(S. B. 173) (No. 62-2010) (Approved June 18, 2010) AN ACT To name the turn of State Rd. PR-31, which runs north of Naguabo to the east, which at the end merges into State Rd. PR-3, as Carmen Delia Dipiní Piñero Avenue, in well-deserved recognition of this distinguished Naguabo hometowner, and to exempt such naming from the provisions of Act No. 99 of June 22, 1961, as amended, known as the “Public Structure and Highway Naming Commission Act.” STATEMENT OF MOTIVES Songstress Carmen Delia Dipiní Piñero was born in Naguabo from an old- standing family that resided in the rural zone. She lived her childhood and teenage years in the unpaved Calle del Duque, the only route in the historic memory of Naguabo hometowners as the point of entry to and exit from the Duque and Mariana Wards. By the second decade of the 20th century, Calle del Duque was renamed after Segundo Ruiz-Belvis, according to the official street plans. As a child, Carmen Delia’s gifted voice earned her distinction in school activities. She transcended the bounds of her small town and found success participations in various radio programs in Puerto Rico. She moved to New York, where she gained great renown as a vocalist in Hispanic radio stations and theaters, an accomplishment strived for by all Latin American artists in the “Big Apple.” She excelled in her artistic career and reached the summit of success when she received a Gold Record attesting to her vocal ability and quality—in the challenging music industry—specifically in the various modalities of popular music. Her most intense interpretation, which won her a place in her public’s heart, was “Besos de Fuego.” Despite her success and transcendental renown in Puerto Rico, the United States, and Latin America, no permanent recognition has been made to her name in her always beloved town of Naguabo. Seeing as Carmen Delia Dipiní Piñero is an example of accomplishment for young people who aspire to succeed in the Arts as part of the musical culture of our Island, the Legislative Assembly of Puerto Rico shall contribute through this Act, which pursues the ethical proverb that “tribute is in honoring,” to perpetuate for present and future generations the momentous contribution of this distinguished Puerto Rican lady. BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF PUERTO RICO: Section 1.—The turn of State Rd. PR-31, which runs north of Naguabo to the east, which at the end merges into State Rd. PR-3, is hereby named as Carmen Delia Dipiní Piñero Avenue, in well-deserved recognition of this distinguished Naguabo hometowner. Section 2.—The Secretary of Transportation and Public Works shall post a sign to identify said Avenue in the Municipality of Naguabo as described in Section 1 of this Act, for which the Secretary of such agency shall be exempt from compliance with the provisions of Act No. 99 of June 22, 1961, as amended, known as the “Public Structure and Highway Naming Commission Act,” to the effect and for the purposes of carrying out the designation directed under Section 1 of this Act. Section 3.—This Act shall take effect immediately after its approval. CERTIFICATION I hereby certify to the Secretary of State that the following Act No. 62-2010 (S. B. 173) of the 3rd Session of the 16th Legislature of Puerto Rico: AN ACT to name the turn of State Rd. PR-31, which runs north of Naguabo to the east, which at the end merges into State Rd. PR-3, as Carmen Delia Dipiní Piñero Avenue, in well-deserved recognition of this distinguished Naguabo hometowner, and to exempt such naming from the provisions of Act No. 99 of June 22, 1961, as amended, known as the “Public Structure and Highway Naming Commission Act.” has been translated from Spanish to English and that the English version is correct.
