Richmond Heights City Council of the Whole February 14, 2017 Council President Henry opened the meeting at 7:35pm Roll Call: Alexander, Henry, Hurst, Kumin, Lentine, Lewis, O’Toole Acceptance of Committee of the Whole minutes from 1‐24‐17 ‐‐‐Motion by Lewis, seconded by Hurst passed 7‐0. Consent Agenda: 1) Minutes of the City Council Meeting from January 24, 2017. Kumin motioned to recommend to Council, Lewis seconded ‐‐‐motion passed 7‐0. Guest Speakers: Nirvana Analytics‐‐Public Funding Investment Opportunity‐‐‐Terry Howell, Quentin McCorvey and J. Burner Crew Spoke on ideas for investments for the city. Specialize in schools, municipalities, and governments All deposits must be collateral now. Ohio clients: Port Clinton, Defiance, Hancock county, Woodmere are some local clients. What should be invested long term and keep a reasonable amount liquid. Long term is 5 yrs, short term is 1 yr. or less. Yield curves—look at CNN Money and check out the rates. Gave their perspective on investing for municipalities and the current trends. OLD BUSINESS: -NONENEW BUSINESS: ORDINANCE NO.: 10-2017, INTRODUCED BY ALEXANDER, FIRST READING AN ORDINANCE AMENDING SECTION 1151.03, “PERMITTED, CONDITIONAL AND SPECIFICALLY PROHIBITED USES,” AND SECTION 1151.04 “ADDITIONAL USE RESTRICTIONS” OF THE CODIFIED ORDINANCES OF THE CITY OF RICHMOND HEIGHTS. Alexander commented on the mall property and this would need a public hearing, as well as the vacant property legislation. Hunt said they would both need to be advertised 10 days in advance. Public hearing for Ord 10 and 12—on Tues, Feb 28th in Plain Dealer Kumin motioned to recommend to Council, Hurst seconded. Motion passed 7-0. ORDINANCE NO.: 11-2017, INTRODUCED BY ALEXANDER, FIRST READING AN ORDINANCE AMENDING SECTION 1151.03, “PERMITTED, CONDITIONAL AND SPECIFICALLY PROHIBITED USES”, SECTION 1167.02, “PERMITTED USES”, SECTION 1171.02, “PERMITTED USES”, AND 1171.03, “USE RESTRICTIONS”, OF THE CODIFIED ORDINANCES OF THE CITY OF RICHMOND HEIGHTS TO ACCOMMODATE MEDICAL MARIJUANA USES; AND DECLARING AN EMERGENCY. Public hearing will be on Monday, February 27th at 7pm. Will be advertised in Sun News this Thursday, February 16th. Lentine said it will not be restricted to a 30 day waiting period if passed. O’Toole motioned to recommend to Council, Kumin seconded. Motion passed 7-0. ORDINANCE NO.: 12-2017, INTRODUCED BY ALEXANDER, FIRST READING AN ORDINANCE AMENDING SECTION 1175.09, “ILLUMINATION OF PARKING FACILITIES,” OF THE CODIFIED ORDINANCES OF THE CITY OF RICHMOND HEIGHTS. Alexander said this also needs Kumin motioned to recommend to Council, Hurst seconded. Motion passed 7-0. MOTION for a public hearing to discuss Ordinances 10-2017 and 12—2017 and make the appropriate notice for Feb 27th meeting at 7pm, and a special Council meeting for that purpose and these will both be on 2nd reading---Kumin motioned, Hurst seconded, passed 7-0. Todd Hunt said Ord 10 and 12 will go into effect immediately, as this is necessary at Sears location and asked for direction. MOTION for emergency clauses to be put on 10-2017 and 12-2017 to add the phrase, “declaring an emergency”---Kumin motioned, Hurst seconded, passed 7-0. RESOLUTION NO.: 13-2017, INTRODUCED BY ALEXANDER, FIRST READING A RESOLUTION DECLARING THE PROPERTY KNOWN AS 4875 GERALDINE ROAD, PERMANENT PARCEL NUMBER 662-29-080, IN THE CITY OF RICHMOND HEIGHTS, A PUBLIC NUISANCE AND DIRECTING THE DIRECTOR OF LAW TO TAKE ALL LEGAL ACTION NECESSARY TO ABATE THIS NUISANCE, AND DECLARING AN EMERGENCY. Alexander said this needs to pass tonight so we can get on list ASAP Kumin motioned to recommend to Council, O’Toole seconded. Motion passed 7-0. Lentine asked what happens to the house and area when house is demolished—city needs to maintain. RESOLUTION NO.: 14-2017, INTRODUCED BY KUMIN, FIRST READING A RESOLUTION TO AUTHORIZE THE MAYOR TO ENTER INTO A PARTNERSHIP AGREEMENT WITH THE EUCLID CREEK WATERSHED COUNCIL. Kumin said it is a $3,000 annual fee and recommends Kumin motioned to recommend to Council, Lentine seconded. Motion passed 7-0. RESOLUTION NO.: 15-2017, INTRODUCED BY O’TOOLE, FIRST READING A RESOLUTION TO AUTHORIZE A CONTRACT WITH THE AUDITOR OF THE STATE OF OHIO FOR FINANCIAL STATEMENT AUDITS FOR THE YEAR 2016. O’Toole said we are required to have our books audited and will cost about $29,000. Things are looking good, so should not go over the estimated cost. O’Toole motioned to recommend to Council, Alexander seconded. Motion passed 7-0. REPORTS: -noneOLD BUSINESS: City of RH Signs: City Hall and north side of city—Henry asked to discuss during Budget sessions. 2017 City of Richmond Hts Centennial Celebration: Next meeting is Saturday and who should she go to regarding pocket signs. Kumin said he will check on number of brackets in the city. Lentine said he would like the signs up ASAP, since it’s 2017 and he would like to see them up this year. Mayor Roche said we have had signs up in many places, and we need to decide where and how many. There were flower baskets are each intersection. Greenwood Farm: low hanging electric lines—Henry said the meeting is rescheduled and Fred Cash said there were low hanging electric lines. They run to the house. Mayor Roche said this has already been fixed. Alexander asked if electric is really needed in the back house. Mayor said it can be easily shut on and off. Alexander said a lock should be put on the breaker and disconnect it. NEW BUSINESS: Dura Patch: Henry said Don Kerniskey asked her to put this to a vote. Alexander said the budget money has not been decided on yet with this, so he would prefer to wait on this. Mayor said this does not need to be rushed through right now. Alexander said he thinks these machines work best in the spring and summer anyways. Chris Courtney commented on the Dura Patch as well, and agreed it is best used in warmer weather. Broken Plow: Henry said we have gotten calls on this. Alexander said we ran into a situation with a snow storm and we had an emergency. We had a Mayor that took it upon himself to help the city and he said everyone should appreciate it. Our guys were running down and not available, so the Mayor helped out. Henry said she just would like to be informed as a Councilmember, and Kumin and Hurst agreed. AUDIENCE: -none- Council President, Eloise Henry, adjourned the meeting at 8:45pm
