Command and Signal
1. Command
a. The Chief Judge will be located in the main drill area. All decisions are final.
b. Only Unit Commanders may make inquiries at the judge’s table.
c. MDC OIC P/R CPT Michael Sticco will be located around the main drill area.
2. This command will maintain a Head Table in close proximity to the drill areas. It will
be manned by the MDC OIC and/or AOIC as well as any other selected staff at all
times.
3. When positioned at the Head Table, the MDC OIC and/or AOIC will be in charge of all
activities on the drill floor.
4. The MDC OIC will have final authority in any dispute.
5. Company Commanders and Drill Platoon / Team Commanders are responsible for the
following at all times:
a. Conduct of their Personnel
b. Knowledge of Competition Times for their Teams
c. Providing proper representation in the event they have to leave the drill floor
6. Throughout the competition, the Chain of Command will be utilized. If at any time
during the competition a problem arises, Riflemen are required to first address the
problem with their Company Commander. In the event the Company Commander
cannot resolve the problem, then and only then will the event OIC (or AOIC) be
consulted.

Registration
1. Pershing Rifles Units Registration:
a. All units intending to compete in the John J. Pershing Memorial Drill
Competition must register NLT 24 February 2017. Units who fail to register by
this date will be assessed a $50 late fee, the final window will close on 01
March 2017.
b. Unit registration will not be considered complete until the PR NHQ has
received the unit’s registration fee.
c. Registration will be available via the UMS, the alternative is for company
commanders to contact their regiment commanders.
d. Hotel registration must be made separately. See the website for hotels and
rates.
e. Each member of every unit, either team or individual, must sign and return a
copy of the “Tort Liability” form found in Annex J of this SOP along with their
registration paperwork and unit roster. No one will compete without this form
on file.
2. Registration for Blackjacks and PA:
a. All units intending to compete in the John J. Pershing Memorial Drill
Competition must register NLT 26 February 2016. Units who fail to register by
this date will be assessed a $50 late fee, unless waived by NHQ. The final
window will close on 02 March 2016.
b. Unit registration will not be considered complete until the PR NHQ has
received the unit’s registration fee.
c. Registration packets will be located on the NATCON web page at
prnatcon.com or pershingriflessociety.org. See the site for details and fees.
d. Hotel registration must be made separately. See the website for hotels and

Eligibility
e. Each member of every unit, either team or individual, must sign and return a
copy of the “Tort Liability” form found in Annex J of this SOP along with their
registration paperwork and unit roster. No one will compete without this form
on file.
f. Unit registration will not be considered complete until we have received the
unit’s registration fee. Units who fail to complete registration by 01 March
2017 will be unable to compete.
g. Registration will be electronic at www.prnatcon.com.
1. Any active Pershing Rifles Unit in good standing with the National Headquarters, High
School JROTC units, Civil Air Patrol units, Sea Cadet units and foreign equivalents,
Police Explorer Units, Pershing Angels may register one or more teams as
participants in the competition
2. All registered teams must consist of individuals from the same chartered unit.
3. A single unit may not field more than three (3) teams in any event with the
exception of Individual, Duet, and “knockout” teams where there is no maximum. If
a Company/Unit does place more than one team in any single event they will be
recognized with the designations Team-A, Team-B, Team-C, etc. Each individual may
only participate in an event once.
4. All active PR Units are required to be represented at the National Legislative Meeting
held on 11 March. Any PR Unit not represented will not be eligible to participate in
the JJPMDC without excusal from the G-3, P/R CPT Michael Sticco.
5. All active PR Units may not compete in the JJPMDC with pledges, members placed on
probation, or members placed on inactive status. All PR competitors must be listed
on the on the unit’s official PRF 101 (UTO) filed with NHQ. All Pershing Riflemen
competing must be members in good standing with the national society in order to
participate.

