Coastal Zone Management in Pennsylvania The mission of the Pennsylvania Coastal Resources Management Program is to “protect and enhance fragile natural resources by reducing conflicts between competing land and water uses while representing a comprehensive approach to managing the impacts of development and other activities in coastal areas. The current goals and objectives of the coastal program are to: • To enhance Pennsylvania’s capacity to manage the natural, recreational, and historic resources of its two geographically distinct Coastal Zones and coastal watersheds. • To recognize and protect the resources of estuaries and wetlands. • To operate through a network of federal, state and local partners, coordinating public participation and providing funding and technical support for projects that protect, conserve, and enhance coastal resources. In FY 2013, how was the money spent? • Erie City to complete phase II of their comprehensive plan • McKean Twp to complete a comprehensive plan • Continued development of a Marine Spatial Plan for Lake Erie Community Planning and Development 13.5% • Delaware River Waterfront Corporation to design a halfmile wetland park along the Philadelphia shoreline • Heritage Conservancy to continue restoration and education at Bristol Marsh • Regional Science Consortium to study the mortality of angler released native fish in Lake Erie Coordination and Public Involvement 22.9% Coastal Habitat Conservation 16.1% Coastal Water Quality Protection 10.8% • Partnership for the Delaware Estuary to attract over 2,000 visitors to the DECZ for the 13th annual Coast Day. • Erie Times-News in Education to provide LECZ environmental issue articles to 6,000 students and other readers. • Pennsylvania Sea Grant to coordinate statewide response to aquatic invasive species Coastal Hazards 8.4% Public Access 28.3% • Administration of the Bluff Recession and Setback Act (BRSA) and monitoring in hazard areas along Lake Erie 1. 23,740 pounds of trash collected in Delaware and 2,288 pounds in Lake Erie Coastal zones during the 2013 International Coastal Cleanup. 2. Creation of three new trails, adding over one mile of new public access, and enhancement of three existing access sites. 3. 10,000 residents, students, and teachers attended coastal zone educational programs and events. 4. Pursue efforts to expand the Lake Erie Coastal Zone boundary to protect the entire watershed. 2. Continue Marine Spatial Planning in Pennsylvania’s portion of Lake Erie to balance competing uses and protect critical resources. 3. Support projects that enhance habitat connectivity, tidal wetlands, and public access to tidal shorelines.
