Ourexcitementcanhardlybecontainedasweknowwehaveoneofthebestfacilitiesintheregionforthis
particulartypeofjuniorgolfprogram.Weintendtodeveloponeofthebestleaguesintheregion,aswellas
serveasanexampleforotherleaguestoemulate.
Whatdowemeanby“best”?Itmeanswewillendeavortobethe“best”ateducatingyourchildrenaboutthe
wonderfulsportofgolfinasafe,funandfamilyfriendlyenvironment.Sure,golfisacompetitivesport,scores
arekept,andsometimesyouwin,andsometimesyoudon’t,butaswrittenonthePGAJuniorLeaguewebsite:

doesrequireabackgroundcheckforanyonethatwillbeservinginanofficialAssistantCoach/Parent

providedtothegolfers.Theassessmentswillbeusedforthesolepurposeofdistributingabilityandage
equitablythroughoutourfourteams.
TeamassignmentswillbecompletedbyFriday,April14th.
Duetoourcommitmenttoensureequitabilityacrossteams,weWILLNOTguaranteeplacementwitha
specificfriendonthesameteam.However,ifyoubelieveyouhavecircumstancesthatwarrant
consideration,feelfreetomakeyourrequestand,ifpossibletoaccommodatewithoutupsettingtheteam
balance,yourrequestmaybeconsidered.Asalleventsstartandendatthesametime,evenifondifferent
teams,carpoolingshouldbesimplified…well,assimplifiedasitcanbe!Teamplacements,alongwithany
specialconsiderations,willbeatthediscretionoftheVGCPGAJuniorLeagueCommittee,definedasthePGA
LeagueCaptain,andtheleadAssistantCoach(Parent),ortheirdesignatedrepresentative.Ifconsensuscan
notbegained,theLeagueManagerhasthefinaldecision.
LeagueStructure–WeneedVOLUNTEERS!
LeagueManager–Theleagueistobeco-managedbyWillyLutz,PGAandDaveBarton,PGA,withDave
servingastheprimaryPOCforallmatters.TheLeagueManageristhefinalauthorityforalldecisionsrelated
totheleague.
LeagueCommittee–The“committee”iscomprisedoftheLeagueManagersandtheParentRepresentative,
orhisdesignatedrepresentative.Thepurposeofthecommitteeistoensureparentalinputisfactoredinto
applicabledecisionsregardingthefunctioningoftheleaguetoinclude,butnotlimitedto,equitableteam
placement,All-Starselection,generalpractices,andmore.
ParentRepresentative–TheParentRepresentativerepresentstheinterestsofallparentsandservesasour
league“ombudsman”.BrendanFordwillserveinthiscapacity.ThanksBrendan!
TeamCaptains–EachteamwillbeCaptainedbyaPGAProfessional.For2017,wewillhavetwo(2)PGA
Professionals,eachassignedtwo(2)teamstoCaptain,four(4)teamstotal.
TeamManagersandAssistantCoaches(ParentVolunteers)–Forourleaguetofunctionweneed,ata
minimum,eight(8)parentvolunteerstoserveastheprimaryPOCsforallteamadministrativemattersas
outlinedbelow.Thiswouldequatetofour(4)TeamManagersandfour(4)AssistantCoaches.TheTeam
ManagershallbetheprimaryPOCforallteammattersbetweentheLeagueManager,Committee,andTeam
Captain.TheAssistantCoachwillsupporttheTeamManager,andserveintheirplaceifrequired.
NOTE:Anyparentinanorganizationalvolunteercapacity,suchasTeamManagerorAssistantCoach,MUST
REGISTERatthePGAJuniorLeaguewebsiteassuchforourLeague.Asdiscussedpreviously,abackground
investigationisconductedifyouwillserveinthiscapacity,buttheyseemtobegetting“turnedaround”very
quickly.

PracticeSessionBasics
PracticewiththePros-Tuesdays:DuringthePracticewiththeProssessions,golferswillbebrokenupinto
groupsbyskillleveltomaximizetrainingeffectivenessforall,and/ormaybebrokenupintotheirrespective
teams,dependinguponthepracticeobjectives,whichcouldincludeoncourseplayperiodically,rules
demonstrations,strategy,andmore.PGAJuniorLeagueisaTeamsport,andsomelevelofteam
developmentwillbeapartofthepracticeprocesspriortoGameDay,notnecessarilyeveryweek,but
includednonetheless.
