Please find enclosed a proposal by the Smithfield Youth Soccer Association ("SYSA")for
temporary lights at Deerfield Park. This Pilot Program is designed to provide additional time for practice
for our Competitive teams for the spring 2017 session.
The temporary lights would be used on (1) One Field and one field only. This field would be the
largest field at Deerfield Park situated next to the existing shed and road on the backside of Deerfield
Park. The reason we chose this field is It will allow for the largest amount of field space maximizing the
amount of children/players that we can train and help to see a greater return on our potential
Investment.
The actual lights themselves would be delivered, setup and broken down once time is
completed, to Deerfield by our partner of choice. United Rentals of Smithfield Rl. We felt it Important
to partner with/utilize an existing business within the town as it then keeps any dollars spent local to our
town.
Hopefully after reading through the proposal for our Pilot Program, you will see the value in the
additional training time for the children of our Town and the Smithfield Youth Soccer Association.

Our Objective...
Our objective Is to increase the amount of training time for our players during the months of April and
May, where sunlight is at a premium based on the amount of time we can safely train.
Our "Goal"...
Our "Goal" is just as we stated in our Objective "To increase the amount of training time for our
players during the months of April and May,where sunlight is at a premium based on the amount of
time we can safely train."
There are a few factors that come into play for this initiative... The increased demand of field space of
our players within our Town Association and the sunset time.The sunset time really limits the amount
of time we have on the fields. The number offields also comes Into play here. There are a total of 5
fields set up for the spring compared to 10 for the fall. We would like to utilize 1 of the 5 fields that is set
up for the spring as the training ground for the Pilot program. We have chosen the largest of our 5 fields
to light as this will help to give the maximum amount of space where we will see the most return on our
investment.
Our goal is to set up a total of 2"banks" or "sets" of lights to light up an entire practice field. Each light
tower will be set up on the sidelines of the field. The actual position of the lights will need to be
determined by the actual coverage area of the lights when turned on. We would also engage Robert
Caine, Director of Parks and Recreation for the Town of Smithfield,for his thoughts on location and any
safety concerns.
As it comes to safety,each light tower is telescopic with additional footings that come off the sides for
additional stability. A trained member of our Association (training provided by United Rentals) will raise
the lights"up" and "down" each night to ensure there is not a safety concern while the lights are not in
use. The towers will then be chained to the wooden guardrail that runs around Deerfield Park and is '
parallel to the road at the back of Deerfield near the utility shed.
Each tower is a self-contained unit meaning there is a gas powered generator to run the light towers.
Our Association would not need to ask the Town for any sort of power because of this self-contained
unit. The SYSA would provide the gas costs to run the units.
The actual lights themselves would be delivered, setup and broken down once time is completed,to

with/utilize an existing business within the town as it then keeps any dollars spent local to our town.
The Equipment...
United Rentals of Smithfleld has agreed to rent our Association the banks of lights on a monthly cost
basis. The units are all self-contained and run by a gas fueled generator. They are easily towed and set
up at the field and will be done by United Rentals. When the lights are on and the generator running,
the sound is less than that of a running residential lawnmower- per of United Rentals.

How Long and When...
We are looking for one field, In total, to be temporarily lit from the hours of:
• Dusk (approx.)till 9:30pm
• Monday-Friday,starting April 1®*- May 31®*
The lights will not be turned on for any time on Saturday or Sunday.There may be a need to turn the
lights on a little earlier than dusk due to light conditions as well as allowing the lights to properly warm
up for proper usage.
Responsible ''Players"...
The Smithfield Youth Soccer Association will be the party responsible for this Pilot Program.The Vice
President of the Competitive Soccer Division, Anthony M.Bettencourt, will be the single point of
contact for the Association. He will then relay any communication to the SYSA's Board of Directors for
discussion. Having one single point of contact for the Association helps to maintain consistency for all
communication.
Cost...
The total amount of cost to the Town of Smithfield would be ZERO.All costs associated with this Pilot
Program will be at the sole expense ofthe Smithfield Youth Soccer Association.
In closing, we respectfully wish for the Town Council to approve a Pilot Program for the use of
temporary lights on one field only for the Spring Session which runs from April 1**- May 3V*.
The SYSA would like to humbly thank the Town of Smithfield and the Town Council Members for its

Good Afternoon,Town of Smithfield Council Members:
As your appointed. State Certified, Sealer of Weights and Measures, I, Christopher Boyle, am
proposing an increase to the current rates for the sealing of gas pumps and balance scales. After
speaking to the prior Smithfield Town Sealer of Weights and Measures, Leo Labrie, and the largest State
Certified Sealer, Anthony Goes, both parties feel as if we are behind the curve with current rates for the
sealing of scales and pumps. The town of Smithfield's current rates have not been increased in twenty
plus years, whereas thirty out of the thirty-nine towns of Rhode Island have all increased their rates to
current, competitive rates that better compensate the state and/or local sealer. Smithfield has grown to
become a prestige town with a variety of amenities that other towns fail to offer. With this rapid
growth, the time has come to increase compensation to the Certified Sealer of Weights and Measures,
for the services rendered that protect the interest of both the consumer and the establishment that is
providing the service.
Please review the attached documents that show the current rate proposal, notification of rate

Re; Purchase of Antenna Tower for Burlingame Road Site
Dear Town Council Members,
Attached is a quote for a self-supporting antenna tower to install on town property on Burlingame Road to
complete the POLICE/FIRE/DPW radio system upgrade.
The purchase of the antenna tower and the selection of the site meets our current and future needs.
• Burlingame Road site provides adequate height for antenna/radio system coverage throughout the
entire Town of Smithfield,
• This site also provides adequate height to connect all of our radio system microwave "links"
throughout town.
• Installation ofthese microwave links will save the Town $18,000 per year in fees that we currently
pay in phone line leases.
This project has approval by Zoning and a meeting was held with the abutting neighbors to describe the
project. We have agreed to meet the demands ofthe neighbors regarding the use of the tower for Town of
Smithfield use only(no cell phone equipment, etc.). In addition, we have agreed to camouflage the tower
to reduce its profile.
A powerpoint presentation of the project was provided to Zoning and has been included with this memo
for your reference.
