I n 2002, the Department o f Labor & Economic Growth established a committee to review and update Michigan's
Uniform Energy Code. After review and promulgation o f the code, the lngham County Circuit Court issued an injunction
to halt the February 28, 2005, effective date o f the rules. Therefore, the rules have been pending litigation since that time.
On October 24, 2008, this matter was before the court with a decision following to dismiss the complaint and dissolve the
injunction; thereby making the rules effective immediately.
A l l units o f government who administer and enforce a construction code are required to use the rules promulgated under
1972 PA 230, the Stille-DeRossett-Hale Single State Construction Code Act. The Act was amended by 1999 PA 245,
effective December 28, 1999, requiring the use o f the State Codes as they are updated by rules promulgated after October
15, 1999.
These rules adopt by reference, in R 408.31059 o f the Michigan Administrative Code, Chapter l l o f the lnternational
Residential Code, 2003 edition, as published by the lnternational Code Council, Inc., and includes deletions, additions.
and amendments to Chapter II o f the lnternational Residential Code.

Rule 1059. Rules governing the energy efficiency for the design and construction o f residential buildings shall be those
contained in Chapter 11 o f the 2003 lnternational Residential Code. With the exceptions noted, Chapter 11 o f the 2003
International Residential Code is adopted by reference in these rules. The Michigan uniform energy code is available for
inspection or purchase at the Okemos office o f the Michigan Department o f Labor & Economic Growth, Bureau o f
Construction Codes and Fire Safety, 2501 Woodlake Circle, Okemos, Michigan 48864, at a cost as o f the time o f

SECTION N1101
GENERAL
N1101.I.
Scope. This chapter sets forth the energy efflclency standards for detached 1-and 2-famlly
dwelllngs and multlple-single family dwelllngs. One-and 2-family dwelllngs and muklple-single family
dwelllngs shall be designed and constructed as regulated by the code for energy efficiency.
Exceptlons:
1. A detached 1-and 2-family dwelling or portion thereof that has an intended maximum rate of
energy usage less than 3.4 Btulh per square foot of floor space for all purposes.
2. Portions of a detached 1-and 2-famlly dwelllng that is not heated or mechanically cooled.
3. An existing detached I-and 2-family dwelllng, other than replacement fenestration as provlded by
sectlon N1102.4.
4. An alteration of an existing detached I-and 2-family dwelllng.
5. A detached 1-and 2-family dwelling that is moved Into or wlthin a jurisdiction. A home
manufactured pursuant to the Michigan premanufactured unit ruies that is shlpped for initial
instaliatlon or inltial assembly and lnstallatlon on a building slte shall not be considered a moved
bullding.
6. Historical structures listed on the state or national historical register.
N1101.2 Compllance. Compllance with the code shall be demonstrated by meeting the requirements
of the applicable sections and tables of the code. Where appllcabie, provisions are based on the
climate zones where the building Is located. The climate zone assignments are as set forth in table
N1101.2 for the county in which the building Is constructed. The permit applicant shaii determine the
method used to achieve compliance with the provisions of the code at the time of application for
permit
N1101.2.1 Detached 1-and9 family dwellings. Compllance shali be demonstrated by 1 of the
following:
1. Meeting the requlrements of the code.
2. Meeting the requirements of the internationai Energy Conservation Code for detached 1- and 2famiiy dweiiings.
3. Meeting the design, construction and certification requirements under the US EPA Energy Star
Homes Program 63.
4. Meeting the design and construction requirements in conformance with the natlonai Home Energy
Rating System (HERS) guidelines with a score of 83 or better. A certificate Indicating the score
prepared by an accredited agency shall be filed with the code official.

