Thomas Carr College INTERNATIONAL STUDENT ACCOMMODATION AND WELFARE POLICY (Younger Students): Standard 5 CRICOS Provider No: 01968B Date of approval: October 2008 Date of review: 2013 To be reviewed by: Policy Sub Committee (reporting to the College Board) International Student Accommodation and Welfare Policy (Younger Students): Standard 5 Policy Statement Where students under the age of 18 years are not being cared for in Australia by a parent or suitable nominated relative, Thomas Carr College will ensure the arrangements made protect the personal safety and the social wellbeing of those students are appropriate. Policy Guidelines 5.1 Where Thomas Carr College has taken the responsibility under the Migration regulations for approving the accommodation, support and general welfare arrangements for a student who has not turned 18, Thomas Carr College will: a. Nominate the dates for which Thomas Carr College accepts responsibility for approving the student’s accommodation, support and general welfare arrangements using the specified PRISMS pro forma letter (see websites: PRISMS, DEEWR) b. Advise DIMA in writing of the approval using the specified PRISMS pro forma letter c. Have documented procedures for checking the suitability of the student’s accommodation, support and general welfare arrangements. Thomas Carr College requires the Homestay family to provide: i. An individual room ii. Adequate bedding and storage space iii. Adequate heating/cooling facilities iv. A place to study v. Laundry, bathroom and kitchen facilities vi. Suitable meals (Three meals per day) vii. Reasonable care and supervision viii. A current Working With Children Check Prior to formal acceptance of a Homestay placement, the Director of International Students or a designated staff member, will visit the proposed guardian home to confirm suitability of student welfare arrangements. The Policy will be discussed with the prospective Homestay. Regular contact with the Homestay family will be maintained throughout the student’s stay. This will include either visiting the home, telephone contact or personal contact through meetings or school events. Where a student requests a change of Homestay, Thomas Carr College will authorise and make the necessary arrangements with another suitable placement. All contacts with the Homestay will be documented. d. Advise DIMA as soon as possible in the event that the under 18 year old student has changed his or her living arrangements or Thomas Carr College no longer approves of the arrangements for the student using the specified PRISMS pro forma letter. 5.2 Where Standard 5.1 applies and the student is under 18 with a student visa that covers multiple courses, Thomas Carr College, with whom the student is enrolled is responsible for approving arrangements for the student’s accommodation, support and general welfare during the nominated period. (ie. where a student is enrolled at a language school to study a first language) 5.3 Where Standard 5.1 applies and Thomas Carr College terminates, suspends or cancels an enrolment of a student, Thomas Carr College must continue to check the suitability of arrangements for that student until: a. The student is accepted into another registered provider and that registered provider takes over responsibility for approving the student’s accommodation, support and general Welfare arrangement b. The student leaves Australia c. Other suitable arrangements are made that satisfy the Migration Regulations d. Thomas Carr College reports under Standard 5.1 that it can no longer approve the arrangements for the student In accordance and compliance with the National Code of Practice for Registration of Authorities and Providers of Education and Training to Overseas Students 2007. The content of this policy was approved by the Victorian Registration and Qualifications Authority on October 3, 2008 to be reviewed in 2013.
