Effect It is an age, such we must look out to the world to value the preciousness of the only place Annaka. To observe the preciousness of individuals, we must respect the history and culture of the people in the world. Annaka City has formed the 'Committee for establishing a use for the multi-purpose space around Annaka-Haruna Station.' by inviting the local citizens to consider the present and future for each by looking back on our familiar environments. After a long period of meeting and discussion, the idea of " Environment Art Forum in Annaka " was born. Surrounded not only by abundant nature and a wonderful view of mountains, Annaka-Haruna is also located in a convenient location for traffic by the bullet train (shin-kann-sen) in relation among the local areas and urban centers. This is a unique place where also has the characteristic of urbanism. Annaka, where the Forum is based is steeped in history, cultural assets, natural resources, festivals with the coloring of the seasons, traditional industries and hot springs that are renown throughout the region. The local silk industry in particular has contributed greatly to the development of Japanese modern industry. Assets such as these are a great source of pride for local citizens. Keeping in mind these traditions, the local nature, and the techniques and culture of the past, it is our goal to create Annaka which we are proud to hand to future generations. We are willing to create, restore and conserve the natural environment that is so close to our culture. Another thing that we realize to be the main important activity is the exchanging between the local citizen's and people whom will come here in the future, by working together. Therefore, we call this a forum, based on the fact that it is a concept that was created by local citizens for local citizens. Certainly, we had the arguments between the contradiction of the nature beauty and economic activities, or interests of the participants. Originally the meaning for the participation of the local citizens is to hand over the beautiful environment to the next generation. We think that this could be possible by facing the future of ourselves. These activities should be the real meaning of 'art'. That is to say, 'art' is connected by 'environment' and 'forum', and to say more we believe that it is an activity which the citizens seek for their possibilities and joy among their every day life. Activities developed at Environment Art Forum in Annaka, are planned and organized according to citizens' opinions. It is a place where impressive greetings, - 150 - 資料2 and steady realization should become the joy of life. These activities should become the gender and original creation of the citizen culture and daily environment, which utilize the resources of Annaka. We also look forward for these activities to become the information sender to the world. 2. Competition method Two staged of judgment for the public whom join in. This is a "Competition to select the designer by judging his proposal in public" (Note 1). 7. Competition schedule The time is based on Japan's standard time. (1) Application program will be announced on the Internet: May 1, 2003 (2) Registration via the Internet: May 1 to July 14, 2003 (3) Submission: July 15 to July 24, 2003 (Eligible according to date stamp, by Air Mail but entries must arrive by July 31, 2003) (4) Public exhibition of entries: July 26 to August 1, 2003 (5) First stage of judgment: August 1 - 2, 2003 (6) Final judgment: August 31, 2003 8. Entry Criteria (1) All nationalities welcome (2) No qualifications is necessary (3) One person, teams or corporations may enter the International Design Competition. (4) Team candidates should decide the team name and choose one person as the representative. (5) Anyone belonging to organizations of which the Judging Committee members belong, manage, serve as officers at, or advise ( including university research organs ) may not apply to enter the competition, even as member of a team. (6) Each candidate may submit only one entry. 9. An Approach to the Proposal About The Environmental Art Forum in Annaka We believe that the people whom are aware and utilize the community can manage and organize the local environment organically. From this point of view, Annaka City has tried for the partnership between the local citizens and administration to create a better familiar residential environment. By discussing with the residents whom were invited to join in, we have come up to a new idea, Environmental Art Forum. Next are some ideas that were brought up during the discussion. (1) About "Environment" Culture and civilization has always been a struggle among the environment, but also we have blessings from it. (2) About "ART" Art does not only mean fine arts. We would like to pay attention to the power which gives the power for life and renewal ourselves. (3) About "Forum" We would like to interpret this word as for the citizens to create and imagine something. Not only as a public plaza or public discussion. (4) The significance to hold a International Proposal Designing Competition To value the characteristic of Annaka, we would like to turn ourselves out to the world. As