Conduct of the Competition
Uniforms
1. Uniforms worn by any competitor will be in accordance with the SOP of the Chartered
Unit represented by that institution. Please note that there are different uniform
requirements for events and opening/closing ceremonies in other sections of this
document.
2. All Active Pershing Riflemen will be in Class A or Service Dress uniform and in their
unit formation for the opening ceremony. This includes members who are not
competing in the competition.
3. After the opening ceremony, any unit members not directly competing in the drill
meet will be in the spectator seating and not on the drill floor.
4. All other members of any participating unit not involved in the JJPMDC shall wear
Business Casual dress at a minimum. Business Casual is defined as a pair of khakis
or slacks with a button down dress shirt or polo shirt for men and a pair of slacks or
skirt with appropriate blouse or polo shirt for women. BDUs, Class “A” Uniforms, or
Service Dress Equivalent are preferable. Jeans, shorts, T-Shirts, and Sneakers are
not acceptable.
Formations
1. Each Unit should bring their guidon to all formations. Note: It is the responsibility of
each individual unit to supply their own guidon with pole and spearhead. All
formations will be without arms of any type.
2. The JJPMDC will commence with a formation of all participating teams, by Company
en mass. All active members of all units attending are required to attend all
formations as long as they are in the same or equivalent uniform (no civilian attire
allowed in formations).
3. The JJPMDC will conclude with a final formation and Awards ceremony, all
participating units are required to attend opening and closing ceremonies. An
Honorary Judge will present competition awards during the awards ceremony.
4. All formations will be conducted in accordance with this Operations Order. All Drill
Unit Commanders are expected to ensure that their teams are aware of the
regulations and policies and commands as outlined in the OPORD prior to arrival.
Events
1. The Pershing Rifles National Drill Competition will consist of eight (8) events.
2. Participating units may enter any or all of the events below in accordance with this
SOP. Requirements for each event are outlined in the various annexes to this

Judging
1. Judges for the MDC are TBD. Judges will most likely be members of the local Army
Reserve Unit.
2. All events will be evaluated by no less than two (2) judges including the individual
and duel events which in order to help break up any style of bias from a single
judge. All judges in attendance will be utilized for evaluation of Individual Regulation
Drill (Knockout).
3. All commands shall be executed in accordance with FM 3-21.5, the U.S. Army Drill
and Ceremonies Field Manual.
Scoring
1. Scoring for all events will begin when the first competitor crosses the ready line, and
end when the last competitor crosses the ready line.

2. The score given by an individual judge will stand as final. Appeals will only be
considered in the event that a decision is in direct contradiction to this document.
Final authority rests with the event chief judge.
3. Tied scores will be broken for all events by evaluating the individual or team
placements with the highest score. The Chief Judge will determine the winner.
4. Final points for each event will be the sum of all points given by all judges for each
event. The overall best unit for both the MDC (Varsity Rifles) will be the unit with the
most overall points as defined by the “Honor Company Competition” section below.
Time
1. Timing for all events will begin when the first competitor crosses the ready line, and
end when the last competitor crosses the ready line.
2. An official timer will keep the time for each event at the judges table for that event.
3. A penalty of five (5) points for each second over the maximum or under the
minimum time will be assessed to the total score of the team violating the
limitations.
Entrance and Exit from the Drill Area
1. Each unit will be placed on the ready line by an official starter, and will enter the
floor upon his or her notification.
2. Units will wait in the designated area outside the ready line in preparation for their
competition in silence.
3. All units are required, after they have entered the drill floor, to present arms to the
Chief Judge and verbally request permission to use the drill floor. Upon completion of
the unit’s routine, the unit will again present arms and verbally report out.
4. The subsequent unit will be standing by in an area designated outside the ready line
area. Units not in the stand by area at the beginning of the preceding teams start
time, who have not made arrangements with the judging table for that event, may
be subject to losing their timeslot, or complete disqualification.
Penalty Points
1. Penalty points may be assessed at any time during the meet for a team or individual
that is found to have committed a grave misuse of the facilities provided.
2. Any witnessed abuse of team’s members or any conduct found to be unbecoming of
an officer trainee at any time during the competition may be reprimanded with
penalty points, revocation of awards, disqualification and/or termination from the
JJPMDC. The final authority for events of this nature rests with the Chief Judge.
3. The Event Judge for a drill area is responsible for all penalty assessments within their
respective areas.