N1101.2.2 Townhouses. Compliance shall be demonstrate by either:
1. Meeting the requirements of this chapter for buildings with a glazing area that does not exceed 25 percent
>f the gross area of exterior walls; or 2. Meeting the requirements of the International Energy Conservation
Sode for residential buildings of Group R-2, R-4 or townhouses.
N1101.3 Materials and equlpment. Materials and equipment
shall be identified in a manner that will allow a determination of their compliance with the provisions of this
:hapter. Materials and equipment used to conform to the applicable provisions of this chapter shall be installed
n accordance with the manufacturers installation instructions.
N1101.3.1 Insulation. The thermal resistance (R-value) shall be indicated on all insulation and the insulation
installed such that the R-value can be verified during inspection, or a certification of the installed R-value shall
be provided at the job site by the insulation installer. Where blown-in or sprayed insulation is applied in walls,
the installer shall provide a certification of the installed density and R-value.
Where blown-in or sprayed insulation is applied in the roof-ceiling assembly, the installer shall provide a
certification of the initial installed thickness, settled thickness, coverage area, and number of bags of insulating
material installed. Markers shall be provided for every 300 square feet (28m2) of attic area, attached to the
trusses, rafters, or joists, and indicate in 1-inch-high (25.4 mm) numbers the installed thickness of the
insulation.
N1101.3.2. Fenestration. The U-factor of fenestration shall be determlned In accordance with NFRC
100 by an accredlted, lndependent laboratory, and labeled and certified by the manufacturer. The solar
heat gain coefficient (SHGC) of fenestratlon shall be determlned In accordance wlth NFRC 200 by an
accredited, lndependent laboratory, and labeled and certlfled by the manufacturer.
Exceptlon: Computer slmulatlons by lndependent NFRC certified laboratories or approval under
sectlon 21 of 1972 PA 230, MCL 126.1621 are consldered In compliance wlth this section.

N1101.3.2.1Defaul fenestratlon performance, When a manufacturer has not determined a fenestration
products U-factor in accordance with NFRCIOO, compliance shall be determined by assigning such products a
default U-factor from Tables 102.5.2(1) and 102.5.2(2) in the lntemational Energy Conservation Code. When a
manufacturer has not determined a fenestration products SHGC in accordance with NFRC 200, compliance
shall be determined by assigning such products a default SHGC from Table 102.5.2(3) of the International Energy
conservation Code.
N1101.3.2.2 Air leakage. The air leakage of prefabricated fenestration shall be determined in accordance
with AAMAMlDMA 1Olll.S.2, 101II.S.2INAFS, or NFRC 400 by an accredited, independent laboratory, and
labeled and certified by the manufacturer and shall not exceed the values in Table 502.1.4.1 of the
International Energy Conservation Code. Alternatively, the manufacturer shall certify that the fenestration is
installed in accordance with Section 502.1.4 of the lntemational Energy Conservation Code.
N1101.3.2.3 R-values of fenestratlon products. Windows, doors and skylights shall be rated for
thermal resistance based on the entire fenestration unlt. The R-values of all fenestratlon products In a
building shall be the reclprocai of the U -factor and meet the requirements set forth in table Nl102.1.
The U-factor may be converted to R values by using the Inverse of the U-factor (R value = 1lU-factor).

N1101.3.3 Maintenance. Where mechanical or plumbing system components require preventive
maintenance for efficient operation, regular maintenance requirements shall be clearly stated and affixed to
the component, or the source for such information shall be shown on a label attached to the component.

N1101.4 Definitions. Definitions shall have the meanings as defined in the code.

