- The Efforts of Chishima Real Estate in Kitakagaya Area
Chishima Real Estate is contributing to change the old Namura shipyard and surrounding
area in Kitakagaya to a creative and attractive place by the power of the arts.
Kizu River area near Osaka Bay was once a major heavy industrial area used to support
Japan‟s modernization. Chishima owns large property at this area and rented approx
42,000sq-meter to Namura Shipbuilding Co., Ltd. from 1931. In 1989 Namura Shipbuilding
Co., Ltd. returned the property to Chishima, and since then we have been looking for a good
opportunity to utilize this property.
In spring 2004, Mr. Yoshikazu Shibakawa, president of Chishima, met with an art producer
Mr. Keito Kohara, who had a great impression of this unique scenery. Both agreed to work
together to make the site into a base of arts and culture. This approach is similar to
revitalizations such as “Le lieu unique”, an old biscuit factory in Nantes, France and
“NDSM”, an old shipyard in Amsterdam, Holland.
“Creative Center OSAKA (CCO)” was established at the old Namura shipyard in 2005, since
then we have been renovating the site including other properties nearby. We named this area
“Kitakagaya Creative Village” and are welcoming various artists and creators to this area.

◆1993
Opening of studio “PARTITA” for music rehearsal.
Renovated existing old warehouse and mainly used by professional musicians.
◆2004 - February
Mr.Shibakawa met Mr.Kohara and started to turn symbolic old shipyard
during strong economic growth period into a new site by art.
◆2004 - 24-25th September
First event “NAMURA ART MEETING „04-‟34 Vol.00” was held. This
project will continue for next 30 years.

In 2004, Mr.Keito Kohara, an art producer, visited
the old Namura shipyard and suggested us to make
this property into a cultural area, utilizing its
remaining structure and the unique scenery which
faced in front of steel mill.
The first step was to lease this property to
“NAMURA ART MEETING”, a project which will
use this old industrial heritage for next 30 years to
make new art challenge. The first event was held in
September 2004 and second in September 2005.
And now the event is opening once every two years.

In 2008, the committee conducted survey research
about effective use of the old industrial area for arts
and culture. By collecting information of similar
case examples from domestic and overseas and
holding workshops with guest speakers, they
discussed about next 30 years‟ direction of this
project.

NAMURA ART MEETING Committee member profile
Kohara – Representative since 2004, general producer of Art Complex group.
Worked as a stage lighting designer, he established “Art Complex 1928” in 1999 and became the
producer. Besides producing theaters, he actively engaged in artistic infrastructure, like establishing
a fund for culture support or opening “Creative Center OSAKA”.
In 2006, he was appointed as a director of art space “Geijutsu Sozokan” by Osaka City. In 2009, he
was appointed as a councilor of Cultural Department at Osaka prefectural government office.
■Keito
Kinoshita – Committee member since 2004, associate professor at Communication Design
Center of Osaka University.
Master degree, Kobe Design University. Art producer at Kobe Art Village Center from 1996 to 2005.
Main activities – Produced “Kobe Art Annual 1996-2005”, “Minatomachi Underground Project”
(2003), “Nakanoshima Communication Café” (2006), “Yanobe Kenji Project of Aqua Metropolis
Osaka 2009”, “Roppongi Crossing 2010: Can There Be Art?”.

Kenji Kai – Committee member since 2008, member of NPO “remo: record, expression and
medium organization”, which aims to create the power of indivisual to use medias.
He engages in cultural policy by editing, design, direction and management. Board member of NPO

1-3. Creative Center OSAKA(CCO)
The old shipyard began to be reused by
“NAMURA ART MEETING” since 2004
every two years. To gain more recognition of
this site, “BLACK CHAMBER”, a space for
creative activities renovated from old office
rooms at the shipyard, opened in 2005.
Chishima Real Estate invested the construction
work and Keito Kohara‟s Art Complex group
manages the facilities ever since.
BLACK CHAMBER is in the old office building.
At the same time, “STUDIO PARTITA” was
incorporated and the whole area was reborn as
“Creative Center OSAKA(CCO)”, which
provides a dedicated support facility for all
forms of creative activities.
Recently CCO opened “AIR (Artist in
Residence) OSAKA”, an accommodation for
artists, and established a new theatrical
company in BLACK CHAMBER.

2-1. Approach to the Arts in Kitakagara
Since the opening of “NAMURA ART
MEETING” in 2004, its activity was
becoming well known among people who
were interested in arts and the “Namura”
name became well recognized. But the
property was located in the industrial area,
isolated from the community.
In the meantime some of our properties in
Kitakagaya area (approx 230,000sq-meter)
were returned to us, we decided to rent these
old buildings to artists, art organizations and
creators.
An old inn was renovated to suit their
accommodation and called “AIR (Artist in
Residence) OSAKA”. Now we are promoting
the vision of “Kitakagaya Creative Village”,
that invites artists and creators to this area.
From 2009, Suminoe ward office has been
cooperating with us in this project.

