This is a guide to help low
income families find local
services to help keep food
on the table. There are
several programs that
guarantee vulnerable
populations, such as children and seniors, have
access to quality, nutritious foods.
CADCOM is designated
by Montgomery County as
the lead agency for the
administration of emergency food programs in
Montgomery County. The
Food Resource Center
distributes food to over 30
food cupboards and soup
kitchens through the State
Food Purchase Program
(SFPP) and The Emergency Food Assistance
Program (TEFAP). At
these sites, in addition to
various others throughout
the county, the Food Resource Center provides
other food-related services
to the low-income population of Montgomery
County, such as food
stamp outreach and nutrition education.
Many State and Federal
programs are only open to
income eligible participants. Though necessary,
many people are unaware
of the guidelines and such
believe that they are not
eligible for services. These
guidelines are revised
yearly and those that were
not eligible once, may be
able to receive benefits
now. Many of the programs operate at different
levels of poverty and their
income guidelines are included in the description
of each program.

CADCOM refers income eligible clients in Montgomery County to their local food cupboard. Families at
the 150% poverty level are eligible to receive TEFAP or SFPP food once a month. Families at or below 185% of the poverty level are eligible to receive
SFPP food once a month. Clients must bring proof
of Montgomery County Residency and a photo ID.
Proof of each additional member in the house may
also be required. Call ahead of time to ensure that
the cupboard hours have not changed.

The State Food Purchase Program provides county’s with
grants that can be used by the local government or their
designated lead agency to purchase food. These funds also
allow agencies to store, process, package, and transport
these commodities to food pantries, soup kitchens, homeless shelters. The Emergency Food Assistance Program
has quality, essential commodities such as dry milk, pasta,
canned fruits and vegetables. The food is stored in five distribution sites throughout the state and county’s can pick up
food. TEFAP food also gets distributed to food pantries and
soup kitchens. Pennsylvania Residents at or below 185%
poverty level are eligible to participate in these programs.
Residents may only visit food emergency food
relief in their county, once a month.

center to schedule an appointment. Currently there is no online or mail in application process. Client can call the toll free

Kitchens in Pottstown
WIC is a program that provides
supplemental food to pregnant women, breastfeeding mothers, a woman that has had a baby in the past six months or
twelve months if the mother is breastfeeding, and infants
and children up to the age five. Clients must live in Pennsylvania, no residency length requirements. WIC does not require proof of citizenship or alien status. The client must also
be assessed as medically or nutritionally at risk. The household gross income must be below 185% of the poverty income level. Foster children, food stamps, MA, TANF are all
income eligible.

The Child and Adult Care Food Program
provides food to seniors and children that
attend non-residential day cares and adult day centers. This
federally funded program ensures these populations have access to nutritious meals. The At Risk component of the program reimburses facilities that provide meals to after
school programs that serve communities where 50% of
the children are eligible to receive free or reduced
lunches.

Farmer’s market is a program for WIC recipients and low income seniors to purchase locally grown, fresh produce. During the summer and fall, participants can purchase from approved farmers and pick up seasonal fruits and vegetables
with vouchers. Only produce that was grown or grow able in
Pennsylvania are allowed to be purchased using FMNP
checks (citrus fruits, tropical fruits, and processed goods are
not allowed). Each client receives $20 in vouchers in $5
amounts. Recipients can go to farmer’s stands and farmer’s
markets that accept the FMNP checks and buy their produce.
Only certain categories of WIC participants
are eligible to participate in the program. Clients must check
with their local WIC office to determine their eligibility.
Low income seniors are defined as persons 60 years old or
older with household incomes not over 185% of the federal
poverty income level.

The Food Stamp Program or
Supplemental Nutrition Assistance Program (SNAP), is an essential component of the federal food assistance program. The program offers low-income households with food coupons or electronic benefits. Participants can use these benefits at most grocery
stores. These benefits assure that participants have access to a
healthy diet. The program is federally administered through the
USDA and state agencies administer the program on state and
local levels.
In Pennsylvania, candidates can fill

The SHARE program is a cooperative that
supports volunteers by enabling participants to purchase food packages that contain wholesale products. Generally packages contain meat, fresh fruits and vegetables, and common
staples. Individual items can also be purchased by
the case. Food is purchased at prices lower than in
grocery stores. In return participants are ask to perform two hours of community service at any level.
There is no eligibility requirements, therefore any
one is welcome to participate. A menu is sent to
each host site for the month, participants place their
order, and pick up their order at the distribution site
two weeks later.

Home delivered meals, also sometimes referred to as Meals
on Wheels, are provided by a number of agencies across
Montgomery County. Some programs are funded in part by
Aging and Adult Services. These agencies provide nutritious hot and cold meals to those consumers who have limited access to food and food preparation. Most consumers are
60+ but they also deliver to some disabled and other vulnerable
populations. Depending on the situation and the providing agency
payment can range from an anonymous donation to full price

The Summer Food Service Program
(SFSP) is designed to provide low
income children 18 years and
younger with nutritious lunches
and snacks during long breaks from school. Many of
these children participate in free and reduced price school
lunch and breakfast program. Camps and other summer
recreational programs that serve areas in need are eligible to
receive federal funds to include free lunches and snacks. In
order for a site to qualify, 50% of the children come from families that are at or below 185% of the federal poverty level.

CSFP is a USDA program that is designed to
increase nutrition in the diets of seniors 60
and older. Eligible seniors receive a monthly
box of food that is nutritionally balanced. To
participate in the program seniors must be enrolled, as there
are a limited number of packages available. Commodities
include vegetables, fruits, dairy, and meats.
Seniors that wish to participate must be 60
years old or older and at or below 130% the
Federal Poverty Level Guidelines.