AdetailedPracticewiththeProsschedulewillbeprovidedastheguide,orlessonplanforallscheduled
practices.Thisschedulewillbeprovidedtoparentssotheywillknowwhatskillstofocusonintheeventtheir
childwasunabletoattendpractice.
Typically,wewillrotateonadefinedschedulebetweenarangeofstationstoinclude,butnotlimitedto,
putting,chipping,pitching,bunkers,fullswing,rules,etiquetteandmore.Often,wemayprovidehandsouts,
orthingsforthekidstoreadordobeforethenextsession(TRUSTME–nothomeworklevelstuff….funstuff,
maybesomegolfhistory,orfunfacts,etc.).Thiswillbeavoluntaryactivity,butwhosetosaywhatwemay
doattheendoftheyearforsomeofoursuperstarstudents!
Thepurposeofthe“teampractice”conceptistohelpdevelopthebondsbetweenthekidsoneachteamwho
mayrangeinagefrom8-13.TheteamconceptofPGAJuniorLeagueiscriticaltotheprogram.The
opportunityforthe“olderkids”tohelpthe“younger”kids,andmaybeeventheotherwayaroundisakey
tenantoftheprogram.
ACOREelementofallofouractivitieswillbetocreateafunandenjoyableeducationalenvironmentforthe
kids.Sure,therewillbesomedrills,andsomefundamentals,buttherewillbegamesaswell.
Golfballs,range,and/orcourseaccessduringPWPclinicsisincludedaspartofyourPGAJuniorLeague
Registrationfee.
OptionalPractices:AsPGACoaches/Instructors,weprovideinformationtogolfersofallagesandlevelsto
helpthemimprovetheirskills,understandhegame,andincreasetheirenjoymentofplaying.Forallages,reenforcementofnewanddevelopingskillsafteracoachingsessioniscritical.
Forthisreason,westronglyencourageAssistantCoaches,aswellasallotherparents,togettheirkidsback
outtotherangeafterthePracticewiththeProssession,butbeforeSaturdayGameDaytopractice.Turnthe
kidsLOOSEtohavesomefun,hitatthetargets,maybegetinsomepracticeholes,havesomelongdrive,or
puttingcompetitions,andmaybeevencomeinsideandgetachilidogandsomeicecream!Ifakidsstops
hittinggolfballsbecausetheywouldratherthrowaFrisbee,sobeit…wewanttellthemyetthatthrowinga
Frisbeeisalsogreatexercisefordevelopingrotationalstrengthindevelopingyouth…Itisimportant,especially
withthechallengesofhittingagolfball,tojustletthemcreatetheirownwaystoenjoythegameaswell.
Pleasenote,rangeand/orcoursefeesfortheseoptional(butrecommended)sessionsareNOTincludedas
partofyourPGAJuniorLeagueRegistrationfee,andaretheresponsibilityofthegolfer/parent.
Wewouldsuggesttheseactivitiesbecoordinatedbyindividualteamswithsomelevelofmodestcoordination,
butdonotconsiderthisaformal,mandatoryevent.Anyfeesforthesepracticesessionsare

GameDay-3:30p.m.ShotgunStart
ThePGAJuniorLeagueatVGCwillutilizea“shotgun”startforallGameDayevents,includingendofseason
tournaments.Thepurposeofthisistogetthekidsonandoffthecourseinatimelyfashion,andtofacilitate
car-poolingarrangementsforparents!
A“shotgun”startsimplymeansallplayersteeoffatthesametimeondifferentholesthroughoutthecourse,
andgenerallyallfinishataboutthesametime.
Additionally,thiscreatesmoreofanEVENTatmosphere,whichiswhatwewant.Notonlycanthekidshavefun
competingandplayingsomegolf,butwhendone,theIceCreamisjustafewyardsawaywhentheyaredone!
