San Anselmo News Debra Stutsman, Town Manager [email protected] (415) 258-4652 June 26, 2015 Town Council Meeting Notes At the meeting of Tuesday, June 23, the Town Council took the following actions: • Scheduled a special Town Council meeting for Wednesday, August 5, 2015, at 7 p.m. if needed for November election business. • Adopted an ordinance amending Title 5 Chapter 8 (Urban Runoff Pollution Prevention) of the San Anselmo Municipal Code. This ordinance is intended to increase protections against water pollution originating in San Anselmo, flowing through the Town’s storm drain system, and entering creeks and the San Francisco Bay. • Authorized the Town manager to award the Construction Contract for the 2015 Sir Francis Drake Pavement Rehabilitation Project: Phase 1 to the lowest bidder. The limits of the paving will be from Madrone to Center Blvd. eastbound, and from Red Hill to Bridge westbound, as well as paving on Bridge Avenue from Sir Francis Drake to Center Blvd. Funding for this project comes from the Measure D Sales Tax Measure passed by voters, as well as paving credits collected during recent utility projects. The project will commence this summer and the estimated cost is $430,000. • Authorized staff to advertise for construction bids for the 2015 Pavement Rehabilitation and Preservation Project, which consists of a 50 foot retaining wall and repaving Ridge Road and preserving Parkside Court and Wood Court with thin asphalt overlays. • Approved the special event application for the Bow Wow Film Festival to be held on Saturday, September 12, 2015, from 5:30 p.m. to 10 p.m. • Appointed Doug Holm to his second term on the Library Advisory Board. • Conducted a sidewalk study session to review frontage improvement requirements related to the building permit process, particularly with respect to sidewalks. Staff was directed to return with suggested parameters for a sidewalk impact fee on building permits and the structure of a committee to work on sidewalk and other pedestrian/bicycle issues. • Approved the three-year Memorandum of Understanding (MOU) with the Service Employees International Union (SEIU) with a 3.5% increase in 2015-16, 3% increase in 2016-17 and a 3% increase in 2017-18, with employees paying an additional 1-2% of salary to the employee share of PERS the first year. In addition, the provision for cash back for unused benefits has been eliminated for new employees effective July 1, 2015. • Approved resolutions for Management, Confidential and Part Time employees with the same provisions as the SEIU MOU. • Discussed the Fairfax 6 Cinema’s application to the Department of Alcoholic Beverage Control (ABC) for an alcoholic beverage license, heard public comment and directed staff to file a protest with the ABC. • Approved the expenditure for Vice-Mayor Kelly and Councilmember Coleman to attend the League of California Cities conference in San Jose this fall and authorized the Town’s voting delegates. • Considered a potential Town Council ballot measure related to future use of Memorial Park as a dualuse facility, as a competing measure to the recently filed Memorial Park initiative. Council provided direction to staff to return at the next meeting with suggested ballot language. • Considered the requirements of Municipal Code section 2-2.09, concerning unfounded public criticism of the Town Manager at the meeting of May 26, 2015. Councilmember Greene apologized to the Town Manager for his unfounded public criticism. New Library Hours Thanks to the recent renewal of the Library Parcel Tax by San Anselmo voters, the Library is going to be open more hours in 2015! Effective Wednesday, July 1, the Library will be open five additional hours, adding evening hours on Tuesdays and morning hours on Wednesdays. The new hours are: Monday, Tuesday, Wednesday Thursday, Friday, Saturday 10 a.m. to 8 p.m. 10 a.m. to 5 p.m. Thank you, San Anselmo, for your overwhelming and much appreciated support of our Library. Town Offices Holiday Schedule Town Hall offices and the Recreation Department will be closed on Friday, July 3, in honor of the Fourth of July holiday. The Library will be open from 10 a.m. to 5 p.m. on Friday, but closed on Saturday, July 4. Country Fair Day Join us for San Anselmo’s annual Country Fair Day on Sunday, September 27. The popular community festival showcases our Town with a parade, children’s activities and street booths populated with San Anselmo-based schools, community groups, artisans, and shopkeepers. The schedule for the day is as follows: Pancake Breakfast at the Downtown Fire Station: Street Fair Community Parade Creek Park Fest: 7 a.m. to 11 a.m. 10 a.m. to 3 p.m. 11:00 a.m. Noon to 3:00 p.m. This collaborative event is produced each year by community volunteers. Town Council Meetings Televised The Town Council meetings are now being videotaped and are streamed live via our website. This means that you can watch the meeting on your computer as it is happening! It is also shown live on cable channel 30.
