2. In this Order—
" cart " means any vehicle d r a w n by one or more animals for the
transport of goods.
3. The charges for the hire of carts, whether by day or night, shall
be as follows (inclusive of the labour for loading or unloading t h e cart) :—
(a) if hired for not more than

4. Any person who acts in contravention of the provisions of this
Order is liable to the penalties prescribed in regulation 94 of t h e Defence
[Regulations, 1940 to (No. 9) 1942.

ORDER MADE B Y THE COMPETENT A U T H O R I T Y UNDER R E G U L A T I O N
61.
In exercise of the powers vested in me by virtue of my appointment
by the Governor as the Competent Authority for the purposes of regulation 61 of t h e Defence Regulations, 1940 to (No. 9) 1942, I hereby order
as follows :—
1. This Order may be cited as t h e Defence (Control of Local Fleece
Wool) Order, 1943.
2. N o t later t h a n seven days after the publication of this Order in
the Gazette a n y person who has in his possession or under his control any
local fleece wool in excess of 10 okes shall complete and deliver to me a
return containing the particulars set forth in the First Schedule hereto.
3. N o t later than four days after t h e last day of each month,
commencing from the month of F e b r u a r y , 1943, every person who has
in his possession or under his control any local fleece wool in excess of the
quantity stated in clause 2 of this Order shall complete and deliver to me
a return of the local fleece wool in his possession or under his control,
in the form set forth in the Second Schedule hereto.
4.—(1) From and after the date of the publication of this Order in
the Gazette no person shall manufacture into any article, m a k e use of,
sell or expose for sale or otherwise dispose of, any local fleece wool save
under a special permit issued under m y hand.
(2) E v e r y special permit issued under the provisions of sub-clause (1)
hereof m a y contain such terms and conditions as may be specified therein.
5. E v e r y person shall permit such person as I or the Commissioner
may authorize in writing in t h a t behalf, to enter upon and inspect his
premises for the purpose of ascertaining whether the provisions of this
Order have been or are being complied with, or for the purpose of checking
the correctness or accuracy of any r e t u r n made by such person under any
of the provisions of this Order.

6. Any person w h o —
(a) acts in contravention of, or fails t o comply with any of the
provisions of this Order ; or
(b) makes any r e t u r n required to be m a d e u n d e r this Order, which is
false in a n y m a t e r i a l particular ; o r
(c) fails to comply with a n y term or condition contained in any
permit issued u n d e r this Order ; or
(d) knowingly misleads or otherwise interferes with or impedes
a n y person exercising any powers or performing ftny dutii>*
under the provisions of this Order ;
is liable to the penalties prescribed in r e g u l a t i o n 94 of the Defence
Regulations, 1940 t o (No. 9) 1942.
