeakeroftheSenateortheSpeakerPro‐Temporeasneeded.
VI. MembersofLegislativeCouncilbroughtbeforetheCouncilshallnot
maintaintheirvotingprivilegesduringtheirhearingandquorum
shallthenbereducedappropriatelyundersuchcircumstances.
VII. IntheabsenceoftheSpeakerPro‐Tempore,theJudiciarycommittee
chairshallserveasactingchairandshall,atallothertimes,servesas
Vice‐Chair.Shouldbothbeabsent,thecommitteeshallchoosean
actingchair.
B.
Finance,Ways,andMeansCommittee:
I.
Thiscommitteeshallhavethedutytoformulatethefiscalpoliciesof
theStudentGovernmentAssociation.Thisdutyincludes:
i.
Theformationofspecificguidelinesforevaluatingthemerits
ofallprojectsforwhichfundingfromStudentGovernment
Associationissought,andapplyingguidelinestotheprojects
requestingfunding.
ii.
Guidelinesfortravelfundingrequests:
a. Itisexplainedtoallapplicantsthatfullfundingissimply
notpossibleandthatmaximumfundingis70%
iii.
Questionstoaskapplicants:

a. Whatothersourcesoffundinghaveyoulookedintoforthis

Additional questions can be asked if members of the financial
committee determine that further questions are relevant to
determining the level and percentage of funding that will be
provided to the student or registered student organization. v.
After the interview applicants are thanked for their time and it is
explained to them that the administrative assistant will get back
with them soon on the decision that has been made by the finance
committee. vi.
After the decision has been made the administrative assistant is
informed of the decision. vii.
After the funding decision has been decided on and approved by
the administrative assistant, a bill is written on and voted on by the
SGA senate.
II.
ThiscommitteeshallprovidetheSenatewithadetailedanalysisofthe
StudentActivitiesFeeallocationprocessandoverseeanupdated
reportoftheStudentGovernmentAssociation’sfiscalstatus,
specificallydetailingallfundsdisbursedbytheStudentGovernment
Senate.
i.
ThisanalysismustbeprovidedtotheSenateatthefirst
meetingofeachmonth.
III. Thiscommitteeshalldraftappropriatelegislationinorderto
distributefundsfortheseprojects.
StudentServicesCommittee:
I.
Thiscommitteeshallhavethedutyofstudying,onitsowninitiativeor
uponreferralbyotheragencieswithintheStudentGovernment
Association,anyandallprograms,events,projects,andinstitutions
affiliatedwiththeUniversityofMemphis,andwhicharenotunderthe
jurisdictionofanotherSenatecommittee,andshallbechargedwith
fillingreportsonaregularbasisconcerningitsfindings,
recommendations,anddraftlegislation.Thiscommitteeshallhavethe
followingsubcommittees:
i.
Education:Thiscommitteeshallhavethedutyofstudying,on
itsowninitiativeoruponreferralbyotheragencieswithinthe
StudentGovernmentAssociation,anyandallprograms,events,
projects,andinstitutionsaffiliatedwithTheUniversityof
Memphis,whichareintendedtofurthertheeducational
missionoftheuniversity.

ThisCommitteeshallbechargedwithmakingreports
andrecommendationsonaregularbasisconcerningits
findings.
2.
Basedonthesefindings,appropriatelegislationshallbe
drafted.
D.
JudiciaryCommittee:
I.
ThiscommitteeshallhavethedutyofreviewingtheSenateBy‐Laws,
theStudentGovernmentAssociationConstitution,thestudent
GovernmentElectionlaws,andproposalsforamendingormodifying
theforegoing,andtoreviewthequalificationsandcredentialsof
appointmentstoanyandallStudentGovernmentoffices.
E.
CampusSafetyCommittee:
I.
Thiscommitteeshallhavethedutyofreviewingandmaking
recommendationsonallmatterspertainingtothephysicalstructure,
layout,construction,andaccesstothecampus.
II.
Thiscommitteeshallhavetheresponsibilityofreviewingand
respondingtoissuesthatconcernendangermentorpotential
detrimenttothesafetyofstudentwelfare.
F.
EnvironmentalCommittee:
I.
ThiscommitteeshallhavethedutyofmeetingwithPhysicalPlant
facultyandstafftoreviewenvironmentalinitiatives.
II.
Thiscommitteeshalldraftlegislationbasedonstudentconcernsand
helppromotetheawarenessofexistingenvironmentalinitiativesto
thestudentbody.
III. AtleastonememberofthiscommitteemustserveastheSGA
representativetothePhysicalPlant’sSustainabilityCommittee,which
overseestheplanningandimplementationofenvironmentalevents.