mentioned in Effect " Environment Art Forum in Annaka " is a novel idea created after a long period of meeting and discussion among Annaka citizens. It is not a mere facility of art museum, science museum or conventional hall. In contrast with the way of the usual administration of public buildings nowadays, the main characteristic of this project is citizen participation from the project formulation phase. At " Environment Art Forum in Annaka", citizens will develop various activities with their own initiative and managements. Please send us your proposal for a new "Space for Activity" where citizens can achieve their chosen initiative. The proposal should respect the guideline for application, "The Schematic Design of Environment Art Forum in Annaka". Candidates should freely interpret this and reflect on the proposal. For more information that are not included in the application, refer to The Data 2002 Annaka. The Data 2002 Annaka was not prepared for this competition, so there are some insignificant difference in the numbers. 11. Basic conditions - 153 - 資料2 This project was carried on conversation among citizens and administration. There fore, the proposal, scale of facility and the construction fee, which are based on the design development fee should be assessed by the 'Committee for establishing a use for the multi-purpose space around Annaka-Haruna Station' Then, design development will be determined through workshops with citizen and selected designer, based on the selected proposal. At this stage, program conditions are as follow: (1) planned site: <1>Location: Akima-Minorigaoka, Annaka-shi, Gunma-ken, Japan. <2>Total Site Area: approximately: 25,000m2 <3>Configuration of the ground: Configuration of the ground should freely proposed. H = 286.0m (above sea level) Lower flat part : approximately: 11,010m2 H = 276.0m(above sea level) Slope( 12% ): approximately: 5,990m2 <4> Please consider the usage around the planned site. (2) Construction costs When proposing for the International Design Competition, please consider the financial situation of Annaka city. Please refer to public buildings constructed in Annaka recently. Construction costs, high or low, will be decided depending on its idea in the proposal during the judgment. Construction schedule (it may changed depending on condition). (1) Design development : To be held from April,2004 to the end of March, 2005 (2) Construction documents : April, 2005 - end of March, 2006 (3) Construction work: start on April, 2006 13. How to submit an entry (1) Application form ONLY ONE, A1 size (594mm x 841mm), horizontal mounted on a board of 10mm thickness or less, with the paper quality, board material and color, etc. to be freely chosen. General plan of the site (scale1:500), with every floor (free scale), section (one side, free scale) Please show a rough estimate of construction expenses (excluding the design development, construction documents, supervising fee and land cost). Clearly write your registration number in a 2cm x 5cm space on the upper right hand corner. Method of expression can be freely decided. Language used should be English or Japanese (2) How to apply The application should be sent by mail or parcel post. Postage is the responsibility of the applicants. C.O.D entries will not be accepted - 156 - 資料2 Entries must be received by the specified deadline. Entries postmarked with the date of the deadline will be considered valid (July 24, 2003). Entries must arrive by July 31, 2003. Enclose a copy of a confirming registration which is sent from the administrative office when you send the application. The confirming registration must be sealed in its own envelope. Entries that are damaged or delayed during transit are the responsibility of the candidate. 14. Questions & Answers Questions regarding the contents of this competition will not be answered. 15. Judging method The International Design Competition will be a two-staged judging competition which will be open to the public. (1) First stage of judging The Judging panel will publicly display entries, prior to the first stage of judging. The first judging process will be done anonymously. All applications will be judged except those that meet grounds for disqualification. Meetings will be hold between the Jury and citizens. The Jury will give an account of the Jury process and exchange opinions with local citizens while judging. Five applicants will be selected as winners during the first stage of judging. (2) Final judging The Jury will publicly display the winning designs prior to the final judging. After public hearing of the five winners, Judgment will be carried out openly and fairly. All First stage winners are required to presentate their own plans at this final judging. Presentation style is free. A video projector which is conecctable to a PC will be prepared. In the final stage judging, language used should be English or Japanese. One first prize winner, one second prize winner, and three honorable mentions will be selected. After the final judging, the Jury Chair will swiftly give a report to the Mayor of Annaka and also publicly announce the results on the home-page. 16. Expenses of the International Design Competition Applicants are responsible for all their own expenses for the International Design Competition 17. Copyrights, etc. - 157 - 資料2 (1) Copyright belongs to the candidates. Otherwise, Annaka-city reserves the right to enlarge, reconstruct, repair, change a design or tear down the building once constructed. (2) Copyright of the prize winner's design is not permitted to be given to a third party unless the Mayor of Annaka-city's consent is obtained in advance. (3) It is the responsibility of the applicants to take the necessary steps to secure public rights related to copyright or design rights prior to submitting their entry. 