OPERATION OF MOTOR GRADERS TOWING MULTIPLE TRAILERS UP TO 42 M IN LENGTH FOR
CONSTRUCTION AND/OR MAINTENANCE OF ROADS IN REMOTE AREAS

APPROVAL

I hereby approve motor graders towing multiple trailers up to an overall length of 42 m, to travel on DPTI roads
within remote areas of the Northern and Western region boundaries, for the purpose of construction and/or
maintenance of DPTI roads.
EXEMPTION
2.1

I hereby exempt a motor grader, operating under the terms and conditions of this notice, from the following provisions
of the Road Traffic (Vehicle Standards) Rules 1999:
2.1.1
Part 5, Division 1, Regulation 27 (4)—Steering;
2.1.2
Part 7, Division 2, Regulation 66 (1)—Width;
2.1.3
Part 8, Division 8, Regulation 94—Vehicles needing side marker lights;
I hereby exempt a motor grader, operating under the terms and conditions of this notice, from the following provisions
of the Road Traffic (Oversize or Overmass Vehicle Exemptions) Regulations 1999:

I hereby exempt trailers towed in combination with a motor grader, operating under the terms and conditions of this
notice, from the following provisions of the Road Traffic (Vehicle Standards) Rules 1999:
2.3.1
Part 8, Division 7—Clearance Lights;
2.3.2
Part 8, Division 8—Side Marker Lights;
2.3.3
Part 8, Division 19—Other Lights, Reflectors, Rear Marking Plates or Signals;
Note:
Trailers are exempt from the above provisions only when used in a motor grader, multi trailer combination,
operating under terms and conditions of this notice.
I hereby exempt a motor grader and multi trailer combination, operating under terms and conditions of this notice,
from the following provisions of the Road Traffic (Vehicle Standards) Rules 1999:

Part 6, Regulation 60 (1)—Warning Signs for combinations over 22 m long;
I hereby exempt a motor grader and multi trailer combination, operating under terms and conditions of this notice,
from the following provisions of the Road Traffic (Oversize or Overmass Vehicle Exemptions) Regulations 1999:

Part 1, Regulation 3 (1)—Dimension limits;
CONDITIONS:
3.1
The motor grader and multi trailer combination is only permitted to travel on DPTI roads within the boundaries of the
Northern and Western region for the purpose of:
3.1.1
Undertaking activities directly involved with road construction and/or maintenance; or
3.1.2
Transport from a place of road construction and/or road maintenance operation to another place of road
construction and/or road maintenance.
3.2
The motor grader and multiple trailer combination shall not be driven or used on a road or road related area between
the hours of sunset and sunrise as specified in the Proof of Sunrise and Sunset Act 1923, as amended, and published in
the South Australian Government Gazette.
3.3
The motor grader and multiple trailer combination shall not be driven or used on a road or road related area during
periods of low visibility.
Note:
3.4
For the purpose of this notice ‘a period of low visibility’ means any time when, owing to insufficient daylight
or unfavourable conditions, persons or vehicles on a road are not clearly visible at a distance of 250 m to a
person of normal vision.
Travel shall only be permitted within DPTI Northern and Western Region boundaries, North of Port Augusta, North
of the Barrier Highway and North of the Eyre Highway.
Note:
Travel is not permitted across or along the Barrier or Eyre Highways.
3.5
The motor grader and multiple trailer combination shall not be operated at a speed exceeding 40 km/h.
3.6
That all vehicles in combination shall be appropriately registered (e.g. not registered for use on worksites only).