SECTION N1102
BUILDING ENVELOPE
Nl102.1 Thermal performance criteria. The minimum required insulation R-value or the area-weighted
average maximum required fenestration U-factor (other than opaque doors, which are governed by Section
N1102.1.3) for each element in the building thermal envelope (fenestration, rooflceiling, opaque wall, floor,
slab edge, crawl space wall and basement wall) shall be in accordance with the criteria in Table N1102.1.
Detached one-and-two family dwellings with greater than 15-percent glazing area; townhouses with greater
than 25-percent glazing area; and any residential building in climates with heating degree days equal to or
greater than 13,000; shall determine compliance using the building envelope requirements of Chapter 4 or 5 of
the International Energy Conservation Code.
Nl102.1.1 Exterior walls. The minimum required R-value in Table N1102.1 shall be met by the sum of the
R-values of the insulation materials installed in framing cavities andlor insulating sheathing applied, and not by
framing, drywall, structural sheathing, or exterior siding materials. Insulation separated from the conditioned
space by a vented space shall not be counted towards the required R-value.
N1102.1.1.1 Mass walls. Mass walls shall be permitted to meet the mass wall criteria in Table
V1102.1.1. l ( l ) , based on the insulation position and the climate zone where the building is located. Other
nass walls shall meet the frame wall criteria for the building type and the climate zone where the building is
ocated, based on the sum of interior and exterior insulation. Walls with exterior insulation position have the
mtire effective mass layer interior to an insulation layer. Walls with integral insulation position have either
nsulation and mass materials well mixed as in wood (logs); or substantially equal amounts of mass material
an the interior and exterior of insulation as in concrete masonry units with insulated cores or masonry cavity
walls. Walls with interior insulation position have the mass material located exterior to the insulating material.
Nails not meeting either of the above descriptions for exterior or integral positions shall meet the requirements
b r other mass walls in Table Nll02.1.1.1(1). The R-value of the mass assembly for typical masonry
xnstructions shall be taken from Table N1102.1.1.1(2). The R-value for a solid concrete wall with a thickness
af 4 inches (102mm) or greater is R-1.I. R-values for other assemblies are permitted to be based on hot box
!ests referenced in ASTMC 236 or ASTMC 976, two dimensional calculations or isothermal planes

N1102.1.1.2 Steel-frame walls. The minimum required R-values for steel-frame walls shall be in accordance

N1102.1.2 Celllngs. The required Ceiling R-value In TableNll02.1 assumes standard truss or rafter
construction and shall apply to all rooflceiling portions of the building thermal envelope, including cathedral
ceilings. Where the construction technique allows the required R-value of ceiling insulation to be obtained over
the wall top plate, R-30 shall be permitted to be used where R-38 is required and R-38 shall be permitted to be
used where R-49 is required.
N1102.1.3 Opaque doors. Opaque doors separating conditioned and unconditioned space shall have a
maximum U-factor of 0.35.0ne opaque door shall be permitted to be exempt from this U-factor requirement.
N1102.1.4 Floors. The required R-value in Table N1102.1 shall apply to all floors, except any individual floor
assembly with over 25 percent of its conditioned floor area exposed directly to outside air shall meet the Rvalue requirement in Table N1102.1 for .Ceilings.
N1102.1.5 Basement walls. When the basement is a conditioned space, the basement walls shall be
insulated in accordance with Table NllO2.1. M e n the basement is not a conditioned space, either the
basement walls or the ceilings separating the basement from conditioned space shall be insulated in
accordance with Table N1102.1. When insulating basement walls, the required R-value shall be applied from
the top of the basement wall to a depth of 10 feet (3048mm) below grade or to the top of the basement floor,
whichever is less.

