The State government is likely to accord a blanket clearance of all departments and agencies to
Gas Authority of India Limited (GAIL) for expediting (ज द करना) work on the long-pending
natural gas pipeline project.
Industries Department sources told The Hindu here that the government may reissue an order of
2010 offering consent (सहम त) of all departments, public sector undertakings, boards, local selfgovernment institutions and others erneconcd, for laying the pipeline without any hitch (बाधा).
This would set the ground for resumption(पु न हण) of the project and its completion. The
inordinate delay in the execution of the project is estimated (आंकना) to have cost the State about
Rs.90,000 crore, the sources said.
GAIL had sought a blanket clearance from all departments and agencies concerned in 2010 for
taking up the project. The then Kerala State Industrial Development Corporation managing
director, who was also convener of the Kerala State Single Window Clearance Board, informed
the 11th meeting of the board that GAIL’s proposal would be forwarded to the Cabinet. The
Cabinet approved the proposal and issued an order granting a blanket permission as desired by
GAIL.
But there was no palpable ( पशनीय) progress with respect to the project, which continues to be
limping (लंगड़ा) for want of political and administrative clearances from the highest echelons
( वभाग) of the government.
GAIL had cancelled contracts for the work in the face of public protests and needs to pick up
from where it ended last. The current move is to take the stakeholders into confidence by making
them aware of its significance, duly compensate them for loss they are likely to incur (सहना) for
implementing the project, and complete the same within a set timeframe, the sources said. The
impetus ( ेरणा) the project received under the then Industries Minister Susheela Gopalan in
1999 following the incorporation of Petronet LNG for setting up liquefied natural gas terminals
in the country, could not be sustained.
