Directory of Activities and Services attests that citizens are satisfied with the services rendered to them by the borough. Tokens of their appreciation mentioned in this document show our desire to accompany you and ease your way into your daily activities! Fuelled by this determination, your Borough Council constantly strives to improve your quality of life and create a sense of belonging for every resident. Dear Fellow Citizens: My role as Borough Mayor is both an honour and a huge responsibility. My duty consists of seeing that our population’s specific needs and expectations are addressed to ensure the best possible quality of life for citizens living in every neighbourhood of the borough. Obviously your collective quality of life largely depends upon the quality of our services. This is why, in areas such as sports, leisure, economic and social development, environmental protection, public works, information, public security, culture and others, our employees, our elected officials and our partners have come together to offer you pleasant life conditions. The Saint-Michel District that I have been representing as councillor has seen many major project developments. We have repaired several streets, modernized many parks in the area, revamped the cabin and pool at Sainte-Lucie Park, made significant investments in Sainte-Yvette Park, completed the bicycle path around the Complexe environnemental de Saint-Michel and proceeded with the opening of the TOHU, la Cité des arts du cirque, just to name a few. Please allow me to congratulate my colleagues on the Borough Council for their hard work in accomplishing the various mandates they had been given and in facing up to the different challenges. Their messages will attest to their efforts and involvement in providing an ever-renewed quality of life for their fellow citizens. Paolo V. Tamburello |3| Message from the Parc-Extension District Councillor Regarding housing, large-scale projects were launched, such as the construction of condominiums on Hutchison Street south of Jean-Talon and the housing project at d’Anvers and Durocher. Currently, several projects are among my priorities for the upcoming months, for instance, the construction of an indoor pool at the Complexe William-Hingston scheduled to start soon, and the redesign and standardization of Saint-Roch Park, which will begin right after the completion of the pool. Lastly, over the next year, the Borough Council will study two issues I have had at heart for a long time: repairing the alleys in Parc-Extension and the major investments needed for repairing Ogilvy and Querbes streets. I would like to take this opportunity with the publication of this annual directory to inform my fellow citizens of the Parc-Extension District of the various things accomplished or under way since last year. As City Councillor, I am proud of what we have accomplished over the last year, especially in terms of improvements to local infrastructures, streets and parks. For instance, we will soon inaugurate a new water games system in our rejuvenated Howard Park. As well, the Jarry-Querbes underpass has undergone major repairs for the safety of pedestrians and users at large. |4| Mary Deros Message from the Villeray District Councillor More work has been carried out in other areas, such as new pedestrian crossing lights with call button, alley lighting, improved parking and traffic signage in commercial and residential areas, major repairs at Jean-Rougeau Arena, more evidence that the quality of life and safety of our citizens is on the rise. In my opinion, as City Councillor, my essential role consists of addressing the numerous concerns of the citizens I represent. In that sense, many accomplishments lead me to believe that we must keep innovating. Along these lines, many kilometres of street and sidewalks have been repaired and Turin Park underwent a major revamping, with its children’s play area now up to standards, a new bocce area for our elderly citizens, a new soccer field as well as a picnic and rest area. Major work is under way at Villeray Park as well. On the social and human side, through the Urban Renewal Program, we were able to implement efficient measures in the fight against poverty, isolation, difficulties related to aging and street gangs. In concrete terms, we set up the Rousselot Preventative Intervention Project, and street workers now cover the Villeray Park sector. The building of several social housing units was authorized on Lajeunesse Street, thus improving the quality of life for the sector’s residents. Further street, park and public space planning is necessary, including studies on new private, social and commercial construction projects. Sylvain Lachance |5| Message from the Jarry District Councillor As President of the Urban Advisory Committee, I am also responsible for promoting economic development in our borough. Several job creating investment projects are currently taking shape, such as the construction of a seniors’ residence in cooperation with the Municipal Housing Bureau (MHB) on Saint-Denis Street and a Housing Cooperative on Lajeunesse Street. The Jarry Park tennis