1. Unless otherwise noted, all weapons carried by team members will be complete
rifles, weighing at least 8 pounds (approximately the weight of a Springfield M-1903
or M-1 Garand). A complete rifle is composed of a trigger, bolt, and other functional
mechanisms. The weapon must be capable of completing an “Inspection Arms” and
“Ready Port Arms” upon command. The use of any replica parade rifle must be of the
proper weight, specifications and dimensions of an actual rifle. M-16’s, M-60’s, etc.
are not acceptable drill weapons. Any weapons not in accordance with this OPORD
must have prior approval from the JJPMDC OIC.
2. The use of bayonets is not allowed. Teams found using bayonets will automatically
be disqualified from the competition.
3. Commanders must be armed with a rifle, saber, or pistol during any event in which
the unit is also armed.
4. The use of taps on the bottom of the competitors’ shoes is strictly prohibited.
However side taps that do not touch the floor are allowed.
5. Lights, fireworks, or other pyrotechnics are not allowed in any event. No
loudspeakers, music, or other means of keeping cadence besides the Commander’s
voice will be allowed.
6. Commanders must memorize all commands. Use of drill sheets will result in
disqualification.
Honor Company Competition
1. Honor Company will be awarded to the best overall Unit in each scoring bracket
Competition for Honor Company will be based on a point system. The competition
will consist of the total number of points awarded (and penalized) by all judges in the
listed event. These events are as follows:
a. Platoon Exhibition Drill
600 possible points (2 judges X 300 pts.)
b. Squad Exhibition Drill
600 possible points (2 judges X 300 pts.)
c. Platoon Regulation Drill
600 possible points (2 judges X 300 pts.)
d. Squad Regulation Drill
600 possible points (2 judges X 300 pts.
+100 pts inspection)
e. Color Guard Drill
400 possible points (2 judges X 200 pts.)
i. The winner of this event will post the colors at the Dining-In
after the Competition, if they are unable, the Color Guard from
the Honor Company will do so in their place.

2. The unit receiving the highest amount of points out of the maximum total of two
thousand nine hundred (2900) will be awarded the Honor Company.
3. For any event that a company chooses to compete in with multiple teams, the score
will be averaged together, creating an average score that will be used towards
overall placement.
4. In addition to the Honor Company trophy, the winning PR Company will also earn the
title of “Varsity Rifles” for the year following the 2016 JJPMDC. This unit will be
authorized to wear the Varsity Rifles unit citation for the duration of the title year.

The Varsity Rifles unit citation is a white ribbon bearing a gold “V” device, framed by
an Army regulation gilt citation frame.
Photographers
1. Only the event sanctioned professional photographers and videographer will be
allowed. No other professional photographer or videographer authorized by the Event
OIC will be removed by security.
2. There are no restrictions on the use of cameras (flash, movie, etc.) operated from
the spectator seating area meant for personal use.
Awards
1. The Awards Ceremony will take place in accordance with the John J. Pershing
Memorial Drill Competition Operations Order Annex L.
2. All units participating will receive one guidon pennant commemorating the event. It
will be given out at the registration table at check-in.
3. All JJPMDC events will include awards for 1st, 2nd, and 3rd place that will be
presented at the final formation.
4. The Awards Ceremony will take place IAW the Awards SOP as listed in Annex L of
this document.
5. The following MDC awards will be presented at the final formation:

2. Drill Competition
a. The drill competitions will commence at the conclusion of the Opening
Ceremony at approximately 0900.
b. All Team Commanders must meet at the Judges table immediately following
the Trooping the Line for a Pre-Competition Briefing.
c. The competitions will conclude NLT 1400. Upon conclusion, all participating
teams should make their way to the designated awards area for the
presentation of the competition trophies and pennants.

Annex A: Exhibition Platoon and Squad Requirements
General
1. Each Exhibition Platoon Element will consist of not less than twelve (12) Pershing
Riflemen and not more than twenty-one (21) Pershing Riflemen, excluding the
Platoon Leader. A 15-point penalty will be deducted from the final score for any
element that consists of less than twelve (12) individuals.
2. Each Exhibition Squad Element will consist of not less than five (5) individuals and
not more than ten (10) individuals, excluding the Squad Leader. A 15-point penalty
will be deducted from the final score for any element that consists of less than five
(5) individuals.
3. Platoon and Squad Commanders must carry a weapon for armed events. It is
optional for Platoon and Squad leaders to carry a weapon for unarmed events.
4. Guidon bearers will be authorized, but not required in the Platoon Exhibition
Routines. If a Guidon bearer is used, they will carry the guidon in a military manner.
No spinning of the guidon is allowed.
5. The drill pad will adjust according to unit size,

