CALL TO ORDER
President Robert Bold called the five hundredth and fifty-fourth meeting of the Carbon
Lehigh Intermediate Unit Board of Directors to order at 6:45 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance followed the call to order.

- MOTION: The Carbon Lehigh Intermediate Unit Board of Directors approves the
minutes of the April 18, 2016 meeting as presented. Moved: Debra Lamb; Seconded:
Duane Deitrich; Vote: Yes – 11; No – 0; Abstentions – 0; Absent – 3.
BOARD PRESIDENT’S REPORT
President Bold asked Attorney Ellis Katz to provide some insight into the new
transgender guidance issued by the U.S. Departments of Justice and Education/Office of
Civil Rights. Mr. Katz noted that questions have been coming into the firm regarding the
joint statement. It has been made very clear according to the guidance that discrimination
based upon transgender identity is to be considered a form of sexual discrimination.
Anything that a school district would do to treat someone differently who has identified
themselves with gender differences, could constitute a violation of Title IX according to
the joint guidance, which could impact a school district’s federal funding. Board
members with any further questions regarding this should contact Solicitor Katz.
CORRESPONDENCE TO THE BOARD/CLIU UPDATE
Board members received their district’s child count information for the month of May.
CLIU Update
Dr. Eib reported that May is a busy time of year for the CLIU. Graduation
ceremonies have been scheduled to celebrate the students and their achievements.
The schedule of CLIU graduation ceremonies will be emailed to all Board
members.

The May Board Agenda is very full, as is the norm for this time of year. Having
weathered the fiscal year without a budget for the majority of this past year, it is
CLIU’s hope that we begin the 2016-2017 year with a State budget. PRESENTATION – DAY IN THE LIFE
Deborah Popson, Director, Special Programs and Services, and Dr. Emily Kleintop,
Supervisor, Special Programs, provided a presentation of a typical day in the life of a
CLIU student, if that student received all of their services in one day. The video shared
with the Board showcased a day in the life of Ismael Suleiman. Ismael is an 8 year old
student who attends Clifford Castoral’s CLIU Multi-disabilities Functional classroom at
Western Salisbury Elementary School. Ismael receives many related services, i.e.,
speech, occupational and physical therapy, one-on-one time with a social worker,
adaptive physical education, as well as time he spends with his peers in the classroom for
circle time, reading, math, etc. Also, Ismael is beginning to work with an iPad as a
communicative device, which offers him the opportunity to speak w/his peers. This
presentation highlighted the depth and breadth of the services provided by CLIU staff
members.
Dr. Kleintop noted that Mr. Castoral and the entire team do awesome work with Ismael
and all of the students in this program. Ismael’s father, Saleh, attended the Board
meeting and shared with everyone how proud and excited he is with Ismael’s progress in
the classroom. The CLIU team has done a fantastic job in pushing Ismael to achieve his
goals. The program has definitely provided Ismael with the opportunity to blossom.
Ismael is such a joy!
APPROVAL OF RESOLUTION AUTHORIZING THE ISSUANCE OF A REVENUE NOTE
TO REFUND OUTSTANDING REVENUE NOTE, SERIES OF 2008
- MOTION: The Carbon Lehigh Intermediate Unit Board of Directors approves the
Resolution authorizing the issuance of a Revenue Note of the Intermediate Unit in the
aggregate principal amount of four million, four hundred thousand dollars ($4,400,000)
with Univest Bank & Trust Co. for the purpose of refunding the Intermediate Unit’s
outstanding Revenue Note, Series of 2008, as filed with the Official Minutes. Moved:
Michael Huber; Seconded: Mary Ziegler; Vote: Yes – 11; No – 0; Abstentions – 0;
Absent – 3.
APPROVAL OF RESOLUTION AUTHORIZING THE ISSUANCE OF A REVENUE

- MOTION: The Carbon Lehigh Intermediate Unit Board of Directors approves the
Resolution authorizing the issuance of a Revenue Anticipation Note on or after July 1,
2016, in the maximum aggregate principal amount of ten million dollars ($10,000,000)
with Univest Bank & Trust Co., as filed with the Official Minutes. Moved: Michael