facilities also underwent major expansion and modernization, allowing us for implementing our future priorities for Jarry Park. As Councillor for the Jarry District, I can only state how satisfied I am with the series of accomplishments made in the Jarry District. I am pleased to present a brief overview of the work done over the last year. Moreover, by actively taking part in the implementation of our borough’s urban planning, we can now better conciliate residential and economic development over our territory’s urban fabric, which represents a major step forward in providing each of our residents with improved quality of life. Anie Samson Examples of projects initiated or completed over the last 12 months speak for themselves. Think of the central mall of Saint-Laurent Blvd., where some 100 trees will be planted between Jean-Talon and Crémazie, the launch of the second stage of our street lighting modernization program in a large part of the district, residential development near Jarry Park or Molière Street or the systematic removal of graffiti all over the borough, my position at the Borough Council put me right at the heart of the evolution of various issues. |6| Message from the Jean-Rivard District Councillor As City Councillor, I am sensitive to our youth’s needs for playgrounds and recreational areas. Over the last two years, I have been fighting for several well-needed modernization projects in Shaughnessy, René-Goupil and Ovila-Légaré parks, not to mention the complete redesign and transformation of François-Perrault Park after the upcoming public consultations. I am strongly convinced that it is possible for all Jean-Rivard District residents to count on an excellent quality of life. The Borough plays a major role in that matter by supplying top-tier services and infrastructures. My involvement in active politics is based on serving my fellow citizens in a tangible manner, ensuring they can count on the best possible quality of life, while making sure the investment in public services for our borough and more specifically for the Jean-Rivard District I represent, is spent wisely. Frank Venneri Over the course of the last year, we saw the implementation of the Urban Renewal Program in the Jean-Rivard District. Two million dollars are currently invested in street and sidewalk repairs, including the redesign of 12th Avenue, allowing for improved parking availability during the winter months. As well, 24th Avenue underwent major rejuvenation operations. |7| The Borough Profile A Welcoming Setting Open to the World Some 75 cultural communities make up 65% of the population over our 16-km2 territory. This magnificent cultural mosaic ranks us second among Montreal boroughs in terms of ethnic diversity. On the international scene, our Borough contributes to Montreal’s image in sectors such as new technology, artistic innovation and sports events. Here are a few examples: • In 2001, our population reached 145,485, an increase of 2.7% over the 1996 census. Our Borough has the second largest population and third highest population density in Montreal. |8| The Complexe environnemental de Saint-Michel has unique expertise in collecting, recycling and ecology. • The recent opening of TOHU, la Cité des arts du cirque as well as the implementation of the École nationale de cirque in the immediate surroundings of the Cirque du Soleil’s headquarters make it a world capital for circus around the Complexe environnemental de Saint-Michel. • The world’s tennis elite meets every year at Jarry Park for international competitions organized by Tennis Canada. Message from the Director We owe these services, whose quality, diversity and accessibility are the envy of many, to the cooperation of our partner organizations, our employees and members of the Borough Council, who take it to heart to serve you better and listen to your needs, your ideas and your expectations, regardless of your age or socio-economic level. It is once again time to publish our Directory of Activities and Services, and I am proud to present you with the 2004-2005 edition. This is more than a catalogue of activities. In fact, this document represents our commitment to offer quality services suited to your needs in an efficient manner. It is designed to be a year-long resource, so keep your copy handy at all times! Within Montreal’s municipal structure, boroughs now have a front-line role to play with the population. In fact, the boroughs are responsible for proximity services, those that are part of our daily lives. This is certainly a daunting task, but we put in the hard work and professionalism necessary to offer you the best possible services. Our efforts are multi-faceted: public safety, urban planning, culture, road works, environment, democratic life, recreation, etc. Each and every one of these components contributes to our neighbourhoods’ vitality. Every 4 years, at municipal elections, voters elect a representative on the Borough Council. With the adoption of Law 33 by Quebec’s National Assembly on December 18, 2003, Mr. Paolo Tamburello became the first Borough Mayor. A question period is reserved to citizens at each Borough