Section 2: Standing Committee Selection
A.
BytheendofthefirstmeetingofeachnewSenate,eachSenatorshallsubmit
inwritinghisfirstandsecondchoicesofserviceforastandingcommittee.
B.
ThesechoicesshallbereviewedbytheSpeakerwhoshallthenappoint
Senatorstothecommitteesandappointallchairmenuponapprovalbythe
fullSenateasoutlinedinArticleIV,Section1andArticleVII,Section2ofthe
SenateBy‐Laws.
Section 3: General Standing Committee Provisions
A.
Eachcommitteeshallhaveachairmanwiththeabilitytoappointavice‐chair
withapprovalfromthecommittee.Eachcommitteechairshallhavetheduty
ofreportingindetailtotheSenatetheactivitythathastranspiredwithinthe
committee.
B.
Eachcommitteeshallfileacommitteereportwitheachbillthatitconsiders.
Anybillnotbroughttothefloorwithinseven(7)daysofthecommittee’s
considerationshallbesubjecttobeingcalledfromthecommitteebya
majorityaffirmativevotebytheSenate.
C.
Nospecialorad‐hoccommitteeshallbeappointedwhenthereisastanding
committeeonthesamesubject.Anystandingcommitteemay,bymajority
vote,createad‐hoccommitteestodealwithdesignatedsubjectswithinthe
scopeofmattersthatmaybeconsideredbysaidcommittees.Thecommittee
chairmanshallappointthemembersandnamethechairmanofthead‐hoc
committees.
D.
AllsenatorsshouldbepresentduringtheCommitteemeetingsandshallnot
missmorethanthree(3)meetingspersemesterduringtheregularly
scheduledacademiccalendar.
ARTICLE V: SENATE PROCEDURES
Section 1: SGA Rules Manual on Legislative
The SGA Rules Manual shall be the official guideline for all Senate procedural matters not otherwise listed in the Senate By‐Laws. Section 2: Quorum
A.
Onehalf(1/2)oftheStudentSenatemembershipshallconstituteaquorum
necessarytoconductbusiness.
B.
Aquorumisnecessarytoconductanybusinessexcepttoadjournorrecess.
C.
IfatanytimeaSenatorfeelsthatthereisnotaquorumpresent,itishisduty
torequestaquorumcall.TheSpeakeroftheSenateshallimmediately
ascertainwhetheraquorumispresent.Ifthereisnotaquorum,all
businessesmuststopuntilquorumcanbeobtained.
D.
Quorumduringsummermeetingshallbedefinedasonehalf(1/2)ofthe
SenatorslivinginShelbyCountyduringthesummermonths.
Section 3: Reprimand, Censure, and Impeachment
A.
Reprimand
I.
IfanySenatoristhoughttohaveviolatedanylawsorrulesconcerning
attendance,conduct,orotherinternalmatters,awrittenreprimand
maybeissuedbytheLegislativeCouncilbyatwo‐thirds(2/3)
majorityvotebythemembersoftheLegislativeCouncil.
II.
AnySenateofficerwhoreceivesmorethantwo(2)written
reprimandsshallimmediatelyforfeithisorherposition.
B.
C.
Censure
I.
IfanySenatorisdeemedtohaveviolatedanylawsorrulesconcerning
attendance,conduct,orotherinternalmatters,thatSenatormaybe
issuedacensurehearingbytheLegislativeCouncilbyatwo‐thirds
(2/3)majorityvote.
i.
Ifatwo‐thirds(2/3)voteismet,thentheSenatemust
immediatelyconfirmthecensurewithatwo‐thirds(2/3)
majorityvote.
ii.
Theofficialprocedureforacensurehearingshallbeoutlined
bytheSenateRulesManual.
II.
AnySenatorwhoiscensuredmaynotvoteorbeheardinanySenate
meetingassetforthbytheLegislativeCouncil.
III. AllcensuresexpireattheendofthecurrentGeneralAssembly.
Impeachment
I.
Ifarticlesofimpeachmenthavebeenbroughtforthagainstany
memberofSGA,theSenateshallconductanimpeachmenthearingas
outlinedintheSenateRulesManualandExecutiveBy‐Laws.
II.
OfficialimpeachmentproceduresnototherwiseoutlinedintheSenate
By‐LawsshallbelistedintheSenateRulesManual.
ARTICLE VI: TRAVEL FUND AWARD PROCEDURE
Section 1.
TISLandMMUNshallreceiveuptoonehundredpercent(100%)fundingandbeexempt
fromArticleVISection4,subsectionEandArticleVISection2,subsectionD.
