In the original contract dated October 8, 2001 to the Professional
Services Agreement between the County of El Paso and SEA, Inc., a
portion of Exhibit A to the Original Contract was omitted by
mutual error. Amendment Four added the missing pages
describing the Scope of Work for a portion of Phase 2 and all of
Phases 3 and 4.

Amendment #22 is being done to maintain the necessary services to complete the
Port of Entry Project.
There are 7 items that being requested for the Court to approve.
Items 3 & 4 - pertains to added supervision to the International Bridge once
Mexico begins their portion.
Item 5 - pertains to the cost to review the design to correct improper work on a
bridge that cross over irrigation ditches on the Phase 1 project, these funds will be
reimbursed to the County by the Contractor.

LPOE bridge site because GSA’s contractor left the finish elevation 1’ to high.
Item 7 - compensates SEA for the work necessary to change the fencing on the
International Bridge as per CBP contract with the County.
Item 8 - adds the services to oversee the construction of International Bridge that
were never added by amendment to their contract.
Item 9 allows SEA to provide Overall Project Management through the
construction end date, presently anticipated to be December 2013 due to the
extended timelines of this project.

SEA will provide Observation of Mexican Construction, and Final
Reviews, Punch Lists, and Project Acceptance of their portion of
the International Bridge. The cost for these services is $41,754.72
and will cover Quality Control oversight for the Mexican portion of
the bridge for approximately 12 months of time, until the final
completion inspection is complete.

finalize the Punch List inspection for the Major Arterial
Roadway Project Phase 1. The cost of $11,370.20 is required
to make the necessary corrections of improper work to a
bridge deck by the Contractor. The County will be seeking
reimbursement of these costs from the Contractor.

In order to address requirement by the U.S. Border Patrol, SEA
provided revisions to the Tornillo-Guadalupe International Bridge
design. The cost for this work is $11, 850.04 and will cover changing
the bridge design in order to retrofit a 15 foot tall straight fence into
the bridge plans in lieu of the 8’ 3” curved chain link fence found in
the original bridge design. SEA will also initiate a Change Order for
use by the company building the bridge for the County.

International Bridge caused by elevation revisions by General Services
Administration that impacted the Design of the International bridge and
bridge approaches. The cost of $17,233.04 expended on the County’s
behalf were required to adjust LPOE elevation, adjust Vertical Profile
Deviations, lengthen drill shaft tops at the Border Fence and for additional
overall project management/coordination.
