SAILING INSTRUCTIONS
CLASSES: 470, 49er, 49erFX, NACRA 17, Finn, Laser Std., Laser
Radial, RSX and Techno 293 (invited class)
1 RULES
1.1 The regatta will be governed by the rules as defined in the 2013-2016 Racing Rules of
Sailing, the Class Rules of each class, the Notice of Race (except as any of these are changed by
these Sailing Instructions) and these Sailing Instructions.
When conflict arises between the Notice of Race and the Sailing Instructions, the Sailing
Instructions shall apply.
1.2 The prescriptions of the Royal Spanish Sailing Federation will not apply.
1.3 If there is a conflict between languages the English text will take prevail.
1.4 For Class 49er the two turns of RRS 44.2 are modified by one turn.
2 ENTRIES
2.1 Entry fee for boat which are not registered in the club will be 20€, others boat will be free.
Only when the checking procedure has been completed by March 13th 2014 at 18:00 hrs,
participants will be entitled to race.
2.2 ISAF Eligibility Code (Regulation 19) applies for any person who competes in this Regatta.
3 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located close to the Race Office.
4 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 09:00 on the day it will take effect,
except that any change to the schedule of races will be posted by 20:00 or at the end of the
protest time, if later, on the day before it will take effect.

5 SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed at the Signal Mast close to the Sailing School.
5.2 When flag D is displayed ashore, the warning signal will be hoisted not less than 45 minutes.
5.3 When flag Y is displayed ashore, rule 40.1 applies at all times while afloat.
This changes the Part 4 preamble.

6.2 The time for the first warning signal of the following day will be announced daily on the official
Notice Board at 20.00 or at the end of the protest time, if later.
6.4 Number of races: is 9. (a) One extra race per day may be sailed, provided that no fleet
becomes more than one race ahead of schedule.
6.5 On the last day of the regatta no warning signal will be made after 15:00 hrs.

8 RACING AREAS
8.1 Classes are assigned to racing areas as follows

8.2 The Racing Area is defined as the area overlapping by 100 metres the area of the Race Course
where any boat can be racing.

9 THE COURSES
9.1 The diagrams in Addendum A shows the course, the order in which marks are to be passed,
and the side on which each mark is to be left.
9.2 No later than the warning signal, the race committee signal boat will display the approximate
compass bearing of the first leg.
10 MARKS
10.1 Marks are described in Addendums A and B.
10.2 New marks, as provided in instruction 12.1, will be red buoys.
10.3 The starting marks will be the race committee signal boat on the starboard end and a black
buoy on the port end of the starting line.
10.4 The finishing marks will be the race committee signal boat on the port end and a buoy with a
blue flag on the starboard end. For 470, Finn and Laser the finishing marks will be the race
committee signal boat on the starboard end and a buoy with a blue flag on the port end.
10.5 A race committee boat signalling a change of a leg of the course is a mark as provided in SI.
12.2.
11 THE START
11.1 The starting line will be between a mast on the race Committee boat displaying an orange
flag (Alpha Area) and yellow flag (Bravo Area), and a black mark at the port end of the line.
11.2 The Starting Area is defined as a rectangle covering the area 100m both to windward and
leeward of the Starting Line and 100m to both starboard and port of either end of the Starting
Line.
11.3 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start
(DNS). This changes rule A4.
11.4 When there is another race the same day the RC will display the sail numbers of boats scored
OCS or BFD in the previous race before the next warning signal.
12 CHANGE OF THE NEXT LEG OF THE COURSE
12.1 To change the next leg of the course, the race committee will lay a new mark (or move the
finishing line) and remove the original mark as soon as practicable. When in a subsequent change
a new mark is replaced, it will be replaced by an original mark. This changes rule 33.
12.2 Except at a gate, boats shall pass between the race committee boat signalling the change of
the next leg and the nearby mark, leaving the mark to port and the race committee boat to
starboard. This changes rule 28.1.
13 THE FINISH
13.1 The finishing line are described in Addendums A and B.
13.2 The Finishing Area is defined as a rectangle covering the area 100 m both to windward and
leeward of the Finishing Line and 100 m to both starboard and port of either end of the Finishing
Line.
14 PENALTY SYSTEM
14.1 Appendix P will apply.
14.2 For Class 49er, FX and Nacra RRS rule 44.2 is amended, so that the two turns are replaced by
one turn.

