1. Briefly explain the articles of Confederation and their weaknesses as well
as describing the situation and events after 1781 that led to the
Constitutional convention. In particular, explain how state constitutions and
Shays rebellion worried the Founders. [10]
2. Why was the debate over congressional representation – and its
subsequent resolution - so critical? Include these terms: Virginia plan, New
Jersey plan, Great [Connecticut] compromise [5]
3. Create a checks & balances chart or visual. [10] Include the ideas
of enumerated powers, reserved powers, and concurrent powers.
4. Briefly describe the two views during the Founding era on the relationship
between government and human nature. Why did Madison’s view and
solution prevail? [5]