Concept of Operations
1. Exhibition Platoon and Squad Elements are limited only by the creativity and
ingenuity of the unit.
2. Each element will begin their sequence centered on the Head Judge and verbally
request permission to enter the competition, with an appropriate present arms
movement.
3. The minimum time limit for all elements is six (6) minutes, and the maximum time is
ten (10) minutes.
Scoring
1. Two (2) Judges will score Exhibition Platoon and Squad Elements. Each judge will
have a maximum of three hundred (300) points to award for a maximum of six
hundred (600) points per event. A maximum of one thousand two hundred (1200)
points will be awarded towards the Overall Honor Company competition from these
events.
2. All scoring and timing will begin when the first competitor crosses the ready line, and
will end when the last competitor crosses the ready line.

the drill area? This is meant to discourage stationary sequences and simple
marching up and down the floor.
_____ (10 Points) COMMAND: How the Commander reports to the Head Judge, and how his
or her actions portray a Command Presence on the floor. This score should include
the Commander’s Military Bearing and Command Voice.
_____ (50 Points) MILITARY BEARING: How well an individual or the element as a whole
recovers from mistakes, as well as overall Military Bearing throughout the routine.

Annex C: Regulation Platoon and Squad Requirements
General
1. All formations and the movements of such shall be in accordance with FM 3-21.5, the
U.S Army Drill and Ceremonies Field Manual.
2. Each Regulation Platoon Element will consist of not less than twelve (12) individuals
and not more than twenty-one (21), excluding the Platoon Commander.
3. Each Regulation Squad Element will consist of not less than six (6) individuals and
not more than ten (10) individuals, excluding the Squad Commander.
4. For Armed events, the commander shall also carry a weapon. This weapon shall be
utilized properly in accordance with FM 3-21.5.
5. Guidon bearers shall be authorized, but not required, and all movements shall be in
accordance with FM 3-21.5.
6. The drill pad will adjust according to unit size,

7. ** The Inspection will take place immediately following the Open Ranks, MARCH
command in the Regulation Platoon Routine** The Commander is responsible for

Scoring
1. A maximum of one thousand three hundred (1300) points can be earned for
regulation drill; excluding Color Guard. Three hundred (300) points per judge, per
routine and an additional one hundred (100) points for the Inspection.
2. Elements have seven (7) minutes to complete the sequence, and may be awarded a
maximum of three hundred (300) points per judge. Two (2) judges will evaluate
each element. Note: The sequences for Platoon and Squad are not the same.
3. For PR units only (MDC), each element will be awarded a maximum of one hundred
(100) points for inspection. The inspection will be graded using the Inspection Card
in Appendix F by the Head Judge; with support from the other judges as needed. The
BJDC has a separate Inspection event, for which the same inspection card (Appendix
F) as the MDC will be used.
4. Any movements without an accompanying grading scale will be performed, but not
graded.
5. Penalty points will be deducted for extra movements as noted below.
Penalty Points
1. Omission of required movements will result in a score of zero (0) for that movement.
2. All added movements will result in a penalty of five (5) points per movement.

will result in a penalty of five (5) points per movement
4. Marking time, or executing half steps out of sequence, or any other slowing down of
normal marching cadence in order to complete a required movement is not allowed.
The Head Judge may deduct up to thirty (30) points from the element’s final score
for not maintaining a proper cadence or length of step.
5. Exceeding the seven (7) minute time limit will result in a penalty of five (5) points
per second over the limit.

Annex D: Color Guard Requirements
General
1. Each Color Guard Element will consist of either four (4) or five (5) individuals. The
size of the element will not affect the judges’ scoring.
2. All Color Guard Elements will be armed with complete, full-weight, authorized rifles
only.
3. Timing will begin when the element crosses the ready line, and end when the
element crosses the ready line.
4. Commands must be given and performed in accordance with FM 3-21.5.
5. The drill pad for the event is 65’ x 65’ in size.
Scoring
1. Elements have seven (7) minutes to complete the sequence, and may be awarded a
maximum of two hundred (200) points per judge. Two (2) judges will evaluate each
element.
2. The maximum number of points that an element can earn is four hundred (400)
which is included in the point total to determine the Honor Company.
3. Any movements without an accompanying grading scale will be performed, but not
graded. Penalty points will be deducted for extra movements as noted below.
Penalty Points
1. Omission of required movements will result in a score of zero (0) for that movement.
2. Movements that occur out of bounds will result in a score of zero (0) for that
movement.
3. All added movements will result in a penalty of five (5) points per movement.

result in the same five (5) point penalty.

color guard drill area shall be final during performance. The decision of the MDC OIC
shall be final for discrepancies outside the color guard drill area.

