Butler County Special Education Interlocal #638 Regular Meeting Minutes August 24, 2015 5:30 p.m. BCSBC at Prospect 1266 SE Bluestem Rd El Dorado, KS 67042 Board Members Present: Jim Brown (joined meeting), Jayne Carey, Lisa Henson, Dr. Linda Hope, KaLyn Nethercot, Herb Pello, Dr. John Purvis, Bernie Spradling, and Becky Wolfe. Others Present: Administrators Greg Buster, Miles Harvey, Bruce Givens. Board Clerk Pam Patterson. Call to Order--Dr. John Purvis called the board to order at 6:00 p.m. Adoption of the Agenda—Herb Pello moved to adopt the agenda as presented. Jayne Carey seconded the motion. Motion carried 8-0. Comments from the Public--There were no comments from the public. Jim Brown joined the meeting at 6:02. Reports— Director’s Report— Emergency Safety Intervention (ESI)--Miles Harvey reported on the new state regulations for ESI. Updated ESI information has been shared with district superintendents and posted on the BCSBC website. Principals Meetings—Miles and Bruce are working on agendas for virtual principals’ meetings for more efficiency and information sharing. New Staff Information—Greg Buster noted that 28 new certified staff members had a smooth start to the year. File Review and Compliance—Greg discussed the 2014-15 file review process, outlining the changes in the review process for the upcoming review cycles. The change will result in a 3-year review rotation for each of the Interlocal districts. This year will be Remington and Rose Hill. Facilities Update—Directors informed the board of the progress on changes and additions to the Haverhill facility. Consent Agenda Minutes, July 27, 2015 meeting Financial Reports Purchase Card Requests KaLyn Nethercot made a motion to approve the consent agenda as presented. Herb Pello seconded her motion. Motion carried 9-0. Review and Approval of FY16 Budget—Greg Buster discussed details of the FY16 budget. Bernie Spradling moved to approve the FY16 Budget. Jayne Carey seconded the motion. Motion carried 9-0. Board Policy Update—Jim Brown moved to accept the recommended update to policy section GAAF reflecting the new ESI regulations. Becky Wolfe seconded his motion. Motion carried 9-0. Executive Session—Herb Pello made a motion to enter executive session for a period of 5 minutes to discuss matters of non-elected personnel in order to protect the privacy rights of the individuals to be discussed. The session was to begin at 6:38 and end at 6:43 p.m. He asked that executive session include the director and assistant directors. Jim Brown seconded the motion. Motion carried 9-0. Open Meeting resumed at 6:43 p.m. Personnel Recommendations--Personnel recommendations were approved on a motion by Bernie Spradling to accept as presented, seconded by Jim Brown. Motion carried 9-0.