Allplayerswillbeexpectedtobeattheirstartinghole,readytoputaballIntheairat3:30sharp!
Foryouparents,westronglyrecommendyougetyourkidstothecourseearlyenoughtowarmupabit.
I’dliketoseeyougetyourkidsnolaterthan2:30,abitearliermaybebetter,sotheycanhitafewballs,rolla
fewputts,andbestagedatthepracticegreenat3p.m.forannouncementsandholeassignments.
At3:15,wearewalkingtoourholesfora3:30start,soplantobeinthestagingarea,readytogolf,at3p.m.
Uponcompletionoftheround,theparticipantswillfindtheirTeamCaptain,andManagerandprovidetheir
scores.GameResultssheetswillbecompletedandprovidedtotheLeagueManagerforthepurposeoftracking
teamandindividualresults.Ifthereisahighlymotivatedvolunteerthatwantstohelpwiththis,pleaselet
meknow!
AllStarSelection–EndofSeasonTournaments
ThePGAJuniorLeaguedictatestheprocessforAll-Starteamselection.Asan“internalleague”,oraleague
thatplayswithinitselfatasingleproperty,wewillbepermittedtoassemblea10-personAll-StarTeamto
competeonbehalfofourleagueataSub-RegionalCompetition,beginningafterAugust1,andcontinuingtoa
Regional,andNationalChampionship.
Selecteesarebasedonteamstandings,andeachteammustberepresented(hence,anotherreminderofthe
importanceofdistributingabilityacrossteams).
Forafour(4)teamleague,thefollowingAll-Starselecteedistributionsisapplicable:
• ChampionshipTeam–4spots
• RunnerUp–2Spots
• Team3–1spot
• Team4–1spot
• AtLarge–2spots(awardedbyLeagueCaptainmajority
“Spots”willbeawardedbasedonthefollowingcriteria:Attheconclusionofour6-weekregularseason
whereeachteamwillhavetheopportunitytoplayeveryotherteamtwice,weintendtoconductTWOstroke
playgolftournamentsoverthelasttwoweeksforallplayers.
Althoughtheformatforeachtournamentwillbethesame(strokeplay–playyourownball),aplayers
combinedscoreforthetwoeventswillbeusedasthedeterminingfactorforAll-StarTeamplacement.Even
forthistournament,TripleBogeywillremainthemaximumscorepossibleonanygivenhole.
• Pertheabove,thetopfour(4)playersfromtheLeagueChampionteamrosterwillbeselected.
• Thetoptwo(2)playersfromtheLeagueRunner-Upteamrosterwillbeselected.
• Thetopplayer(1)fromeachoftheremainingtwoteamrostersrespectivelywillmake-upthefinal
two(2)“automatic”spots.
• Two(2)at-largepickswillbemadefromtheentirefieldbasedontheremainingtoptwoscores
fromthecompletion.
Itisenvisionedwewillhaveawardsforeachtournamentday,butNOplayerwillbeeligibleforAll-StarTeam
selectionoftheydonotparticipateinbothtournamentevents.Therewillbenoexceptionstothesecriteria.
Shouldweatherprecludecompletionofoneortheothereventinitsentirety,thestandingsfromone
tournamentwillapply.
Shouldtherebeatieforanyspots,thefollowingcriteriawillbeused,inorder,asthetiebreaker:
1. #offlagsearnedbytheplayerduringtheregularseason,agoodrepresentationofconsistencyofplay.
2. #ofmatcheswonbytheplayerduringtheregularseason

Terms,ConductofPlay,andScoring
o Game–AGameisaTeamvsTeamcompetition.
o Team-ATeamiscomprisedof8-12players,boysandgirls
o Match–DuringaGamethereare4MatchesbetweentheTeams.EachMatchconsistsof2players
fromeachTeamplayingeachotherina“Scramble”.Each2-personTeamispermittedtohavea
Substituteplayerforthematch.WewilldiscusstheSubstituterolebelow.
o Scramble–A“Scramble”isaformatwherebothplayershittheirball,thenpickthebestone,andthen
bothhitagainfromthatspot.Thatformatisfolloweduntiltheballisholed.Theteamwiththelowest
scoreontheholewinsthehole.AllgamesareplayedinaScrambleformat.