2-2. Kitakagaya Creative Village Project - Renovation of Vacant Properties
In 2009 “Kitakagaya Creative Village”
project started. This project aims to make
Kitakagaya area into a creative and attractive
place by gathering artists and creators, then
create a world renowned cultural destination
and contribute to this area.
As part of this project, vacant houses and
factories are provided at reasonable rent for
artists and art organizations. They can
renovate the properties by themselves and
make their bases as they want.
We hope that this area will become a center
of artists‟ activities in the future.
AIR OSAKA, renovated inn for artists
“AIR OSAKA” was opened in 2008, and in
2009 former factory, shop and rental house
were renovated by art organizations. And a
number of artists have moved into this area.

2-3. Cooperation with Suminoe Ward Office
At the end of 2008, Suminoe ward office asked
us to participate in the redevelopment of the
old shipyard area. Since then regular meetings
have been held by the head of the ward office
and his staffs, CCO staffs, members of art
organizaions in Kitakagaya, the head of the
regional area association and Chishima Real
Estate, to arrange an event letting people know
about the Namura premises.
In December 2009, the concert “Suminoe
Music Festa” was held . Seven music bands
performed and more than 300 people attended.
The committee also issued “Kitakagaya
Report” which showed the history of the
shipyard and region.
The committee continues discussions about the
future of this area.

3. Future Plan
◆ Making a new brand for Kitakagaya by the arts and creativity
Despite the economic downturn around Osaka bay area, Namura‟s name is becoming popular as a unique art
space. We are now aiming to tie up with overseas groups like “NDSM” in Holland and appeal our existence to
the world.
The old shipyard renovation has gradually become to spread to this area and some artists have already moved
into Kitakagaya area. These days, there are more communications between artists and the local people, and
artists are more involved in the community. This area was seen as an aging community with many vacant houses
and factories, but these artists will give new activities for the locals.
An attractive town will make the town people happy and attract many visitors. Chishima Real Estate has taken a
stance to contribute to this region through the arts and creativity.
◆ Active use of waterside
The old Namura shipyard faces the Kizu River and the premise has its own dock to access the river. The dock
can be used for various functions. For example, in the summer 2009, it was used to build the “Lucky Dragon”,
an art ship by Kenji Yanobe for the event “Aqua Metropolis Osaka 2009”. This ship cruised between Namura
and Nakanoshima, and became one of the most popular attractions during the event.
As properties with river access are not so common, they should make art events more attractive when utilized.
We plan to tie up with water transportation and to increase the value of waterfront activity.
We understand that making an attractive town will take a long time, that‟s why we have set the 30-year rental
term to the project “NAMURA ART MEETING”.
We will continue to develop the region‟s unique image and value proposition, and to support development of arts
and culture, not only for the region but also for Osaka.

Edo to Meiji Era ◇ ◇ Property development to purchase of land
Creative Center OSAKA (CCO) is located at Kitakagaya where used to be an ocean and had
developed as a new manmade land in Edo era.
At the property of CCO…
◆1745 –
Mr. Jimbei Kagaya (founder) contracted to develop ricefield “Mitate-shinden” (Later called
Kagaya-shinden).
Mr. Kagaya was a money exchange dealer at Semba-Awajimachi Osaka. During his business
trip to Sakai, he found this property was appropriate to develop to a new land.
◆1755 –
The land was renamed “Kagaya shinden” and development was continued and completed by
third generation of the Kagaya’s Family.
◆1879 –
Mr. Mataemon Shibakawa purchased 673,200㎡ area which developed by third generation of
the Kagaya’s, from Mr. Juzaburo Shibata.
◆1912 –
Chishima Real Estate Co., Ltd. was established.
◆1913 –
Chishima became a property owner of Kagaya’s land.

Taisho Period to World WarⅡ ◇◇ Development from farming area to
industrial
From 1914 to 1918, many shipyards were built at the Kizu riverside to meet big demand of
ship by the World War I.
In those days, there were many dealers who did not own their shipyards, and there were
good demands to lease these yards.
The Great Depression in 1920 forced many shipbuilders to bankrupt and disappear. The
Manchurian Incident in 1931, and The Shanghai Incident in 1932 encouraged to develop
munition industry. In the area around the Kizu River, number of new factories and
production demand had increased from 1934.
At the property of CCO…
◆1916 –
Kagaya shinden started to change from farming land to industrial area.
◆1917 –
Osaka Ceramic Co.,Ltd. entered in shipbuilding business and built new
shipyard at north Kagaya(Kitakagaya).
◆1931 –
Chishima Real Estate made a lease contract for 14,462 sq meter land with
Namura shipbuilding Co.,Ltd.

After the war ◇◇The move and withdrawal of shipbuilders
During the World War II, many shipbuilding factories around the Kizu River had a damage,
but after war they recovered by strong economic growth. Three major shipbuilders,
Sanoyasu, Namura and Fujinagata, made good success in the area. But later the area
faced severe international competition and these shipbuilders were eventually
decentralized.
At the property of CCO…
◆1973 –
Namura built new shipyard in Imari, Saga Prefecture for large ship orders.
◆1979 –
Namura Osaka factory withdrew from new ship building. The maintenance department
became a subsidiary company Namura Juki Senkyo Co., Ltd.
◆1989 –
After 58 years lease contract, Namura ended up and returned property to Chishima
Real Estate with their buildings.
