Chairman Doyle Carter called the meeting to order at 10:00 am. Danny Leeper
led the invocation and Charlie Latham led the Pledge of Allegiance was spoken.

> NORTH FLORIDA TPO MINUTES OF OCTOBER 13, 2016
Chairman Carter asked for review and approval of the October 13, 2016 TPO
Board minutes.
A motion was made by Commissioner Danny Leeper to approve the
October meeting's minutes of the North Florida TPO Board; seconded by
Mayor Charlie Latham; motion unanimously carried.
A. FINANCE COMMITTEE REPORT
Commissioner Leeper reported the Committee reviewed and accepted the
September 2016 Financial Statement. He brought attention to the positive
Change in Net Assets of $37,553.89. He reported the Committee considered
and approved a 5% increase in staff salaries and would like to add this item to
the agenda.
Commissioner Leeper moved to add the salary increase to the meeting's
agenda; seconded by Mayor Latham; motion unanimously carried.
Commissioner Leeper brought attention to the report distributed that shows the
comparison numbers for a 3% and 5% increase. He stated the raises were
already accounted for in the adopted 2016 budget.
Commissioner Leeper made a motion to approve the 5% increase in
salaries for the TPO Staff; seconded by Commissioner Diane Hutchings;
motion unanimously carried.
> B. FDOT REQUESTS AMENDING THE FY 2016/17 THROUGH 2020/21
TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
Scott Clem stated the FDOT requests 12 amendments into the TIP for Fiscal
Years 2016/17. The Duval and Pecan Park Road improvement project includes
adding lanes and traffic signal improvements. This project is funded through the
Jacksonville's Economic Development Grant of $2.8 million. This will include the
Amazon Fulfillment Center.
He reported projects two through twelve are lighting retrofit projects at each
corridor listed. He stated these projects are funded by the Highway Safety
Program.
Chairman Carter asked where the list was created. Mr. Clem stated it comes
from the District Office and then is submitted to the Central office for prioritization
based on crash data, benefit costs and other factors. He reported other counties
will come later.
A motion was made by Commissioner Hutchings to approve the
amendments into the TIP; seconded by Mayor Latham; motion
unanimously carried.
EMERGENCY RESOLUTION SUPPORTING THE NORTH FLORIDA
FASTLANE GRANT APPLICATION
Executive Director Jeff Sheffield reminded the Board of the project previously
submitted for the FASTLANE grant that would modernize the switches and rail
infrastructure predominately behind the convention center and the McDuff
railyard. This would hopefully relieve the trains parked on the tracks close to
Baptist Hospital. The TPO received notice that grant applications could be
submitted again. The grant includes $850 million dollars in fiscal year 2017 but
applications must be submitted before December 15 of this year. There was
discussion with our partners to move this project forward again as it was well
received by the USDOT and favored by the Secretary. He stated we will submit
an enhanced application to include technology with the lessons we have learned
from the previous process.
He stated the hope is for the FDOT to select it as one of the three submittals. He
reported the goal today is to get an approved resolution for support from the
Board to include with the application.
Councilman Sam Newby made a motion to add the Emergency Resolution
to the meeting's agenda; seconded by Commissioner Hutchings; motion
unanimously carried.
Councilman Newby moved to approve the resolution supporting the
FASTLANE grant application; seconded by Commissioner Hutchings;
motion carried unanimously.
C. NORTH FLORIDA SMART REGION MASTER PLAN PRESENTATION
Mr. Sheffield told of the Smart Region Master Plan Workshop being held at our
office today from 1:00 to 4:00. He stated this is one of our UPWP efforts. The
significance of today's workshop is to look at 42 proposed projects to be included
in the Smart Region Master Plan initiative.
Mr. Sheffield referenced the Smart Cities application submitted by the City of
Jacksonville that was not successful. The Smart Region concept was to
enhance and advance this initiative. He introduced Greg Kruegerfrom HNTB to
present the plan.
Mr. Krueger announced this would be the short version. He suggested everyone
attend the workshop this afternoon to see the full version.
Mr. Krueger stated the vision statement of the initiative. "The vision for the
Florida's First Coast is to become the nation's first Smart Region by identifying
and implementing new and emerging technologies through an integrated
Transportation Systems Management and Operations (TSM&O) approach to
address the transportation needs of our region. Leveraging these emerging
technologies in an integrated, efficient and impactful manner is essential for our
region to meet our public and private transportation safety and mobility needs,
compete in the global economy, attract and retain information and technology
industries, and enhance our quality of life." He stated that the concept is looking
at new technologies in transportation to improve transportation management and
operations.
