Addendum to the Housing Issues Report in support of a requested Official
Plan Amendment and Rezoning for Alexandra Park
1.0 Overview
This document provides updates to the Housing Issues report submitted in support for the Official Plan
Amendment (OPA) and Rezoning application for Alexandra Park originally submitted to the City of
Toronto in March 2011. The Master Plan for the area has been revised based on discussions with City
Staff and through further consultation on the details of the Plan.
The primary guiding principle of ‘zero displacement’ remains unchanged and Toronto Community
Housing is committed to ensuring that residents of Alexandra Park can choose to remain in their
community during revitalization if they wish. This addendum reflects a revised overall Master Plan for
Alexandra Park that has updated the number of market units and improved the phasing of development.
2.0 Updates to the Description of the Proposal
The total number of replacement units for the revitalization of Alexandra Park remains unchanged at 333.
A further 473 units will be refurbished in four of the existing buildings at 21-21a Augusta Avenue, 91
Augusta Avenue, 20 Vanauley Street and 73-75 Augusta Square.
The revitalization will now take place in 2 phases with 9 sub-phases as opposed to 3 phases with 10
sub-phases. The overall timeline of approximately 15 years remains unchanged.
There has been a reduction in the number of market townhouses from 9 to 6, and the height of the tallest
buildings has been reduced from 19 to 17 storeys.
Phase 1 includes all properties south of Street ‘B’ and a parcel midblock on Cameron Street between
Street ‘A’ and Street ‘B’ (please refer to Map 1: Master Plan – Phase 1). The original phasing showed
construction beginning on the surface parking lot at 91 Augusta Avenue.
Phase 1 will now begin on the surface parking lot on the east side of Vanauley Street. After evaluating all
scenarios, building on the surface parking lot at 91 Augusta Ave. required a significant amount of
infrastructure which would have implications on timelines and money. 91 Augusta Ave was originally
chosen as the location for one of TCH and Atkinson Co-op’s underground replacement parking lots given
its central location. Street ‘A’ would also have to be partially constructed to provide access to the
townhouses proposed. By starting Phase 1 on the surface parking lot across from 20 Vanauley Street, the
Atkinson Co-op replacement units would have existing road access and would not require the
construction of an underground parking garage.
Phase 1 will now start with the construction of through townhouses versus back-to-back townhouses in
the original submission.