N1102.1.6 Slab-on-grade floors. For slabs with a top edge above finished grade or 12 inches (305 mm) or
less below finished grade, the required R-value in Table N1102.1 shall be applied to the outside of the
foundation or the inside of the foundation wall. The insulation shall extend downward from the top of the slab,
or downward to the bottom of the slab and then horizontally in either direction, until the distance listed in Table
N1102.1 is reached. When installed between the exterior wall and the edge of the interidr slab, the top edge
of the insulation shall be permitted to be cut at a 45-degree (0.79 rad) angle away from the exterior wall.
Insulation extending horizontally away from the building shall be protected by pavement or by a minimum of 10
inches (254 mm) of soil. In locations of 500 HDD or greater, R-2 shall be added to the values in Table
N1102.1 where uninsulated hot water pipes, air distribution ducts or electric heating cables are installed within
or under the slab.
Exception: Slab perimeter insulation is not required for unheated slabs in areas of very heavy termite
infestation probability as shown in Figure R301,2(6).Where this exception is used, building envelope
compliance shall be demonstrated by (a) using International Energy Conservation Code Section 502.2.2 or
International Energy Conservation Code Chapter 4with the actual slab insulation R-value in TableN1102.1, or
(b) using International Energy Conservation Code Section 502.2.4.
N1102.1.7 Crawl space walls. Where the floor above the crawl space is uninsulated, insulation shall be
installed on crawl space wallswhen the crawl space is not vented to outside air. The required R-value in Table
N1102.1 shall be applied inside of the crawl space wall, downward from the sill plate to the exterior finished
grade level and then vertically and/or horizontally for at least an additional 24 inches (610 mm). The exposed
3arth in all crawl space foundations shall be covered with a continuous vapor retarder having a maximum
2ermeance rating of 1.0 perm ((57 mg)l(s . m2 . Pa)], when tested in accordance with ASTM E 96.
N1102.1.8 Masonry veneer. For exterior foundation insulation, that horizontal portion of the foundation that
supports a masonry veneer shall not be required to be insulated.
N1102.1.9 Protection. Exposed insulating materials applied to the exterior of foundation walls shall be
xotected. The protection shall extend at least 6 inches (152 mm) below finished grade level.
N1102.1.10 Air leakage. All joints, seams, penetrations; site-built windows, doors, and skylights; openings
=tween window and door assemblies and their respective jambs and framing; and other sources of air
eakage (infiltration and exfiltration) through the building thermal envelope shall be caulked, gasketed, weather
stripped, wrapped, or otherwise sealed to limit uncontrolled air movement.
N1102.1.11 Recessed llghting fixtures. When installed in the building envelope, recessed lighting fixtures
shall meet one of the following requirements:
I.Type IC rated, manufactured with no penetrations between the inside of the recessed fixture and ceiling
xvity and sealed or gasketed to prevent air leakage
nto the unconditioned space.
2. Type IC or non-IC rated, installed inside a sealed box constructed from a minimum 0.5inchthick (12.7 mm)
gypsum wallboard or constructed from a preformed polymeric vapor barrier, or other air-tight assembly

N1102.2 Maximum solar heat gain coefficlent for fenestration products. 'The areaweighted-average
solar heat gain coefficient (SHGC) for glazed fenestration installed in locations with 3,500 or fewer heating
jegree days shall not exceed 0.40.
N1102.3 Fenestration exemption. Up to 1 percent of the total glazing area shall be exempt from U-factor
-equirement.
N1102.4. Replacement fenestration. Where some or all of an existing fenestration unit is replaced with an
sntirely new replacement fenestration product, including frame, sash and glazed portion, in an existing
~uilding,the replacement fenestration shall have a U-factor that does not exceed the maximum fenestration Ufactor and an SHGC that does not exceed the maximum fenestration SHGC in table N1102.5. Replacement
skylights and roof windows shall be permitted to have a maximum U-factor of 0.60. The replacement
fenestration products shall also satisfy the air leakage requirements of section N1101.3.2.2.

N1102.5 Prescrlptive path for additions and window replacements. As an alternative to demonstrating
:ompliance with section N i l 0 5 or N1102, additions with a conditioned floor area less than 500 square feet
(46,51112) to existing single-family residential buildings and structures shall meet the prescriptive envelope
:omponent criteria in table 1102.5 for the designated heating degree days (HDD) applicable to the location.
The U-factor of each individual fenestration product (windows, doors and skylights) shall be used to calculate
an area-weighted average fenestration product U-factor for the addition, which shall not exceed the applicable
listed values in table N1102.5. For additions, other than sunroom additions, the total area of fenestration
products shall not exceed 40 percent of the gross wall and roof area of the addition. The R-values for opaque
thermal envelope components shall be equal to or greater than the applicable listed values in table N1102.5.
Replacement fenestration products (where some or all of an existing fenestration unit is replaced with an entire
new replacement unit, including the frame, sash and glazing) shall meet the prescriptive fenestration U-factor
criteria in table N1102.5 for the designated HDD applicable to the location.
Conditioned sunroom additions shall maintain thermal isolation; shall not be used as kitchens or sleeping
rooms; and shall be served by a separate heating or cooling system, or be thermostatically controlled as a
separate zone of the existing system.
Exception: Replacement skylights shall have a maximum U-factor of 0.60 when installed in any location
above 1,999 HDD.

