DOROTHY JOHNNY MAUER Day.
JOHN W. MAUER (September 4, 1901 – December
20, 1978) was an American college basketball,
baseball and football coach and multi-sport college
athlete. During the course of his thirty-six-year
coaching career, MAUER was the head basketball
coach at the University of Kentucky, Miami
University, the University of Tennessee, the U.S.
Military Academy, and the University of Florida.
MAUER was named Outstanding Athlete and Scholar
in the Big Ten Conference as a senior, and graduated
from Illinois with a bachelor's degree in 1926. It
was this recognition after which our recognition of
excellence in academics and athletics was modeled.

In July 1965, a discussion between
Past Optimist International
President CARL BOWEN and former
FBI Director J. EDGAR HOOVER
resulted in the birth of Optimist
International’s Respect for Law
program. This is the fourth most popular program with
more than 1,500 Clubs participating last year. Your
club has conducted an RFL program since it became
a program of Optimist International. We honor law
enforcement officers nominated by the leadership of
five agencies located in our community. BOB GIBSON
serves as our Chairman of the Day for our annual
Respect for Law Day.

Howard’s first job in radio was at WJHL in his
hometown of Johnson City. By the time he was a
college senior, he was the full-time manager of the
station. He went on to become a faculty member
at the University of Tennessee in 1959. Over the
next 40 years, he is estimated to have taught 6,000
undergrad students, 900 master’s degree students
and 250 doctoral students. His former students now
work at colleges, newsrooms, broadcast professions
and other positions around the world. Larry
Patrick (MS/C&I ’73), managing partner of Patrick
Communications, LLC, was one of those students
influenced by Howard who was the inspiration for
Patrick's gift of a distinguished professorship in
Howard’s name.
When first hired by UT, Howard spent 75 percent
of his time in radio services running a tape network
program and 25 percent teaching broadcast
news and management courses in the School of
Journalism. Howard quickly developed a reputation
as a great teacher and was asked to move from
radio services to a full-time teaching position as
an assistant professor. As part of becoming a full
time, tenure track faculty member, he completed a
doctoral degree at Ohio University in 1973.
Mulkey graduated from UT’s master’s program in
rehabilitation counseling in 1970. After earning
his PhD at Florida State University in 1980, he
returned to UT as a faculty member. In time, he
became director of the Regional Rehabilitation
Continuing Education program and head of the
former Department of Rehabilitation, Deafness, and
Human Services. In 2003, he received the National
Rehabilitation Association’s Yvonne Johnson National
Leadership Award, and in 2010, he was named
Outstanding Alumnus of the Year by the Department
of Educational Psychology and Counseling. Mulkey
retired in 2008 after 28 years of service to UT. Six
years later, he returned to guide the Rehabilitation
Counseling program through accreditation. “His
dedication to the program in a time of need speaks
to his continuing value and worth as a leader that
can be called on when necessary,” a colleague said.
Mulkey is now preparing to retire—again. His last
