Founder Decree

National Bylaw: Premier bylaw
Introduction: A basic bylaw to start the operation of the party.
Expires on August 1, 2017.
Membership
1.0 The membership fee is set at $30 and the National Assembly by a motion of
adjustment passed by a 2/3 majority may change this amount. The first
membership is valid for 1 year, the second term for 2 years, the third for 3 years,
and so forth.
1.1 The fee is paid to register for another term. This fee will apply after the Party
has 500 members. Until then there is no fee to join.
1.2 Party members have the right to vote in any Leadership race and for the
nomination for the party's candidate for the House of Commons.
1.3 People who donate become associate members of the Party unless they
decline when they donate. Anyone can sign up for free. This status lasts 5 years
from sign up. Associate members can participate in the National Assembly and
attend party meetings but have no vote.
1.4 Each Sunday the national secretary shall issue the official membership list
with membership effective the day the registration form was signed.
1.5 On the first of the month the FEO shall issue the registered membership list
of the National Assembly. This list is valid till the first of the next month.
1.6 The registration fee to become a registered member of the National
Assembly and have voting rights is $60. This can be changed by the National
Assembly. The first membership is valid for 1 year, the second term for 2 years,
the third for 3 years, and so forth. The fee is paid to register for another term.
Leadership
2.0 The founder of the party Mr. Barry Aulis of Cookshire, QC shall serve as
acting Leader and name an acting Deputy leader. The National Assembly can
decide to replace Mr. Aulis with another acting Leader at any time.
2.1 When the party receives eligible status with Election Canada the National
Assembly shall hold an election for an interim Leader. Winner becomes Leader
and the second placed candidate becomes Deputy leader.
2.2 Within 2 years of the election of the interim Leader the party will hold a
Leadership election by the membership. The National Executive will set the date.
Federal council
3.0 The first 30 registered members who accept shall be appointed to the
Federal council. The acting Leader can appoint 8 members to the national policy
committee and the acting Deputy leader can appoint 4. These members serve on
the Council and committee until the election of an interim Leader.
3.1 Each candidate in the interim leadership election can appoint 5 members of
the Federal council. The elected Leader and Deputy leader can appoint 10 each.
These members terms will be for 2 years. The Leader shall appoint a national
policy committee whose members also serve on the Federal council.
Provisional executive
4.0 The acting Leader can appoint and dismiss the members of a provisional
executive that shall be 5 to 10 members including a president, vice-president,
chief agent, secretary, and auditor.
4.1 The National Assembly by a motion of dismissal can remove any member of
the provisional executive.
4.2 After the party has an elected interim Leader the National executive seats will
all go up for appointment by the elected interim Leader and Deputy leader with
the Leader appointing the president and the Deputy leader the vice-president.
The Leader and Deputy leader shall each appoint 9 members to the National
Executive. Terms last until dismissed by the Assembly or until the Assembly
elects a regular National Executive.
4.3 This Executive can appoint and dismiss the senior and junior officers of the
Party as follows. To appoint an officer takes a majority vote if made by the
president and a 2/3 majority if made by the vice-president. To create any
additional officers takes the same votes.
4.4 Senior officers serve a 4 year term and can be dismissed prior to that with a
2/3 majority vote of the Executive introduced by any member. Junior officers
serve at pleasure and can be dismissed at any time by a majority vote if it's
introduced by the president or vice-president and dismissed by a 2/3 majority
vote if introduced by a councillor.
4.5 The provisional executive shall have sole authority to spend money from the
Federalist fund.
4.6 There shall be a base wage of the Party set at $600. All full time employees
are paid a multiple of the base wage per week. All part time employees are paid
a multiple per month. There are no benefits.
Elections
5.0 The National Assembly will hold the election for the interim Leader and the
election of the Federalist candidate for any general or by-election. This applies
until the party has eligible party status.
5.1 The rules for these elections shall be set in the standing orders of the
Assembly.
5.2 If the election was a nomination vote the top two candidates are elected to
the National Congress.
Federal Election Officer
6.0 Mr. Barry Aulis of Cookshire, QC shall serve as the FEO or appoint another in
his place.
6.1 Once the National Assembly has 50 members it shall hold an election for the
FEO. The vote will be Yes / No for each candidate. If the candidate with the most
yes votes received a two-thirds majority the term of office shall be for 5 years, by
a majority the term will be 3 years, and by a minority a term of 1 year. Any ties
are broken by seniority.