MECHANICAL SYSTEMS
N1103.1 Heating and air conditlonlng appliance and equipment performance. Performance of
equipment listed in Table N1103.1 is covered by preemptive Federal law. Appliances and equipment not listed
in TableN1103.1 shall meet the minimum efficiency requirements of Section 503.2 of the International Energy
Conservation Code.

N1103.2 Controls. At least one thermostat shall be provided for each separate heating, cooling, or
combination heating and cooling system. Heat pumps shall have controls that prevent supplementary electric
resistance heater operation when the heating load can be met by the heat pump alone. Supplementary heater
operation shall be permitted during outdoor coil defrost cycles not exceeding 15 minutes.
N1103.3 Duct Insulation. All portions of the air distribution system shall be installed in accordance with
Section MI601 and be insulated to an installed R-5 when system components are located within the building
but outside of conditioned space, andR-8 when located outside of the building. When located within a building
envelope assembly, at least R-8 shall be applied between the duct and that portion of the assembly furthest
from conditioned space.
Exception: Exhaust air ducts and portions of the air distribution system within appliances or equipment.
N1103.4Duct sealing. All ducts shall be sealed in accordance with Section M1601.3.1

N1106.1 Bulldlng deslgn. Residential design by systems analysis. A building designed in accordance with
this section is considered in compliance with the code if the calculated heating energy consumption is not
more than that of a standard design building envelope designed in accordance with the code. The use of this
compliance method is at the election of the permit applicant. For a proposed alternate building design to be
considered similar to the standard design, the proposed alternate building design shall be the same as the
standard design for all of the following:
1. Floor area.
2. Thermal envelope area.
3. Exterior design conditions.
4. Occupancy.
5. Climate data.
6. Usage operational schedule.
Nl106.1.1 Standard building deslgn criteria. The standard building design criteria shall include the
following:
1. Gas and oil-fired heating source efficiency rating of 78% AFUE.
2. An air changes per hour (ACH) rate of 0.55for the purpose of calculation only.
3. For reduced ACH levels, documentation of a post-construction blower-door test shall be provided to the
code official.
4. A simplified heating degree day (HDD) approach for the appropriate zone, as follows:
a. Zone 1 6900 HDD.
b. Zone 2 7800 HDD.
c. Zone 3 9300 HDD.
Exception: The typical meteorological year (TMY), or its ersatz equivalent, from the national oceanic and
atmospheric administration (NOAA) or an approved equivalent, for the closest available location, may be used
for the proposed alternative design.
N1105.1.2 Analysis method. The analysis methodology or calculatlon tool used for comparlson of
the heating energy usage of the standard and the proposed alternative bulldlng deslgn shall be the
same.
N1105.1.3 Analysis Report. A heating energy analysis comparison shall be submitted to the code official
including all of the following information:
a. The design criteria used to develop the standard design and the proposed alternative design.
b. A detailed technical comparison of the 2 building and system designs.
c. The data used in, and resulting from, the comparative analysis to verify that both the analysis and
the design meet the criteria of this section and sectlons N1106.1 to N1105.2.

for all or part of Its energy source shall be designed and constructed in compllance wlth the
requirements of thls section.

