Welcome to the National Public Safety Football League’s newest member,
The Baltimore Warhawks Public Safety Football Team
The National Public Safety Football League (npsfl.com) was established in 1996, with
representatives as far west as San Diego and as far east as New York, which is home to four
teams.
The Baltimore Warhawks are based out of Baltimore, MD. Our home field is the newly
renovated Utz Stadium at Patterson Park. Established in the fall of 2013 with the intention of
building a public safety football team, made up of the Maryland’s regional Police Officers,
Firefighters, EMTs, Corrections Officers, and Military members, dedicated to raising funds for
local charities, the Warhawks began operations as the Warbirds, lead up by Kevin Connelly.
Now in the 2015 season, new Head Coach Bruce Cummings is ready to lead the Warhawks into
the NPSFL.
This manual is meant to assist our newest players or coaches become acclimated to the team.

HAWKS 12TH MAN community service initiative
All teams in the National Public Safety Football League not only compete every spring on the
field, but all year long participate in community service initiatives in their given regions.
The Baltimore Warhawks are proud to partner with the Living Classrooms Foundation, the OJ
Brigance Brigade Foundation for ALS, and the Andover Apache Youth Football Organization.
Each spring, the Hawks coaching staff assists with the clean up, and overall improvements to the
Andover Apache’s home field and field house.
Living Classrooms Foundation strengthens communities and inspires young people to achieve
their potential through hands-on education. Founded in Baltimore in 1985, Living Classrooms
Foundation has grown into an educational and economic force that combines one of the city's
most cherished assets, ambitious children and young adults who are struggling to succeed
against terrible odds. What began with one program in one city has grown into dozens of
programs across a region that now encompasses Washington, DC, Virginia, and Maryland.
In addition to the Living Classrooms Foundation, the Hawks also have joined with the Brigance
Brigade foundation for ALS. Ticket sales from Hawks home games goes to support our annual
donation to the Brigance Brigade.
PLAYERS & COACHES
I. ELIGIBILITY
All Players who compete in NPSFL league games must be full-time
-Police Officer
-Firefighter
-Corrections Officers
-Military: MOS - Police/Fire (Must have letter form CO confirming)
-Full Time EMTs
Coaches in the NPSFL do not have to be public safety employees
II . UNIFORMS
A. PLAYERS ARE RESPONSIBLE FOR THE FOLLOWING:
-Players Equipment: Shoulder Pads, Knee Pads, Helmet
-HELMETS: Color Scheme is Flat/Matte Black, Black Face mask
-PANTS: Black Game Pants (looking for sponsorship options)
-Players must purchase their own gloves, or other equipment needed
-Player will have the option to purchase game jerseys from the team
III. PRACTICES
A. Practices
-Players are responsible for bringing their own gear to practices.
-Pads are not needed for practice until Training Camp
-Held at Patterson Park, Atholton HS, Centennial HS, Rockburn Park,
or Soccer Dome in Jessup, MD.
B. Off Season Workouts:
-Captains are responsible for organizing
-No pads, Helmet is accepted to get use to wearing
-Black Workout shorts or pants

IV. MEMBERSHIP DUES
A. Membership Dues
-Player dues to the NPSFL are $25 per player
-Team Membership to the NPSFL costs $1,100 per organization
-Membership to the team averages between $250-$300 (NPSFL fee included in
yearly membership) Player dues are determined based on the monetary needs of the
team
-Dues are split on the players based on the costs of; GAME DAY OPERATIONS, NPSFL
PLAYER MEMBERSHIP, NPSFL TEAM MEMBERSHIP ($1,100) TRAVELING COSTS, MISS. COSTS,
FIELD COSTS, ECT. (Cost break down is discussed at Fall-Membership Meetings)
-Players have the right to purchase their game jerseys from the team.
B. Payment Plans
-Beginning in October 2014, Members must make a $50 downpayment to player dues, by
November 1st.
-If downpayment is not received by November 1st, a $50 fee will be assessed to the final
yearly due.
-Players can make full payment if they wish
-50% of player dues must be received by January 1st
-100% of player dues must be received by February 1st
-Players who do not have their dues payed by February 1st will be fined $50 on top of their
player dues.
-Players who DO NOT pay their full dues by March 1st will be Suspended until dues are
paid.
C. Coaches
-Coaches are responsible for purchasing their own gameday polos or apparel
-Coaches are responsible for purchasing their own coaching equipment needed
