The Lieutenant-Governor in Council:
The undersigned ha the honour to report
have
THAT due to severe climatic conditions in the Okanagan Valley during
the past year, extensive damage was done to the orchards in the Okanagan
Valley, particularly in respect to strawberry plants, peach, apricot, and cherry
fruit trees, and grape plant stocks;
THAT it is deemed necessary to provide assistance to farm units where
the damage to plants and trees mentioned above will affect more than one-third
of the gross income of the farm unit concerned;
THAT the assistance proposed is as follows,
(i)
Strawberry plants on producing farms:
(a) up to $20 per thousand plants on the first 35,000
plants replaced.
(b) up to $10 per thousand plants on the second 35,000
plants replaced.
(c)
(ii)
no assistance above a maximum of 70,000 plants.
Strawberry plant propagators:
(a)
foundation stock up to $20 per 1,000 plants.
(b)
certified stock up to $15 per 1,000 plants.
(iii) Peach, Apricot, Cherry tree replacement and grape plant
stocks:
(a) up to $1 per tree on 90 per cent of their replacements.
(b) up to 25 cents per grape plant stock.
(c)
maximum payment for any fruit farm unit - $1,000.

-2THAT the maximum assistance that could be required under this
program is estimated at $175,000;
THAT this expenditure was not foreseen or provided for by the
Legislature and is urgently and immediately required for the public good;
THAT the undersigned Minister of Finance reports there is no
Legislative authority for this expenditure;
THAT the Minister of Agriculture reports that the necessity for
this expenditure is urgent;
AND TO RECOMMEND THAT, pursuant to Section 25 (3) of the
"Audit Act", a Special Warrant be prepared, to be signed by the LieutenantGovernor , for the issue from Consolidated Revenue Fund, for the issue of
$175,000 for the purpose mentioned above.