Classroom Rentals—Early Intervention
Approve the following classroom rentals for the Early Intervention program for
the 2016-2017 program year as follows:

Zephyr Elementary School, Whitehall-Coplay School District, at the rate
of $1,500 per room (total $3,000).
Six (6) classrooms at the Troxell Building, Parkland School District, at the
rate of $150 per classroom/per month (total $10,800).
Six (6) classrooms, and one (1) additional room used occasionally, 2,787
square feet, at the Lutheran Church of the Holy Spirit, 3461 Cedar Crest

Approval of Borough of Lehighton Lease Agreement
Approve the three (3) year lease agreement between the Carbon Lehigh
Intermediate Unit #21 and the Borough of Lehighton to lease three (3) rooms,
1,267 square feet of space, located at the Lehighton Borough Annex, 110 N. Third
Street, Lehighton, for the Early Intervention program, commencing July 1, 2016
and terminating June 30, 2019, at a cost of $17,738.00 ($14.00 per square foot)
for the first year, $18,371.50 ($14.50 per square foot) for the second year, and
$19,005.00 ($15.00 per square foot) for the third year, as presented.
Approval of Professional Services Agreement for Instructional Trailers
Approve the one (1) year agreement between the Carbon Lehigh Intermediate
Unit #21 and Catapult Learning, LLC, for the lease of two (2) instructional
trailers to be located at two non-public schools (St. Elizabeth School, Whitehall
and St. Joseph Regional Academy, Jim Thorpe) for the Intermediate Unit to
provide Act 89 (Non-Public) auxiliary services, commencing August 3, 2016 and
terminating June 30, 2017, at a total cost of $11,000, as presented.
Approval of East Side Youth Center Agreement
Approve the agreement between the Carbon Lehigh Intermediate Unit #21 and the
East Side Youth Center, 1140 East Clair Street, Allentown, for the purpose of
providing facilities for physical education and recreational activities for students
attending the Allentown Learning and Achievement School (ALAS), at the rate of
$30 per hour, from September 1, 2016 through June 30, 2017, as presented.
Approval of Palmerton Borough Hall Gymnasium Agreement
Approve the agreement between the Carbon Lehigh Intermediate Unit #21 and the
Borough of Palmerton for the purpose of providing facilities for physical
education and recreational activities for students attending the Carbon County
Enhanced Autism program and the Carbon Learning and Achievement School at
the rate of $15 per hour from September 1, 2016 through June 9, 2017.

Appointment of CLIU Board Nominating Committee
President Bold reported that Francee Fuller and Anthony DeMarco have accepted
the reappointment to the CLIU Board Nominating Committee, seeking
nominations for the 2016-2017 CLIU Board Officers. The Board Secretary will
email the Board requesting nominations for officers. This Committee will report
to the Board on the slate of candidates at the June 20, 2016 Board meeting. New
officers will begin their term on July 1, 2016.
Appointment of CLIU Board Member to the Joint Coordinating Committee
President Bold reported that he will represent the Carbon Lehigh Intermediate
Unit Board of Directors on the Joint Coordinating Committee (JCC), beginning in
the 2016-2017 fiscal year.
Executive Director Anecdotal Summary
Dr. Eib distributed her 2015-2016 anecdotal summary to assist Board members in
the completion of her evaluation. President Bold asked that the Board members
return the Executive Director evaluations to him by June 10, 2016.

The proportionate vote has been received from the Pennsylvania Department of

overall total of proportionate votes below, as of April 26, 2016:

Wayne Wentz, CLIU Board member representing the Lehighton Area School District,
shared the exciting news that Lehighton is the recipient of the 2016 STEM Leadership
Award by the National Education Foundation, in the amount of $10,000. Lehighton will
celebrate this accomplishment at a ceremony scheduled for May 24, 2016.
LEGISLATIVE UPDATE

The teacher layoff bill was passed by both legislatures and has been sent on to the
Governor for his approval;
