Swindon Triumvirate Open Feedback Session

Structure of Meeting
This was the first open engagement meeting with the Swindon Triumvirate, we discussed with
the service users and carers and members of the public the structure and outline of the
meeting and what would be most helpful.
We agreed that we would hear the feedback based primarily on experience and that we
would answer where appropriate the points raised.
The following points were raised:
Finance – a general perception that we operating within financial constraints.
Discussion with Triumvirate Feedback:
Long discussion on the current financial challenges that were pertinent to both Swindon and
other NHS Trusts was given via the Triumvirate. Context was given from a Swindon financial
and workforce perspective that over the last 8 months nobody has been made redundant and
that there have been areas of increased staffing within the Swindon locality. We agreed that
we are in a challenging financial market.
Home treatment – there was discussion around the complexity and range of home
treatment responses and a perception raised from a service user that at times it felt
like they were passing the buck to families.
Discussion with Triumvirate Feedback:
The function and the purpose of the intensive team was discussed and the Triumvirate took
on board the feedback that at times it had felt that the Intensive Team were passing the buck

and the families and carers were left having to cope with the family 24/7 and recognised that
the impact that this has on family and carers and that further work is needed.
Frequent Consultant Psychiatrist changes at the Recovery Team, Chatsworth.
Discussion with Triumvirate Feedback:
It was recognised and acknowledged by the Triumvirate that the Swindon Recovery Team
had over the years had a succession of locums in this team and that this was less than ideal
and apologised. However, the Triumvirate feedback that within the next 3 weeks the
interview for the substantive recruitment to the consultant into this post and that this would
mean that from a consultant perspective, for the first time in many years swindon would have
a full substantive compliment of consultant staff.
The flow of communication between mental health workers, service users and carers
was raised, particularly in respect of the acute inpatient unit.
Discussion with Triumvirate Feedback:
Helpful and informative discussion with carers and services users with lived experience of our
inpatient services predominantly. The Triumvirate listened to suggestions for improved
communication, particularly focused at involving and listening to carers. Offers of individual
meetings regarding this aspect were offered.
The complexity of the pathways within the mental health system and the confusion
regarding access to services was raised by several people.
Discussion with Triumvirate Feedback:
Wide discussion and description from the Triumvirate of the purposes and functions of the
individual teams within swindon, particularly focusing on the PCL’s and Intensive Services,
and agreed that this could be confusing for our service users and GP’s trying to access our
services and that we need to do further work with our GP colleagues.
General discussion on mental health and stigma and how we combat this.
Discussion with Triumvirate Feedback:
There was a general discussion of the wider implications of mental health issues for our
service users and carers when trying to integrate back into the workforce. Discussion of the
purpose of the service user involvement worker and third sector organisations.
The impact on families and carers when caring for someone with mental health issues
was raised.
Discussion with Triumvirate Feedback:
Long discussion regarding the impact on those who are caring for people with mental health
issues and the difficulties that this can often present and the interface between professional
mental health worker, carers and service users was explored.

The pressure on both acute adult and older adult beds was a focal point of discussion.
The impact of having to travel to available beds and the impact on family and carers
was also raised.
Discussion with Triumvirate Feedback:
The Triumvirate gave feedback on the national picture on beds and also acknowledged the
pressure within Swindon. The managing director gave an overview of how bed base is
managed within AWP, also the Triumvirate acknowledged that it is less than ideal when
service users are sent to other localities due to bed pressures and the wider impact that this
has on families and carers particularly. We also discussed the role of commissioning in
respect of service provision.
The complexities in dealing with physical health needs when on a mental health unit
and the skills and experience of mental health staff in dealing with these physical
health issues were raised.
Discussion with Triumvirate Feedback:
Discussion with a service user around the challenges that he experienced in relation to his
physical health needs when admitted to our acute inpatient unit. This was acknowledged by
the Triumvirate and escalation and complaints policies were reinforced.
The process and function of the LIFT services was discussed.
Discussion with Triumvirate Feedback:
The function and purpose of the LIFT psychology service was outlined and its relation and
pathway through to other swindon AWP services was outlined, as this seemed to have
caused some confusion and needed clarity.
The process for complaints, feedback and FOI requests mechanisms were raised.
Discussion with Triumvirate Feedback:
We reiterated the complaints process and feedback mechanisms and also ways of escalating
this if service users feel that they are dissatisfied with the response.
The suitability of the venue, structure and purpose of the open feedback was
discussed.
Discussion with Triumvirate Feedback:
Discussion and feedback on the overall usefulness of the session was collated. It was felt
that the venue was not hugely conducive to an open feedback session and was not easy to
find. This was agreed by the Triumvirate and that an alternative venue would be sought for
the next session.

Service users acknowledged and in the main gave positive feedback as to the process and
the function of the open session. They felt it was useful on the whole and we discussed the
feedback mechanisms about which we would advertise and also feedback from this event.
