WORKING GROUPS CRITERIA AGORA BUDAPEST, NOVEMBER 2011 Article 1: Working Group (1) 1A Working Group is a body installed by the Agora with absolute majority, after previous communication with the Comité Directeur and the Chair Team. 2At least five people that represent at least three nationalities are needed to propose the creation of a Working Group. 3The proposed Working Group must present its General Strategic Plan at the same Agora before voting. (2) 1A Working Group consists of AEGEE members meeting in certain time-spans to have discussions, create projects and actions (defined in article 2 (1)) and to provide thematic support to the Network. 2Membership of a WG is open to all AEGEE members and all the members have voting rights inside the WG, as long as they appear in the members list that needs to be submitted to the Juridical Commission before elections. Article 2: Remaining a Working Group (1) To remain a Working Group it must: a) send envoys to at least one ordinary Agora or European Boards’ Meeting in a period of three consecutive statutory meetings; b) submit an annual Activity Plan within one month after elections. The Activity Plan will include at least two topics of discussion and two different actions (e.g. AEGEE Fair, workshop, project). The Activity Plan can be updated upon agreement with the Projects Director; c) submit an annual budget within one month after elections; d) submit an Activity Report between 15 days and one month and a half before every Agora. The Activity Report of Autumn Agora must include at least two of the topics of discussion and two of the actions listed in the last Activity Plan; e) present to the Network, up to one month before Autumn Agora, the summarized results of at least two topics of discussion mentioned in the previous Activity Plan; f) organise board elections between 45 days and 15 days before Autumn Agora, open only for the following positions: Speaker Secretary Human Resources Responsible Public Relations Responsible and resulting in a board consisting of at least Speaker and Secretary. Whenever not all the positions are elected, the Speaker, with the help of the Secretary, will have to organise new elections for those specific missing positions within one month, repeating this process until all the positions are fulfilled. The Comité Directeur can suggest new elections whenever a board is not working for more than six months, regarding the Interim Activity Report. A person cannot be the Speaker of more than one Working Group; g) send the re-confirmed members lists to the Comité Directeur between one and two months before every election; h) have at least five members that represent at least three nationalities. (2) Based on a written explanation, the Comité Directeur can exceptionally waive one or more of these criteria. 1|Page (3) 1The dissolution of a Working Group occurs when not all the criteria are fulfilled for two autumn Agora in a row. 2The Comité Directeur communicates and explains the decision to the Agora. 3A representative of the Working Group has the right for defense before the Agora votes the ratification of the decision. 4The decision is accepted upon absolute majority. Article 3: AEGEE Working Group (1) To become an AEGEE Working group a Working Group must: create Statutes compatible with the Convention d’Adhésion and the Statutes of AEGEEEurope; deliver a copy of the Statutes in the original language and one in English or French to AEGEE-Europe; have their Statutes verified by the Juridical Commission; have sent envoys to at least one ordinary Agora or European Boards’ Meeting within the last three statutory meetings; (2) A Working Group, in order to become an AEGEE Working Group must fulfil the criteria to remain a Working Group. (3) 1As soon as these requirements have been fulfilled, the Convention d’Adhésion will be signed by a representative of the Working Group and the President of AEGEE-Europe on the occasion of a Comité Directeur’s meeting or a statutory meeting of AEGEE-Europe. 2After signing the Convention d’Adhésion, the Working group must officially found the association, have it registered within six months and provide the Juridical Commission and the Secretary General of AEGEE-Europe with a copy of the registration data. 3Failure to comply with this criterion results in termination of the Convention d’Adhésion by AEGEE-Europe. 4The Comité Directeur can make exceptions from the criteria, upon receiving written request and explanation by the AEGEE Working Group. Article 4: Remaining an AEGEE Working Group (1) In order to remain an AEGEE Working Group it must fulfil the criteria for remaining a Working Group and the following criteria: contribute with at least two activities to the Action Agenda or according to the Events Rules during the last planning year; submit an annual Financial Report by February the 1st; maintain the registration of the AEGEE Working Group when needed, minimum once a year. (2) In special cases, when written explanations are presented, the Comité Directeur may decide that the fact of not having fulfilled one or more criteria might not lead to degradation to the status of Working Group. Article 5: Financial Contribution of AEGEE-Europe (1) Reimbursements to Working Groups have to meet one of the following categories: meeting costs (including accommodation and travel costs); workshop-leaders, representing a working group at internal or external events can claim for a partial travel reimbursement, excluding for Statutory Events; PR-material, IT costs; registration costs. (2) Working Groups can obtain financial support from AEGEE-Europe according to the General Financial Rules. (3)The Comité Directeur decides on the distribution of resources for Working Groups and presents it online at latest on the 1st of November. 2|Page