18. Handling of entries (1) Entries will not be returned. (2) Annaka-city reserves the right to keep, record, and publicly display entries, including pictorial records, photographs, and dispose. (3) No fee will be paid to the designers if Annaka-city, or those who Annaka-city give permission, publicly displays the entries. (4) The entries may be displayed in exhibitions in various areas by Annaka-city. (5) If entries are publicly displayed, designers' names may be included. (6) There is a possibility that a report on the judging and a list of the entries will be compiled and published after the international design competition. 19. Handling of the winning works (1) The first prize winner in the International Design competition has the right for the first negotiation on a work contract with Annaka-city. (2) If the first prize winner and Annaka-city do not reach agreement on the design contract conditions and so on, or if the first prize's work is later found to be disqualified because of one or more of the grounds for disqualification, then Annaka-city will not extend and void any contracts with that designer, and will negotiate a contract with the second prize winner. (3) Similarly, if a contract agreement is not reached with the second prize winner, then a contract partner will be chosen from among the honorable mention work. (4) All negotiation fee should be paid by the designer who is given the right of negotiation on work contract with Annaka-city. (5) The right of negotiation on a work contract with Annaka-city is not permitted to be given - 158 - 資料2 to a third party. (6) It will be called "The Selected Designer", the one who reach an agreement with Annaka-city. 20. Responsibilities of the selected designer (1) The selected designer in The International Design Competition will be responsible for carrying out the basic planning, the design development, construction documents, and supervising the construction of Environmental Art Forum in Annaka, upon signing a work contract with Annaka-city. (2) The selected designer must register its nomination for participation in Annaka city prior to the contract work. (3) The selected designer is responsible for all the expenses during the contract work. (4) The selected designer will have the responsibility of participating workshops (from April, 2004 to the end of March, 2005) with the local citizens while carrying out the basic planning. (5) Partial changes in the design will be allowed with the agreement of the selected designer at both design development and construction documents phase. (6) The contract, design and the work will be under the Japanese law. 21. Design honorarium The design development fee (include participation for workshop) , construction documents and supervision fee will be calculated according to the design estimate standards of Annaka-city. 22. Grounds for disqualification (1) Candidates who violate the entry criteria specifications are disqualified. (2) Entries which violate the international design competition specifications are disqualified. (3) Entries which contain the candidate's name or an identifiable autograph or other mark, or if the candidate does something to make him or herself known to the Judge before the first stage of judgment, the applicant will be disqualified. (4) Entries which violate the copyrights or design rights of third person will automatically be disqualified. (5) If one of the above grounds is discovered after the competition, the chosen designer/design will be disqualified. 23. Invalid Conditions All rights and prizes will become invalid in the case of disqualification. 24. Others - 159 - 資料2 (1) Applicants are considered to agree to the rules and conditions above by submitting its proposal. (2) Decisions made by the judging committee are final. Neither debatable nor contestable. (3) The details and regulations in the Guidelines for application will also apply to the winner's contract. (4) Prize will be paid in Japanese Yen after the second stage of judgment. (5) If questions of interpretation arise regarding the application program, the Japanese-language text will be considered official. (6) After the final stage judging, language used for negotiation, contract, workshops, meetings should be Japanese. The selected designer (including those who have the right for the negotiation on a work contract with Annaka-city) is responsible for the interpreter fee, if necessary. (7) The judicial jurisdiction regarding to this competition will be in Annaka-city. (8) All relevant information regarding this competition will be on the homepage.