The sum of the load carrying capacity of tyres fitted to each unit of the combination must match the manufacturer’s
gross vehicle mass (GVM) or gross trailer mass (GTM) of that vehicle, where applicable. If no GVM or GTM is
specified then statutory axle mass limits will apply.
3.8
The motor grader and multiple trailer combination shall not exceed statutory axle mass limits.
3.9
The motor grader and multiple trailer combination shall not exceed manufacturer’s GVM and/or GTM for each
vehicle in the combination, where applicable.
3.10
Maximum width of the motor grader shall not exceed 2.65 m.
3.11
The tow coupling attached to each vehicle in the combination must be of the correct rating for its use in the
combination.
3.12
When in transit, any road construction equipment (e.g. towed roller) in the combination, must travel without any
additional weight added (i.e. no ballast).
3.13
The motor grader shall display a warning light or lights (revolving yellow flashing lights) so that the light emanating
from at least one of them is clearly visible at a distance of 500 m in any direction and which meet the following
specifications:
3.13.1
Emit a rotating, flashing, yellow coloured light;
3.13.2
Flash at a rate between 120 and 200 times per minute;
3.13.3
Have a power of at least 55 watts; and
3.13.4
Not be a strobe light.
3.14
Warning light(s) shall be either permanently connected into the electrical system of the vehicle or use standard
automotive connectors to allow easy electrical disconnection and removal of the light(s) when not required.
3.15
Warning light(s) shall have incorporated into their electrical system, an ‘on/off’ switch control which is located within
easy reach of the driver, when seated in the driving position.
The motor grader and multiple trailer combination shall be fitted with:

A ‘Long Vehicle’ warning sign complying with Part 6, Section 60, Section 61 and Section 62 of the Road Traffic
(Vehicle Standards) Rules 1999, that is clearly visible by other road users.
3.17
An audible warning device complying with Rule 34 of the Road Traffic (Vehicle Standards) Rules 1999, if the vehicle
was manufactured on or after 1 July 1996.
3.18
A rear vision mirror or mirrors complying with the requirements of Rules 35 and 36 of the Road Traffic (Vehicle
Standards) Rules 1999.
3.19
Parking lights that operate effectively and clearly visible, if the motor grader and multiple trailer combination is left
standing on a road or road related area between the hours of sunset and sunrise or during periods of low visibility.
3.20
Clearance lights and side marker lights that operate effectively and clearly visible, when the motor grader and multiple
trailer combination is left standing in a road related area between the hours of sunset and sunrise or during periods of
low visibility.
3.21
Service Brakes:
3.21.1
Operating on four or more wheels and comply with the performance requirements of Rule 128 of the Road
Traffic (Vehicles Standards) Rules 1999; or
3.21.2
Utilising a vehicular transmission retardation system commonly referred to as a ‘hydrostatic braking system’,
complying with the performance requirements of Rule 128 of the Road Traffic (Vehicles Standards) Rules
1999.
3.22
A parking brake that operates on at least two wheels and that is capable of holding the vehicle stationary on a 12
per cent gradient.
3.23
An actuating mechanism for the parking brake that incorporates a device that prevents accidental release of that
mechanism and holds the brake in the applied position unless intentionally released by the driver.
Notes:
For the purpose of this notice a vehicle which incorporates a positive transmission locking system that operates by
locking two transmission gears together or engaging a transmission parking pawl is deemed to satisfy the requirements
of Clauses 3.22 and 3.23 above provided that the mechanism is capable of holding the vehicle stationary on a 12
per cent gradient.
In accordance with Rule 226 of the Australian Road Rules a person shall not drive a vehicle with a GVM over
12 tonnes unless the vehicle is equipped with at least three portable warning triangles that must be used in accordance
with Rule 227 of the Australian Road Rules. If the GVM of the vehicle is not specified, the unladen mass of the
vehicle shall apply.
The owner of a motor grader and multiple trailer combination must ensure that all other relevant requirements under
the South Australian Road Traffic Act 1961 and the Motor Vehicles Act 1959 are met (e.g. registration requirements).

DEFINITIONS
4.1
‘Motor grader’ means a machine with its own motive power, fitted with pneumatic tyres, built to perform road
construction and/or maintenance tasks.
4.2
‘Trailer’ means a non powered vehicle fitted with pneumatic tyres, towed by a motor grader and is used to transport,
or is constructed to aid in road construction and/or maintenance tasks.
4.3
‘Motor grader and multiple trailer combination’ means a motor grader towing two or more trailers (e.g. motor grader
towing a road roller and a facilities trailer, and/or motor vehicle).
4.4
‘DPTI’ means the Department of Planning, Transport and Infrastructure.