o Flag–TheMatcheswillconsistof9-holesofplay.EachMatchisbrokeninto3“Flags”.AFlagis3
holes.ThegoalistowinthethemostFlagsofthe3availableFlagsinthematch.AFlagiswonby
winningthemostholesoutofthatparticular3-holeFlag.AFlagisworthONEpoint.Ifeachteamwins
ahole,andthe3rdholeistied,thatFlagishalved,andeachteamgetsahalfflagandahalf-point.For
example,ifoneteamwinsmoreholesduringtheFlagthentheotherTeam,thatTeamearnsthatflag
andONEpointforthatFlag.Hence,themaxscoreforwinningaMatchwouldbe3points,basedon
winningallthreeflags,andthemaxscore(onlyiftheteamwoneveryFlag),wouldbe12points(4
Matches,3pointsperMatch=12points).
o Substitute–Substitutescanbeassignedtoeach2-personteaminamatchandweintendtodothisfor
everyMatchwhenwehavetheavailablegolfers.Thepointofhaving12personTeamsistoensurewe
alwayshaveenoughplayers(becausethingsdocomeup)tofieldfour,2-personTeamsforeachofthe
fourTeamsinourleagueongameday(Saturday).
o Tomaximizeparticipation,aSubstitutecanreplaceaplayeratthestartofaFlag.Ifweusea
Substituteina9-holematch,eachgolferplays6holes,andservesasSubstitutefortheother3.
o Thisisanimportant,anduniqueelementofPGAJuniorLeagueasitgivestheSubstitutean
opportunitytoparticipatethroughcoaching,moralsupport,givingadvice,tendingtheflagstick,
etc.Itisdesignedtodevelopatrueteamaspectfortheevent,andwhatbetterwaythanto
learnhowtosupportyourfellowplayers.
o FortheVGCPGAJuniorLeague,substituteswillbeutilizedinallmatcheswhenmorethan8
playersareavailableongameday.Forexample,if10of12playersshowup,2matchesWILL
havesubstitutes.
o Innocircumstances,regardlessofskilllevel,willaplayerbeusedasssubstituteifthereare
remainingteammateswhomhavenotyetbeenasubstitute.Additionally,allplayersonthe
teamwillserveassubstitutesanequitablenumberoftimes.
o TeamManagers,alongwithTeamCaptains,willtrackthe#ofmatchesaplayerhasbeena
substituteaspartoftheGameResultsform.

selectedball'smark.Noplayershallrollorputthis/herballtothemarkedlocation.
2. Duringtheregularseason,aplayerwillbewarnedforimpropermovementofaballonthe
green.Subsequentviolatesbytheteaminthatmatchwillresultina1-strokepenalty.
3. Anyintentionalimpropermovementofaballonthegreentogainadvantagewillresultin
a1-strokepenalty.
2. PreferredLies:playersshallhavetherighttolift,cleanandplacetheirballbeforeeachshot.There
isneverapenaltyforinadvertentlymovingaballinPGAJuniorLeagueGolf,withtheexceptionof
rule1a.
1. Uponselectingtheshottobeplayed,playersshallmarktheballandthenplacetheball
withinoneclub-lengthofthemark,noclosertothehole,toplaytheirnextshots.Onthe
puttinggreen,theballwillbeplacedwithinONEPUTTERHEADlengthofthemark.Aball
maybemovedfromtheroughtothefairwayifitiswithintheone-clubdistance.However,
aballmayneverbemovedoutofasandbunkerorontothegreen.Additionally,aballon
thefringemaynotbemovedtotheputtinggreen
2. Noplayisallowedfromamarkedhazard.Noballwithinamarkedhazardcanbeplayed
fromwithinthehazard.Reliefmustbetaken,witha1-strokepenalty,ifthatballischosen
tobeplayed.Sandbunkersarenotmarkedhazards.Dropareaswillbeavailableonholes
withchallengingwaterhazardstopermitplayerstocontinuetheplayoftheholewithout
multipleballsinthewater.
3. OutofboundsisplayedasalateralhazardduringPGAJuniorLeagueGolfregularseason
games.