Council meeting ville.montreal.qc.ca/vsp | 12 | Urban Advisory Committee The Urban Advisory Committee, created under the Act Respecting Land Use Planning and Development (L.R.Q. c. A-19.1), meets monthly. Its role includes: • • • to study and issue recommendations to the Borough Council regarding any request for minor exceptions, global planning, implementation planning and architecture; to study and issue recommendations to the Borough Council regarding any change to urban planning regulation and if applicable, zoning, lot division and minor exceptions regulations; to study and issue recommendations to the Borough Council regarding any matter of urban planning, zoning and lot division submitted by the Borough Council. Public Consultations By holding numerous public consultation meetings, the Borough’s administration offers citizens additional information on major local urban planning projects, urban billboards, building use, property use and business practices. Information Services The Accès Montréal Offices, our website, the automated telephone information service, the Activities and Services Directory, information pamphlets… all those resources are offered to inform you better. An essential division of the Department of Public Affairs and Clerk, the mission of the Borough’s Communications Service is to serve the population by inviting them to benefit from the numerous activities and services offered by the Borough and encouraging their participation in the democratic and community life through accurate and continuous information. Waste Disposal Over our entire territory, 264 blue-collar, specialized and professional workers are dedicated to ensuring your quality of life. Household garbage is collected twice a week, either Mondays and Thursdays or Tuesdays and Fridays, daytime or nighttime (except on Christmas and New Year). Snow Removal Snow removal operations start as soon as ground accumulation exceeds 2.5 cm. The operation starts with the main arteries and sidewalks. When snow accumulation reaches 15 cm or more, temporary parking measures are indicated by orange signs affixed to parking signs at least ten hours before snow removal starts. A final warning signal lets you know the snow blower will be passing by soon. Household Garbage For the schedule of your area, please contact the Accès Montréal Office nearest you or check our Web site. ville.montreal.qc.ca/infocollectes Instructions • • To facilitate snow removal 24 hours a day, parking is prohibited during two different periods: • Daytime, from 7:00 a.m. to 7:00 p.m. • Nighttime, from 7:00 p.m. to 7:00 a.m. | 14 | Garbage must be placed at the indicated location in regulatory containers such as water-tight garbage cans or well-closed plastic bags, measuring at least 56 cm x 61 cm. Tree branches, whose diameter do not exceed 5 cm, cut in 1-m lengths and tied in 45-cm bundles, are accepted in household garbage. You can also take your branches and grass cuttings to your local éco-centre. Collection of Recyclable Materials Each Montreal household has a green box for recycling. Paper, cardboard, plastic, glass and metal objects recuperated are sent for recycling instead of burying. You too can do your part for protecting the environment by recycling. Instructions for Recycling Rinse plastic, glass and metal containers thoroughly and sort them carefully. Place newsprint and paper in such a way that the wind does not carry them away. Cartons smaller than 1 m x 1 m can be placed next to the green box. Any surplus can be put in an open bag next to the green box. Buildings with 15 or more units offer large recycling containers on wheels to their residents. Green boxes and recycling containers on wheels must be placed on the curb before 8:00 a.m., rain or shine. Make sure they do not interfere with snow removal or street cleaning. Your éco-quartier will tell you how to proceed. Heavy Objects There are two ways you can get rid of unwanted, non-reusable furniture and appliances, construction or demolition debris, tires and other hazardous or heavy objects: • • Bring them to the Éco-centre de Saint-Michel Put them on the curb at the prescribed time in your area. The schedule for this service is available at your éco-quartier Instructions Refrigerators, freezers and other appliances can be hazardous for children because of their airtight door and the toxic gas they contain. Remove doors before leaving them on the curb. Construction debris must be placed in the safe, prescribed manner and cannot exceed 5 cubic metres in volume. Pay extra attention to nails and glass. Hazardous Domestic Waste Always avoid placing hazardous substances such as paint, car batteries, batteries, solvents, pesticides, propane bottles, etc., in your garbage or recycling box. These products can be brought at any time at your éco-centre where they will be recycled. Friday: Streets West of Lajeunesse (inclusively) | 15 | Autumn Leaves On the last two Wednesdays of October and the first two Wednesdays of November, the Borough collects leaves, which are turned into compost at the Complexe environnemental de Saint-Michel. This collection is made during the day, so please put your