Notification of Intent (NOl) to issue an Invitation For International Proposals (IFIP) for the
provision of Contracted Transportation Services.

In accordance with the stipulations of the Bi-SC Procurement Directive 60-70, Annex B, the
following information is provided on an Invitation For International Proposals (IFIP) that this Headquarters
has the intention to release.

Title of IFIP
Provision of Contracted Transportation Services.at SHAPE HOs.
Requirement
Outsourcing transportation services/vehicle fleet management at
SHAPE HOs with possible expansion to other HOs/locations within the
NATO Command Structure. The contract may require a combination of
vehicles leasing, vehicles rental, taxi services and the related
transportation ancillary services (cleaning, maintenance, etc.).

firm, fixed price (FFP) contract
Period of performance
2 years (base period) + 1 option for additional 2 years; Total planned
contract duration: 4 years (subject to contract authority approval from
the Budget Committee).
Bidding procedure
Two sealed envelopes (technical/financial), best value acquisition.
Funding
Military Budget. Rough order of magnitude referred to the overall
maximum contract duration including inclusion of other HO/locations
within the NATO Command Structure: EUR 3,200,000 (subject to
confirmation of funds availability).

Eligibility
Governmental or Commercial entities (1) that originate and are
chartered/incorporated within NATO-member nations, (2) that maintain
a professionally active facility (office, factory, laboratory, etc.) within
NATO-member nations and (3) that provide the funding for the
aforementioned requirement. Vendors shall have successfully
performed at least 3 (three) contracts within the last 5 (five) years
substantially similar in scope, complexity and magnitude to the
requirement described in the SHAPE solicitation.