3. StrokeMaximum:TripleBogeyisthestrokemaximumonahole.NoholeinPGAJuniorLeagueGolf
canbewonwithatriplebogey.Anyteamfailingtofinishtheholeafterreaching2-strokesoverpar
shouldpick-up.Ifbothteamsareforcedtopick-up,thentheholeishalved.
4. Coachesmayonlyhelpplayerswithmatchstrategyafteraholeiscompletedandbeforethetee
shotsonthefollowinghole.Notechnicaladvicemaybegiventoplayersatanytimeduringplay.
5. Playersshallwalkduringtheirmatchesandmayeithercarrytheirbagsorusepull-cartswhere
allowed.Incasesoflongdistancesbetweengreensandtees,itispermissibleforCoachesand/or
scorekeeperstoshuttleplayerstothenexttee.Analternateplayer'sbagmaybecarriedonthe
scorekeeper'scart,untilthatPlayerentersthematch.
6. PaceofPlay:Wewantthekidstohavefun,butwewantthemtolearntheimportanceofplayingat
atagoodpace,evenastheyarelearning.Shouldagroupfallmorethanaholebehind(definedas
notphysicallyon,orapproachingthenextteeboxwhenthematchinfronthasalreadyclearedthe
greenofthenexthole),thematchwillbekindlyadvisedtopickuptheirpacealittlebit.Ifthegap
remainsastheyareapproachingtheteeboxofthe2ndholeaftertheyhavebeenadvised,theywill
berequiredtoskipahole,andneitherteamwillbeawardedtheholetowardswinningthat
particular3-hole“Flag”.
Forexample,ifaCaptain,orAssistantCaptainadvisesamatchto“catch-up”astheyapproachthe
#3teebox,iftheyarestillbehindastheyapproachthe#5teebox,theywillbeadvisedtoskipthe
#5hole,whichwillbe“halved”,withnoteamwinningthatparticularhole.If4,5and6aretheholes
forthisparticular“Flag”,theFlagwouldbedecidedbyholes4and6.
OurgoalasCaptainsistoadvisetheenoughinadvancebeforeagapdevelopssuchthatweNEVER
reallyhavetodothisbut,theruleisinplacenonetheless.Developingandawarenessofthisatan
earlyagecanhaverealbenefitsdowntheroad.
7. SPECTATORS–Parentsshallobservethecodeofconductandarenotpermittedtocaddie,orcarrya
player’sclubs.Parents/spectatorsmuststayintherough,alongthethetreelineatalltimes,andcan
notinterferewiththematch.Wewillpermitparents/spectatorstohelplookforballs,butthatshall
betheextentofyourinvolvementbeyondPOSITIVESUPPORT.OnlyauthorizedTeamManagersand
AssistantCoachescanengagewiththeplayersduringthematch,buteventhen,onlypertheCode
ofConduct.

Code of Conduct
Violations of the following guidelines should incur a warning and then a loss of point for that parent’s team if
circumstances escalate. Each team Captain has full authority over visitors to their facility.
For Parents and Spectators
•
Spectators acknowledge that the goal of PGA Junior League Golf is for players to have fun with friends.
•
Spectators agree to refrain from participating in players’ strategic decisions.
•
Spectators agree to defer the enforcement of rules to players and team leaders.
•
Spectators agree to abstain from coaching or giving advice to the players.
•
Spectators agree to abstain from caddying.
•
Spectators are encouraged to cheer, have fun and be supportive of the players.
•
Spectators agree to demonstrate sportsmanship, respect and a positive attitude.
•
Spectators must stay near the cart path and never step on the green.
•
Spectators agree to abide by any rules and regulations of the host facility (dress code, cell phone policy,
spectator policy, etc.)
For Players
•
Players acknowledge that the purpose of PGA Junior League Golf is to learn, and enjoy golf while having
fun with their friends.
•
Players agree to demonstrate sportsmanship, teamwork and a positive attitude.
•
Players agree to be respectful of fellow players, spectators, coaches, and facility staff.
•
Players agree to care for the golf facility and leave it in better condition than they found it.