Section 1: Travel Fund Allocation
A. Fortypercent(40%)ofthetravelfundshallbeallocatedfortheFallsemester.
B. Fortypercent(40%)ofthetravelfundshallbeallocatedfortheSpringsemester.
C. Twentypercent(20%)ofthetravelfundshallbeallocatedfortheSummerterm.
D. MoneynotapportionedinoneperiodshallbeallocatedtotheStudentActivitiesFee.
Section 2: Travel Fund Application Requirements
A. TheFinanceCommitteeisresponsibleforhavinganinformalmeetingforallstudent
organizationsconcerningtravelfundswithinfourteen(14)daysafterthefirstdays
ofclassesforfallsemester.
B. Requestforinternationaltravelmustbesubmittedeight(8)weekspriortothe
traveldate.Internationaltravelmaynotbeconsideredonaconsentslate.
I. Laterequestsmaynotbeconsidered.
II. Requestsforinternationaltravelshallbeaccompaniedbyaletterof
recommendationfromthedepartmentheadorfacultyadvisorinthecasethat
thereisnodepartmenthead.

I. Laterequestsmaynotbeconsidered.
D. TheFinanceCommitteeshallhonoronlyoneapplicationperstudentororganization
perfiscalyear.
I. Astudentmaytravelmorethanonceperyearifheisamemberofmorethan
oneorganizationreceivingassistance.
II. Anapplicationmayonlybemadeinhisnameonceperfiscalyear.
E. Allapplicantsshallsubmitanitemizedbudgetatthetimeoffilingtheirapplication
torequestassistance.
F. AllapplicantsshallberequiredtoattendaFinanceCommitteemeeting.
G. Requestsshallonlybeconsideredduringthesemesterinwhichthetravelwill
occur,unlessthereisnoviableopportunityfortherequesttobeheardpriorto
travelthatsemester.
H. AnyapplicantwhoreceivesunfavorablerecommendationfromtheFinance
CommitteehastheoptiontorequestconsiderationbytheSenateincommitteeasa
whole.
I. Theapplicantshallmakesaidrequest,inwriting,totheSpeakeroftheSenatea
minimumoftwodayspriortotheSenatemeeting.
Section 3: Eligible Travel Fund Recipients
A. Onlyregisteredstudentorganizationsshallbeeligibleforfundingasan
organization.
B. Dependentontheavailabilityoffunds,travelallocationsshallbemadeforthe
following:
I. Studentsororganizationsmakingacademicpresentationsthatwillbring
positiverecognitiontoTheUniversityofMemphis.
II. Studentsororganizationsattendingleadershipconferencesthatwillbring
positiverecognitiontoTheUniversityofMemphis.
III. Studentsattendingaconference,seminar,orsymposiumrelativetotheir
fieldofstudy.
Section 4: Travel Fund Award Restrictions
A. Anystudentreceivingcreditfromaclassbytravelingisineligiblefortravelfunds
assistance.
B. Studentorganizations,outsideoftheStudentGovernmentAssociation,which
receiveadirectallocationfromtheStudentActivityfeeallocationcommittee,are
noteligiblefortravelfunds.
C. Thereshallbenoretroactivefunding.
D. TheFinanceCommitteeandtheStudentGovernmentAssociationreservethe
righttoawardornottoawardtravelfundsbasedontheguidelines,thetrip,andthe
welfareofthestudentbody.
E. MaximumfundingfromtheStudentGovernmentAssociationshallbelimitedto
seventypercent(70%)oftheprogram’stotalexpenses.
F. Fundingfortransportationshallbebasedonthecheapestmode.
G. AnystudentororganizationapplyingforfundsshouldfirstsupplytheFinance
Committeewithallattemptsforadditionalfundinginwriting
H. TheStudentGovernmentAssociationshallnotpayforincidentals,i.e.food,rental
car,internet,rentalcars,shuttles,taxis,etc.
I. TheStudentGovernmentAssociationshallnotpayforadvisors.
J. TheStudentGovernmentAssociationshallnotpayforexpensesincurredbypeople
whoarenotstudentsatTheUniversityofMemphis.
ARTICLE VII: AMENDMENTS
Section 1. Amendments to these By‐Laws shall be introduced in the form of a bill to the Senate. Section 2. Amendments shall be considered passed by a two‐thirds affirmative vote of the Senate membership present at any meeting of the Senate. Section 3. Said amendments shall take effect immediately upon passage, pending Executive approval. Copies of the newly revised, amended, and adopted by‐laws must be available to the Senators by the next scheduled Senate meeting after passage.
