SOLE SOURCE DETERMINATION The Purchasing Division has been requested to approve a sole source purchase for the commodity or service described below. Pursuant to West Virginia Code 5A-3-10c, the Purchasing Division is attempting to determine whether the commodity or service is a sole source procurement. Requisition Number: DPS1330 Department/Agency: WV State Police Detailed Description of Project: The WV State Police is seeking software modifications to the current MorphoTRAK Automated Fingerprint Information System (AFIS) to enhance functionality as well as satisfy FBI/CJIS audit requirements. The software modifications are as follows. Update Criminal and Applicant State and Federal SRE Routing. This will entail modifying the current SRE routing table to add the ability to set the route of the response to a place determined by an entry in the Billing table. This will also provide the ability to send multiple responses for the same SRE. NFUF/MAP: Validate the Reason Fingerprinted Field electronically. This will entail adding the Reason Fingerprinted field to the billing table so that this field is a key determination along with Billing Number and ORI to determine if a set of fingerprints meet the State and Federal Policy requirements to be processed or rejected. Return duplicate submission errors to livescans. This will entail creating an automated error response for any transactions that have already been submitted to the AFIS system. DOC Incarcerated Workflow. This will entail creating a workflow for any and all types of submissions that the Department of Corrections will need to fingerprint inmates in their facilities. Stop downgrading all submissions from 1000ppi to 500ppi for submission to the FBI. This will entail modifying the AFIS system in agreement with the FBI for the WVSP to submit all fingerprints at 1000ppi and enable the submission of palm prints and photos. Tenprint Case rejected in QC / Tenprint Case is rejected in Verification. This will entail modifying the current workflow processing to enable some transactions to be rejected back to the previous stage in the process. Remove CJIS/Federal response from livescans. This change will reduce the FBI security requirements for the livescans by removing any CJIS data from the end device. This change is needed to allow our livescan stations to be submission only devices and will exclude them from our triennial audit routine. Proposed Sole Source Vendor: Safran Morphotrak 33405 8th Avenue, South Federal Way, WA 98003 Specific Eligibility Criteria: To be eligible for this project the potential vendor must first and foremost own and or have the rights and authority to modify the MorphoTRAK AFIS system. The potential vendor must have a deep understanding of the system as well as FBI/CJIS requirements and regulations. The proposed changes must be compatible with the existing AFIS infrastructure and must utilize existing hardware resources. Additionally the bidder must work with the WV Division of Corrections to completely understand and create the workflows required to process incarcerated individuals in the state of West Virginia. Specific Qualification Criteria: The potential vendor must have extensive working knowledge and direct experience in creating new functionality or modifying existing functions within the MorphoTRAK AFIS system. Additionally the potential vendor must be willing and capable of passing a Criminal Background Investigation as one is required for any individual who will have access and or work on the AFIS system.