Annex E: Regulation Individual “Knockout” Requirements
General
1. The “Knockout” competition will be conducted in one mass formation of all competing
individuals.
2. Each unit may enter as many individuals as they desire into this event.
3. MDC and BJDC events.
4. All commands must be executed in accordance with FM 3-21.5.
5. At various times throughout the event, the judge calling commands may order the
element to cover down in order to reduce massive gaps between competitors, and to
maintain the formation’s integrity.
6. This is an unarmed event. No arms allowed with the exception of weapons being
used to determine the top 3.
7. Awards will be presented to the final three (3) finishers. In the event that a certain
number of Rifleman are eliminated resulting in less than three (3) contestants, the
individuals eliminated will return to the drill floor until exactly three (3) remain. The
same procedure will be used to determine individual placements. (Once there are
only five (3) contestants remaining, they must be removed one (1) by one (1).)
Procedure
1. All available judges will be utilized for the “Knockout” Competition. The Head Judge
for the event will call commands from the front of the formation.
2. The competition will be of a single elimination drill-off. The decision made by any
judge is final. No exceptions will be made to this rule. Judges will not inform all
individuals removed from the event of the reason why they were removed. Judges
will not be approached for any reason concerning the knockout competition. All
complaints concerning the procedure of the competition should be brought to the
attention of the MDC/BJDC OIC. Any argument on the reason or basis of a judge’s
decision will result in the disqualification of the contestant in question.
3. Improper commands, such as “Right Shoulder, ARMS” from the position of “Present,
ARMS”, may be given. Trick commands such as “Present, HANDS” will not be given.
4. Once the element is of squad size, the Head Judge may call marching commands.
Until then, all commands will be stationary.
5. The Head Judge shall be in full control of the event during competition, and may
suspend the rules as he or she sees fit.

i. Units will be in a Regimental formation with Company’s in mass
in 3 columns. Commanders will post three 30-inch steps to the
front of and centered on their Company. Company/Unit Guidon
Bearers will post one 30-inch step to the rear and one 30-inch
step to the left of the Commander. The event will be attended
by a number of high-ranking military and civilian officials. As
such, it is imperative that all participating members act
professionally during formations, and at all times during the
JJPMDC.
ii. When the Adjutant or COT directs the preparatory command,
“Society ______,” subordinate element commanders will echo
“Company, __________”. The Entire Element will be called
“SOCIETY”. All subordinate elements will be called “company”.
“Ripple” commands are eliminated. The COT/Adjutant will give
the preparatory command, subordinate leaders give the

supplemental, and the COT/Adjutant gives the command of
execution. Example: “SOCIETY, (ALL Company Commanders

iii. There will be no Regiments in formation. Regimental
Commanders and Staff will form with their respective
companies.
iv. Guidons will execute the preparatory command and the
command of execution for each command their unit
commanders give.
v. Some of the movements/actions specified in this template are
not explicitly found in FM 3-21. They are “best practices” that
have been found to make the ceremony move more smoothly.

a. The Commander, from each unit, shall approach the awards giver
when called upon for team awards.
b. For individual awards, the person receiving the award may approach
the award giver when called upon.
c. Those approaching the awards giver must do so in the most direct way
possible. Always walk expeditiously and take the quickest route
possible.
d. Commanders shall not put their units at attention when receiving an
award and the deputy commander shall not take the commander’s
place.
e. When a person is presented with an award or other recognition, he or
she will execute the following steps to receive the award:
i. Walk briskly from his or her position in the formation to the
location of the individual presenting the item, utilizing the most
direct path.
ii. Stop several paces in front of the presenter, and face the
presenter.
iii. Render a proper salute.
iv. Step forward and receive the award, shaking hands.
v. Step backwards and render a proper salute.
vi. Execute an about face, and walk briskly to his or her unit
vii. Place the award in between the Commander and the Unit on
the floor.
viii. DO not stop, salute commander or have a celebration or
ceremony at your unit.

I. It is the objective of the 2010 National Society of Pershing Rifles John J.
Pershing Memorial Drill Competition to provide fair, unbiased, and most
importantly enjoyable military drill competition to all members of the
organization. This document is the culmination of numerous recent MDC
Standard Operating Procedures, and is designed to provide healthy
competition within the ranks of Pershing Rifles. National Headquarters
realizes that this document may not be perfect, but outlines the best possible
method for competition at the 2010 MDC.