autumn leaf containers (and nothing else) on the curb before 9:00 p.m. the previous day. Éco-centre de Saint-Michel The Borough has an éco-centre located next to the Complexe environnemental de Saint-Michel. Residents can bring their old heavy objects, hazardous waste, building materials and used clothing. Natural Christmas Trees Once their decorations are removed, Christmas trees are picked up on two consecutive Wednesdays at the beginning of the year. Collection is made during the day, so please put your Christmas trees on the curb before 9:00 p.m. the previous day. As well, make sure the tree does not interfere with snow removal. Beautification Campaign The Borough’s four éco-quartiers distributed this year nearly 30,000 flowers to residents and organizations that made the request. CLEANLINESS Our employees are busy cleaning parks and picking up scattered litter along with 325 garbage cans to be emptied twice a day in the summer and once every two or three days in the winter. The secret of cleanliness in our Borough can be found in the civility of its residents. You too can do your share by throwing away papers, garbage and animal waste in the appropriate containers. La Magie des lumières The Borough organizes the La Magie des lumières competition in recognition of the most ecologic and original decorations in the territory. Planting and Caring for Plants and Trees In a typical year, some 3,000 trees are pruned, while 450 more trees and 1,646 shrubs are planted. Thousands of flowers, namely 32,000 annuals and 2,500 perennials, are also planted in every corner of the Borough. The Borough must mow more than one million square metres of lawn each year, repairing and seeding as needed. | 17 | Urban Planning Make Our Team Your Partner For a residential project—buying, expanding or renovating a building or residence—our services are designed to offer the support you need and to satisfy your expectations. SOLIDARITÉ 5000 LOGEMENTS OPERATION Jointly with several not-for-profit organizations, the Borough helps build affordable housing for its residents under this program. More than 200 units have already been accepted and many more are being planned. PERMITS HOME OWNERSHIP You must obtain a permit before proceeding with any construction, interior or exterior renovation work, or before cutting down a tree on your property. Even work that does not require a permit is submitted to regulations. Our personnel is at your disposal to help you fill in a permit application. City Living Low-Cost Housing (LCH) Montreal has been offering access to social housing for more than 30 years now. The Montreal Housing Bureau, in partnership with all three government levels, provides affordable housing to eligible low-income individuals and families who have to pay no more than 25% of their income for low-cost housing. As well, their droppings must be scooped into a small bag and thrown in the garbage. DOG LICENCES The City demands that all dogs wear a licence on their neck at all times. The licence costs $25. People aged 65 and over can obtain the licence at a cost of $20 upon presentation of a proof of age, directly from the Accès Montréal Office. The licence is free for guide dog owners. Valid from January 1 to December 31, the licence is not transferable. Replacing a lost licence costs $5. WHEN AND WHERE TO REGISTER Fall 2004 From Monday, August 30, to Friday, September 10 Winter 2005 From Tuesday January 4, to Friday, January 14 Priority Registration Residents of Montréal have priority in registering for recreational activities and programs. Non-residents may only register on the last registration day, if there is available space. Many facilities and premises are totally or partially accessible to wheelchairs or individuals with impaired mobility. REGISTATION FEES Residents of Montréal Residents of Montréal pay the fees mentioned in this directory upon presentation, at registration, of an ID or proof of residence. The following are considered proof of residence: • the Accès Montréal card • the municipal tax statement or statements from public services on which your name and current address appear. Non-residents Activities offered by the Ville de Montréal Non-residents must pay twice the fee indicated in this directory. Activities offered by partner organizations The fee structure regarding non-residents is established by partner organizations. Several facilities require a membership card for all activities. All applicable taxes are included in the fees, which are subject to change. METHODS OF PAYMENT For activities offered by the Ville de Montréal, payment can be made by: • • cash certified cheque or money order made out to the Ville de Montréal. Montréal welfare recipients are eligible for free admission to the City’s recreational activities. Upon presentation of a proof, they do not have to pay registration fees for activities organized by the City. PROGRAMMING CHANGES OR CANCELLATION Any activity may be cancelled or registrations combined if numbers are insufficient. When an activity is cancelled due to a special event, participants will be informed 24 hours ahead of time at their last known telephone number.