15 TIME LIMITS
15.1 Time limits for the first boat are as follows:(except 49er, FX and Nacra)

If no boat has passed Mark 1 within the Mark 1 first boat time limit the race will be abandoned.
15.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will
be scored Did Not Finish (DNF). This changes rules 35 and A4.
15.3 Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a).
16 PROTESTS AND REQUESTS FOR REDRESS
16.1 Protest forms are available at the race office. Protests shall be delivered there within the
protest time limit.
16.2 For each fleet, the protest time limit is 60 minutes after the last boat has finished the last
race of the day. The same time limit applies to protests by the race committee and Jury about
incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and
62.2.
16.3 A boat retiring from a race after finishing shall complete the Official Retirement Form at the
Race Office within the Protest Time.
16.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of
hearings in which they are parties or named as witnesses. Hearings will be held in the jury room.
16.5 Notices of protests by the race committee or Jury will be posted to inform boats under rule
61.1(b).
16.6 A list of boats that, under instruction 14.2, have acknowledged breaking rule
42 or have been disqualified by the Jury will be posted before the protest time limit.
16.7 Breaches of instructions 11.3, 14.2, 18.1-18.4, 19, 20, 21, 22, 23 24, 25, 26 and 27 will not be
grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less
than disqualification if the Jury so decides.
16.8 On the last day of the regatta a request for reopening a hearing shall be delivered
(a) within the protest time limit if the party requesting reopening was informed of the decision on
the previous day;
(b) no later than 30 minutes after the party requesting reopening was informed of the decision on
that day. This changes rule 66.
16.9 For the purpose of RRS 64.3(b) the authority is the officially appointed Equipment Inspector.
17 SCORING
17.1 The Low Point system shall apply to all races, is changed so that the finishing first place shall
be scored 0 points. Ties will be solved in accordance with RRS Appendix A8.
17.2 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of
her race scores.
(b) When 5 or more races have been completed, a boat’s series score will be the total of her race
scores excluding her worst score.
17.3 A boat may request correction of an alleged scoring error by completing a scoring enquiry
form available at the Race Office.

18 SAFETY REGULATIONS
18.1 A boat that retires from a race shall notify the race committee as soon as possible.
18.2 Boats not leaving the harbour for the day’s races shall inform the Race Office.
18.3 All Boats shall return only to their allocated moorings.
18.4 Boats arriving for any reason at a point ashore other than the Club and that cannot reach the
Club by their own are requested to report immediately by telephone dialling

18.5 When the Red Cross emblem (a red cross on white background) is displayed on a RC boat,
coaches and other support boats shall co-operate with the RC in rescue assistance.
19 REPLACEMENT OF CREW OR EQUIPMENT
19.1 Substitution of Skipper will not be allowed without prior written approval
of the Jury.
19.2 There is no limit of number in the sails to use.
20 OFFICIAL BOATS
Official boats will be marked as follows:
Race Committee boats: identifying flag of the corresponding racing area as described in S.I. 8.2.
Jury boats: flag with letter “J”.
Rescue boats: flag with letter “S”.
21 SUPPORT BOATS
21.1 Coaches are allowed to film the races, (always with the previous permission of the teams to
be filmed) but are forbidden to maintain conversations with the crews during the race.
22 JURY, TV AND PRESS BOATS
Actions by the Judges, press, or Race Committee boats shall not be grounds for requesting redress
by a boat. This alters RRS 62.1(a)
23 TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support and race committee
boats
24 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not
available to all boats. This restriction also applies to mobile telephones.
25 PRIZES
Prizes will be given as follows:
25.1 Prizes will be awarded to the top three competitors in overall results.
26 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk and responsibility. See rule 4,
Decision to Race. The organizing authority will not accept any liability for material damage or
personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
27 INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum
cover of € 300.500,00 per event or the equivalent.