Rules governing the energy efficiency for the design and construction of buildings and structures, not including
residential buildings, shall be those contained in the ASHRAE energy standard for buildings except low-rise
residential buildings, ANSIIASHRAEIIESNA standard 90.1-1999, including appendicies A, B, C, and D. W~th
the exceptions noted, the standard is adopted in these rules by reference. The standard is available for
inspection at the Okemos office of the Michigan Department of Consumer and Industry Services, Bureau of
Construction Codes. The standard may be purchased from the American Society of Heating, Refrigeration
and Air-Conditioning Engineers, Inc., 1791 Tullie Circle, NE, Atlanta, Georgia 30329, or from the Michigan
Department of Consumer and Industry Services, Bureau of Construction Codes, 2501 Woodlake Circle,
Okemos, Michigan 48864, at a cost as of the time of adoption of these rules of $102.00 each.

Section 3.2 of the standard is amended to read as follows:
3.2 Building official. "Building Official" means the person who is appointed and employed by a governmental
subdivision charged with the administration and enforcement of the state code or codes and who is registered
in accordance with the requirements of 1986 PA 54, MCL 338.2301 et seq.
Residential. "Residential" means spaces in buildings used primarily for living and sleeping. Residential spaces
include, but are not limited to, dwelling units, hotellmotel guest rooms, lodging houses, fraternitylsorority
houses, and hostels.
Rule1089. Heating, ventilating, and air-conditioning alternations.
Section 4.1.2.2.2 of the standard is amended to read as follows:
4.1.2.2.2 New HVAC equipment as a direct replacement of existing HVAC equipment shall comply with the
specific minimum efficiency requirements applicable to that equipment including, but not limited to, air
conditioners and condensing units, heat pumps, water chilling packages, packaged terminal and room air
conditioners and heat pumps, furnaces, duct furnaces, unit heaters, boilers, and cooling towers. Any new
control devices as a direct replacement of existing control devices shall comply with the specific requirements
of sections 6.2.3. to 6.2.3.9.
Exceptions:
(a) For equipment that is being modified or repaired but not replaced provided that such modifications will
not result in an increase in energy usage.
(b) Where a replacement or alteration of equipment requires extensive revisions to other systems,
equipment, or elements of a building and such replaced or altered equipment is a like-for-like
replacement.
(c) For a refrigerant change of existing equipment.
(d) For the relocation of existing equipment.

Dear Contractor, Builder, Subcontractor:
In order to accomplish efficient, prompt service for your inspection requests we have
adopted the following requirements for inspection procedures. Please review these
procedures, after reading and reviewing the following please sign and date on the last
sheet. All inspection procedures are also outlined in The Stille-DeRossett-Hale Single
State Construction Code Act. (Act 230 of 1972).
1. INSPECTION PROCEDURES (Strictly enforced): I t shall be the duty of the
permit applicant (building, electrical, mechanical) to notify the Oshtemo
Township Office (only) that the work is ready for inspection 48 hours in
advance. (MBC- 109.3). Inspections will not be acceptedfrom any other
source. The building department is not responsible for requests given in the field
to inspectors. Please call the office with all requests. (Exception; manufactured
homes.)
2. Inspections are not to be requested unless work is completed and building
accessible. If inspectors arrive for and ordered inspection and the work is not
ready for inspection or the building is locked up and the inspector is unable to
gain entrance, a re-inspection charge of $42.00 per visit may be charged. The
inspector will not go back until arranpements have been made!
3. Inspections are to be called into the Oshtemo Township Office only.
inspections requested of inspectors in the field WILL NOT be valid inspections
requests. We cannot be responsible for assuring that these requests will be
followed through.
4. No building rough-in and/or final inspection is to be ordered, or will it be done,
until ALL SUBTRADE rough-in and/or final inspections have been completed
(i.e.: plumbing, electrical and mechanical).
5. No CERTIFICATE OF OCCUPANCY will be issued until all inspections have
been completed and approved. Oshtemo Township requires a Certificate of
Occupancy for all structures (homes, manufactured homes, additions or
alterations, garages, per Section 1 10.0 1).
6. N o building shall be occupied until a Certificate of Occupancy has been issued.
Moving into a building before this certificate is issued is a violation of Section
110.0 of the Michigan Building Code. Section 110.3 (R110.4) allows for
Temporary Occupancy Permits where there are no violations to the safety and
health issues Act 230-125.1513.

