What is ROSTI/What does ROSTI entail?
ROSTI aims to support the capacity of the health and community services sector on the Gold Coast to
further provide a recovery orientation within it’s service transformation processes. Over the 12month period, commencing February 2015 and concluding February 2016, organisational teams will
participate in a range of interactive and action-learning workshops providing foundational, general,
leadership and peer knowledge to equip organisations to further implement recovery oriented
practices and structures. The design maximises opportunities for organisations to embed recoverybased practice in service design.
Who is ROSTI designed for?
ROSTI is designed for community and health service organisations that have a role in supporting
people to reclaim a life beyond the impacts of mental illness. It invites organisations to form ROSTI
teams, consisting of membership from frontline positions, those in leadership roles, boards of
management, people currently accessing services and the natural supports of people who access
services, who want to lead and influence recovery oriented service transformation.
Who is providing ROSTI?
The Gold Coast Medicare Local, on behalf of Partners in Recovery, has contracted Enlightened
Consultants to provide the workshops for ROSTI. Helen Glover is the Director of Enlightened
Consultants and brings to ROSTI her passion and experience of delivering similar systemic change
programs such as ROMP® and ROC IV. Drawing on her own lived experience of overcoming the
impacts of mental illness alongside her education and social work experience, Helen has developed a
number of key learning constructs and materials, including the Self righting Star, that have assisted
organisations with their ongoing service transformation work.
Helen has selected a team of co facilitators to join the ROSTI team. The Enlightened Consultants team
bring a wealth of practical experience of transforming services aligning to a recovery orientation.

What commitment is required from the organisation and it’s
participating team?
The team is required to remain engaged throughout the entire program period, be willing to share
the learning they receive from participating in ROSTI to their organisation, meet with others to
facilitate service initiatives and practice change and meet regularly with their other team members.
There is an expectation that all participants who enrol in the program will continue through to its
completion. There will be opportunities to learn with and from other ROSTI teams participating in the
program who come from other organisations.
Organisations are required to actively support their participating team/s and link this learning to the
overall strategic work of their service. Organisational ROSTI teams will need to seek senior
management approval as part of their application form.
What is a ROSTI team made up of?
A ROSTI team is comprised of 3-6 individuals and can consist of members at any level including
frontline workers, board members, managers, and those who access services. However each team is
required to contain at least one manager and at least one individual using a service or a natural
support of someone using a service (not a paid employee). Each organisation may wish to reimburse
those not formally employed for their contribution to the service transformation process.
If you are interested in participating but are not part of an organisation or your organisation will not
have enough participants to make up a team please contact us and we will connect you with other
participants to form a team.
What do the workshops entail?
There are a number of workshops, which the team, as a whole, can select from.

Consolidation Forums
A Mid Point and End Point consolidation forum are designed to invite participants of the workshops
along with others from the sector, to learn with and from each other and to develop collaborative and
sustainable recovery oriented initiatives. An Appreciative Inquiry approach, utilising World Café or
Open Space Technology will underpin these forums.
Do individuals have to attend all of the workshops?
No, although all participants must attend the initial foundation workshop. he attendance to ROSTI’s
additional workshops can be decided within the team based on their needs however there is an
expectation that at least all workshops will be completed by one or more within the team.
Can the whole ROSTI team attend all workshops?
Yes, however there are participation limits on the workshops and depending on demand this may not
always be possible.
What resources will be provided to ROSTI teams?
Depending on the particular workshop, workshop materials will be made available through
Enlightened Consultants Learning Management System (LMS). These resources can be copied for
others in your organisation. Each participant will be given a password to this online system for the
duration of ROSTI. Some workshops will require participants to undertake pre reading and work,
which will be listed on the LMS. The LMS will provide a portal and forum for discussion with other
participants.

Where will the workshops be held?
The venues will be determined from the Expression of Interest received from organisations. Centrally
located venues will be sought so as to reduce the transport burden as much as possible. Venues will
be accessible. Participants will be able to purchase their lunch from either the venue or a close by
vendor. Morning and Afternoon tea will be provided as part of the participation.
What costs are involved?
PIR Gold Coast will be funding all of the workshops so there will be no charge for participants,
however a participation deposit of $500 per participant is required and will be refunded upon
successful completion of the program. Backfilling staff will be at the cost of the organisation. Any
backfilling and travel expenses to and from workshop venues will be at the cost of the organisation.
Ideally we would like everyone who is interested in ROSTI to be able to participate and as such if the
deposit cost will be a barrier for you or your organisation’s participation please contact us using the
details at the end of this fact sheet.
Do we come together as a sector with ROSTI?
Yes, this program is designed to engage not just the participants in ROSTI wider sector by encouraging
the sharing of information within and between organisations. There will also be two consolidation
points for participants to invite others from their organisation that are not direct participants to share
in the learning that is being made.
Will this project be evaluated?
Yes, all participants will be expected to do a pre evaluation, an on-going evaluation and a post
evaluation consisting of both surveys and focus groups.

Applications can be lodged through the PIR website. Only one application is required per team and
