Glades County Board of Adjustments held a meeting on September 9, 2014 at 5:05 pm at
the Glades County Courthouse in the Board of County Commissioners Chambers with
the following members present:

Meeting Minutes
Member Dobbs made motion to approve the August 12, 2014 meeting minutes. Member
Cianfrani seconded the motion. Motion Carried. 6-0
Ex parte communication: None
Swearing In: Inga Williams, Paul Carlisle, Mary Solik, 2 citizens
Case SX14-03 Beef Pasture Ranch, Request to consider an increased height on a
communication tower and a reduced separation between towers.
Inga Williams gave staff report, indicating that the initial application was .94 miles from
the tower approved last month. The applicants have requested to move their tower .06
miles west in order to be at the 1 mile separation distance, which would then not require
them to have a variance for the separation distance. She stated staff is recommending
approval with the updated conditions including language regarding the separation. The
applicant will still meet the setbacks and the fall zone. The new proposed location will
be further within the property and further from the road. The applicant meets the
conditions of a special exception for a wireless communications tower, the Land
Development Regulations, the standard for a special exception and are consistent with the
Comprehensive Plan. Staff recommends approval. Mr. Pringle indicated for the record
that the staff report, the application and the revised conditions be made part of the record.
Mary Solik, Attorney for Applicant 121 S. Orange Ave, Suite 1500, Orlando Fl . Ms.
Solik gave a brief overview of the project indicating that Verizon is the proposed anchor
tenant on the tower. Additionally the applicant is in agreement with the revised
conditions in the staff report.
Member Hall inquired at how the 306’ feet request was obtained. Ms. Solik stated that
Verizon need is 295 feet and a lightning rod of 5’. Glades Code measurement includes all
appurtenances so with 300 feet of steel with lightning rod the measurement comes to 306
feet.
Member Cianfrani questioned how many carriers will the tower service. Ms. Solik stated
that the tower will service 6 carriers, which are all the licensed carriers in Glades
marketplace with space reserved for Glades County Public Safety.
Mr. Pringle clarified that the conditions listed are the same as considered at last month’s
special exception hearing. The change in Item 4 is a result of the Boards approval of the
other communication tower.
Member Beers inquired about the engineering of this tower and would this tower be
collapsible. Ms. Solik explained that the code requires that the fall zone be completely
contained within the parent tract and this tower will be engineered to meet that
requirement.
Member Cianfrani inquired about break points. Ms. Solik indicated that break points and
engineering are requirements of the State Building Code and that those items will be
evaluated by the Building Department when plans are submitted.
Chairman Wilson called for public input, hearing none the public input portion of the
meeting was closed.
Member Dobbs made a motion to approve SX14-03 a special exception requested by
Beef Pasture Ranch, LLC for the purpose of allowing a 306 foot wireless communication
tower in Open Use Agriculture Zoning district with the 13 conditions stated in the staff
report, revised September 9, 2014. Member Hall seconded the motion, all aye. Motion
carried.