A Certificate of Occupancy will be issued on 100% completion of the Electrical,
Mechanical, Plumbing and Building inspections with approval.
ALL PERMITS MUST BE OBTAINED PRIOR TO THE START OF
CONSTRUCTION.
If inspection areas are covered up prior to completion of the inspection, you will be
required to reopen it or remove any backfilled material.
INSPECTIONS: It shall be the duty of the permit applicant to notify the

Required Inspections:
BUILDING
1.Setbacks - Property owner shall be responsible for indication property lines.
Inspection is recommended prior to any concrete being poured.
J The lot and the building location must be staked so the inspector can
verify the location of the forms and footings relative to the lot lines.
J The permit must be posted and visible from the road.
J The location must be identified by a street number or a sign
indicating the owner's or contractor's name. (Hand panted numbers
or signs are fine).
2. Footinps, Foundations, Walls, Rerod & Radon - Between the time the forms
for the footings are set and before any sills are attached. We would like to
inspect prior to any concrete being poured, because if the forms are in the
wrong place it is MUCH cheaper to move forms than concrete. If you do
not have an approval of the forms prior to the pouring, you pour at YOUR
OWN RISK.
3. Rounh IdFraming - When framing is completed, BEFORE dry walling and
AFTER electrical, plumbing and mechanical rough-in inspections.
4. LATH AND/OR GYPSUM BOARD INSPECTION: To be made after lathing
and gypsum board, interior and exterior is in place, but before any plastering is
applied or before gypsum board joints and fasteners are taped and finished, (Fire
resistive assemblies) - multi family.

Final - When Project is complete and ready for occupancy and AFTER
electrical, plumbing and mechanical final inspections are approved.
ELECTRICAL
1. Underground-If anything is to be covered by dirt or concrete.
2. Service-When service is completed and ready for hookup.
3. Rough-In-BEFORE insulating or dry-walling, when wiring which will be
hidden is complete.
4. Final-When all fixtures are set, plates are on and the building is ready to be
occupied.
MECHANICAL
1. Underground-If anything is to be covered by dirt or concrete.
2. Rough-In-Anything that is in walls (including ducts or chimneys) BEFORE
dry-walling.
3. Final-When furnace and/or air conditioning is completed and operating and
you are ready to occupy.

1. Underground-when pipes are all run in ground, BEFORE you backfill or pour
concrete.
2. Rough-In-When pipes are all run in walls, BEFORE dry-walling, also
drainage lines in ceiling of basement BEFORE covering.
3. Final-When fixtures are all set and operating and you are ready to occupy.
A Final Inspection shall be required at the completion of all work required by the
building permit. (R- 109.3.10,109.1.6).
Upon approval of the Building Department, a Certificate of Occupancy shall be issued.
(Section 110.3).
No building or portion thereof shall be occupied or used until a "Certificate of
Occupancy" is issued. (Section 1 10.1)
An Approved Set of Plans shall be kept on the building site at all times while the work
is in progress. (Section 106.3.1)
PLEASE, remember each job is different and goes at a different pace. Therefore, we have no idea when
you are ready for any inspections unless you call us and let us know. Also. Please make sure that you are
actually r e a 4 f o r the inspection, because extra trips by the inspector may cost you an extra fee.

R106.1.4. Truss design data. As an alternative to the submission of truss design
drawings, the truss design data sheet may be provided to the building official as part of
the construction doouments at the time of application. Truss design drawings shall be
submitted to the building official prior to truss installation as required by section
R802.10.1.
R802.10.1 Truss design drawings. Truss design drawings, prepared in conformance
with section R802.10.1, shall be provided to the.building official and approved prior to
