LICENSING CONDITIONS AND REGULATIONS
A
Under the Housing and Development (Animals) Rules, only one dog of an approved small
breed per residential unit can be kept in a HDB flat (Please refer to HDB’s website for the list
of approved breeds). Any HDB lessee who contravenes the Rules is guilty of an offence and
on conviction can be fined up to $4,000. A maximum of 3 dogs may be kept in private
premises.
B.
A maximum of 1 Scheduled dog can be licensed per private premises. Scheduled dogs are
subjected to additional licensing conditions:

Schedule dogs
Dogs must be leashed and securely muzzled when in a public place.
The owner must take up an insurance policy for at least $100,000 coverage against injury to
persons and damage to property.
The owner must take up banker’s guarantee of $5,000 for Part I Schedule dogs and $2,000
for Part II Schedule dogs.
Any existing banker’s guarantee would be forfeited for non-compliance and the owner must
take up a fresh banker’s guarantee of $5,000 for Part I Schedule dogs and $2,000 for Part II
Schedule dogs.
Newly licensed dogs must undergo obedience training by AVA-accredited trainer.
Part I Schedule dogs must be sterilised if over six months of age.
C.
Contravention or failure to comply with any of the following requirements is also an offence
under the Animals and Birds (Dog Licensing and Control) Rules and can result in the
impoundment of the dog, a fine of up to $5000, and/or revocation of the dog licence:
1. All dogs above 3 months of age must be licensed.
2. The dog must be implanted with a microchip.
3. The dog must be on a leash in a public place.
4. The dog should not be allowed to stray.
5. Every licensee must inform AVA in writing within 28 days of loss or death of dog; or he is
no longer keeping his dog within 28 days of giving it up or it going missing.
6. Every licensee must inform AVA in writing of any change in the address of licensee, dog
or mailing address as stated in the licence within 28 days of such change.
D.
Impoundment fees and boarding fees will be imposed for the recovery of an impounded dog.
E.
A dog licence must be renewed before expiry of licence. The renewal fee for a sterilised dog
is $15 and $90 for an unsterilised dog.
F.
Additional licensing conditions may be imposed and existing licensing conditions may be
subject to change by AVA at any time.
