International Atomic Energy Agency IAEA Activities on Nuclear Knowledge Management IAEA Regional Workshop on the Development of a WebWeb-Portal for the ANENT, Daejeon, Daejeon, Republic of Korea, March 2121-25, 2005 Yanko Yanev, Knowledge Management Coordinator Andrei Kossilov, Nuclear Knowledge Management Specialist 1 The Challenge.. The peaceful use of nuclear technology relies heavily on the accumulation of specialized nuclear knowledge, skills and expertise. 2 International Atomic Energy Agency 1 If nuclear technology is to play an important role in the future we need.. •Public interest •Responsible use •Sustainable nuclear knowledge 3 International Atomic Energy Agency IAEA and Nuclear Knowledge.. • IAEA has obligations and responsibilities in the nuclear area, which require a comprehensive nuclear knowledge potential in different areas which provides for their successful implementation. • Nuclear non-proliferation,nuclear safety and security and future nuclear energy development and innovation will need generations of new nuclear professionals with the “Knowledge and the Culture” of peaceful use of nuclear technology. 4 International Atomic Energy Agency 2 Nuclear Knowledge Management is part of the mission of IAEA… • • • It has been created to share the knowledge for peaceful uses of nuclear energy… Information collection and dissemination, education, training, sharing of best practices, scientific and technological information management, have always been an element of the Agency’s programmes. However these were not always highlighted as part of an overall “knowledge management” agenda. 5 International Atomic Energy Agency The Agency’s Knowledge Management models.. Preservation of Wisdom Planning succession Analysis Advocacy and Awareness Maintenance of Knowledge, and Expertise Nuclear Research and Development Education and Training in Nuclear Science and Technology Supporting development Capacity building and Knowledge management Understanding the needs Interest of Member States in nuclear development 6 International Atomic Energy Agency 3 Definitions (1) • Knowledge – The mental constructs used in acquiring and understanding facts, and the application and reassembling of facts to think creatively, solve problems and make judgments. Together with Attitudes and Skills, Knowledge provides the full requirements to undertake a given job or task. Knowledge is sometimes termed Cognitive Ability. 7 International Atomic Energy Agency Definitions (2) • Competence (Competency) – (1) The ability to put • skills, knowledge and attitudes into practice in order to perform activities or a job in an effective and efficient manner within an occupation or job position to identified standards. (2) A combination of knowledge, skills and attitudes in a particular field, which, when acquired, allows a person to perform a job or task to identified standards. Competence (Competency) may be developed through a combination of education, experience and training. 8 International Atomic Energy Agency 4 Practical definitions • Knowledge = is the capacity for • effective action. Competence = Knowledge+Skills+Attitude 9 International Atomic Energy Agency Nuclear knowledge may eaily be lost due to insufficient knowledge transfer... Knowledge “retires” New knowledge (eventually) created ? Time 10 International Atomic Energy Agency 5 Nuclear knowledge… • Today nuclear knowledge resides in governments, academia, industry and society. • The IAEA is a source of unique information and knowledge in all areas of the nuclear field. 11 International Atomic Energy Agency For the Agency today… Nuclear Knowledge is the critical resource, strategically important for the Agency’s capacity for effective action. 12 International Atomic Energy Agency 6 A strategic objective for the Agency today… “To maintain and further enhance its role as an authoritative independent source of quality information, knowledge, and expertise in support of peaceful uses of nuclear science and technology.” 13 International Atomic Energy Agency The Internal Challenge - “Managing Organizational Knowledge” • Establish and promote the “Knowledge Management Objective” • Develop a Specific “Knowledge Management Goal” for all Agency’s activities. 14 International Atomic Energy Agency 7 The External Challenge – “Preserving and Enhancing Nuclear Knowledge” • Current threat to nuclear knowledge is • declining interest in the wide scale use of nuclear energy. Loss of nuclear expertise could also negatively affect future potential to apply nuclear techniques and methods in important areas such as medicine, agriculture, hydrology, and food preservation, especially in developing countries. 15 International Atomic Energy Agency The Nuclear Knowledge Cycle Nuclear Data, Information and Knowledge Technology Know-how I.A.E.A.
