Who can use RfD’s recycling
stations?
RfD’s recycling stations are a service for private
households in Drammen, Hurum, Lier, Modum, Nedre
Eiker, Røyken, Sande, Svelvik and Øvre Eiker.
Private households have the right to deliver household
waste because they pay a municipal waste management
charge. You have a duty to pay the waste management
charge if you own or lease a house or apartment.
If you operate a business or live in a municipality
outside the area covered by RfD, you can pay to use
the recycling stations for the delivery of items similar to
household waste.

When do you have to pay to deliver waste?
A) Households
If you live in Drammen, Hurum, Lier, Modum, Nedre Eiker, Røyken,
Sande, Svelvik or Øvre Eiker and pay the municipal waste
management charge, you can deliver waste from your own
household free of charge to all RfD’s seven recycling stations.
If you do not live in one of the local authorities mentioned above, or
do not pay the municipal waste management charge, you must pay
to deliver your waste.
B) Holiday homes
Waste from holiday homes for which a municipal waste management
charge is paid may be delivered free of charge. This currently applies
to holiday homes in Røyken, Hurum, Sande and Svelvik.
If you deliver waste from a holiday home located in another
municipality than those mentioned above, you will have to pay to
deliver your waste.
C) Business operators
Business operators may deliver industrial waste to RfD’s recycling
stations, but must pay to do so. See www.rfd.no for a price list.

The difference between household and
industrial waste
Household waste is defined as waste from private
households, including larger items such as furniture and
fittings, etc.
Industrial waste is defined as waste from public or
private undertakings or institutions.
(Section 27 of the Pollution Control Act)
What is household waste?
•
All waste from your household is defined as household waste.
This also applies to larger items such as furniture and garden
waste, as well as waste from minor work on your property or
home when you deliver it yourself.
•
Waste that you as a private citizen deliver on behalf of
someone else, eg tidying up on behalf of family members, is
defined as household waste.
•
Housing associations and commonhold properties may
organise collective deliveries of residents’ household waste.

What is industrial waste?
•
All waste from commercial activity is defined as industrial waste.
•
When you as a business operator carry out work for private
households, such as housebuilding, redecoration, demolition or
gardening, any waste produced is defined as industrial waste.
•
Organisers of concerts, festivals, sporting events, etc, are
defined as business operators and must pay to deliver waste.
•
If you charge someone else to drive their waste to the recycling
station, you are defined as being a business operator. In that
case you must pay to deliver the waste, even if the waste comes
from a private household.
•
If you let out a residential property for commercial purposes,
and carry out work on that property, you are defined as a
business operator and must pay to deliver any waste.
•
Waste from associations, organisations and public sector
undertakings is defined as industrial waste. Jumble sales and
other events which contribute to reuse can arrange for RfD to
collect any residual waste.
•
Waste from housebuilding, excavation and building contract
work is defined as industrial waste regardless of who carries out
the work.

Delivering waste to the recycling stations
Follow the instructions on signs or given by recycling station staff. If
you need help at the recycling station, please ask a member of staff
for assistance.
You must unload the waste from your own vehicle and throw it in the
correct container.
You must sort all your waste according to the sorting rules
applicable to the recycling station concerned. If you have mixed
waste in sacks or boxes, you must open them and sort the waste as
advised.
Make sure you pick up any dropped waste, eg nails and glass
splinters.
Remember that only waste from private households may be
delivered free of charge.

At the recycling station
You can deliver waste using a vehicle of up to 7.5 tonnes, including
the weight of the trailer (if used) and the load itself. The weight limit
at the Sande recycling station is 3.5 tonnes.
You are not allowed to use a tipper truck, tipper trailer or tractor at
RfD’s recycling stations.
Turn off the engine when the vehicle is standing still.
Children under the age of 12 must remain in the vehicle at all times.
Smoking is prohibited within the recycling station and outside the
entrance.
You may not take away any waste from the containers, except from
those in the reuse reception area.
RfD accepts no liability for any damage, punctures, etc, which may
occur within the recycling station. RfD cannot compensate for any
dirt or grime which may attach to vehicles or persons.

Special conditions for business operators
RfD accepts industrial waste at some recycling stations only. For the
latest information on which stations, see www.rfd.no.
Notify a member of staff at the recycling station when you are
delivering industrial waste. You may use a credit card to pay for the
delivery of industrial waste. If you as a business customer wish to be
sent an invoice, you may contact RfD to apply for credit terms.
If you are a business operator and intend to deliver hazardous
waste, you must bring with you a completed declaration form for
each specific waste type concerned. RfD can help you complete any
missing declarations upon payment of a fee.
Business operators must document that any building materials (eg
masonry, paint, plaster or concrete waste), that they deliver to the
recycling station contain no PCBs.
Large volumes of the same sort of industrial waste, eg from
manufacturing, construction or agriculture, must not be delivered to
the recycling station, but to an appropriate specialist recipient. 9

Waste the recycling stations do not accept
(applies to both household and industrial waste)
RfD’s recycling stations do not accept food waste.
For safety reasons we do not accept ammunition, radioactive or
infectious waste.
Large items, such as vehicles, pleasure boats and oil tanks must
not be delivered to the recycling station, but to other appropriate
recipients.

Non-compliance
Any violation of the rules regarding the delivery of waste at RfD’s
recycling stations may result in an additional charge. Offenders may
also be banned from using the recycling stations in the future.