He gave a quick background of the plan. He stated the ITS Master plan that was
developed in 2010 has many projects that are completed and new technologies
have emerged. The Path Forward initiative of the LRTP identified regional needs
and plans for TSM&O strategies. The US DOT Smart City Challenge received
78 proposals of which Columbus Ohio was the awarded city. Jacksonville did
submit an application but was not selected. They are taking that as a basis for a
revised application to take advantage of other opportunities.
Mr. Krueger stated this brings us to the Smart Region Master Plan. He brought
attention to the accomplishments of the ITS Master Plan such as the 511
information system, the 54 miles of freeway and 35 miles of arterial management
systems as well as other projects.
He reviewed the Smart Cities Challenge where $40 million from USOT was
awarded to the winning city. MetroLab is part of the Smart Cities initiative where
the City and universities partner in research for several projects in the Northeast
region. Those projects for Jacksonville include: Emergency Response Mapping,
Bicyclist/Pedestrian Behavior Analysis and Neighborhood Connectivity Analysis.
He reported that Industry is involved as well. AT&T, Cisco and IBM are making
investments in different cities across the country to further build their business
practices and making sure those practices are being used to better the city.
He presented some details on the Connect to Jax, Smart City Challenge
application that was submitted at the first of this year. He stated there were three
major components of the application which included to complete ITS
infrastructure foundation such as replacing outdated fiber optic cable, expand the
ITS infrastructure to include wireless internet at each of 1 ,000 intersections and
enhance capabilities for future technologies.
Mr. Krueger stated developing a Smart Region will drive economic development
such as improving efficiencies and new opportunities. This would reduce delays
in traffic and fuel consumption. It will also provide opportunities for
Entrepreneurs and data for developers.
The main objective to the Smart Region Master Plan is to eliminate fatalities. It
will also improve travel time reliability, reduce C02 emissions and provide
opportunities for North Florida to grow.
He displayed the 42 projects which will be detailed at the Smart Region Master
Plan Workshop this afternoon at the TPO office from 1 :00 to 4:00. He stated
there were four categories of projects: Local Intelligence, Electrification, Services
and Data Management System.
D. FDOT TENTATIVE FIVE-YEAR WORK PROGRAM FY 2017/18 2021/22
Jim Knight presented the Five-year work program for fiscal years 2017/18. He
reported the public hearing will be held tonight at the Urban Office from 4 to 6
pm.
He stated the FDOT's mission statement is to provide a safe transportation
system that ensures the mobility of people and goods, enhance economic
prosperity and preserve the quality of our environment and communities.
Mr. Knight stated there is always more needs than funding but to prioritize the
work program these factors are considered:
• Safety
• Resurfacing/Preservation
• Bridge - on and off system
• Capacity - studies to construction
• Traffic operations
• Enhancement
• Public transportation programs and
• Off-system projects
He reported the project phases include: planning, project development and
environment, design, right-of-way acquisition and construction. He stated this 5year work program is in this current year, 2016/17 which will include fiscal years
2017 to 2022.
Mr. Knight reviewed each project by county included in this work program.
Clay County - First Coast Expressway SR 23, new road construction;
SR 21 (Blanding Blvd.), add lanes and reconstruct; CR 220 from CR 209 to CR
220B, add lanes and reconstruct.
Duval County - SR 202 (JTB) at Gate Parkway, interchange add lanes; I95 at Airport Road, interchange improvement; 1-10 Marietta Interchange,
landscaping; 1-10 at Yellow Water Road, bridge replacement; Jacksonville
National Cemetery Access Road, new road construction; 1-95 Overland Bridge,
landscaping; SR 202 JTB at San Pablo Road, intersection improvement; 1-295 at
Collins Road, interchange add lanes; 1-10, add lanes; SR 9B from 1-295 to 1-95,
landscaping; SR AIA/Timucuan Trail from Big Talbot Island to Little Talbot
Island, bike path/trail; 1-95 at SR 152, add turn lanes; 1-95 Express Lanes from
JTB to Atlantic Blvd. add managed lanes; 1-95 Express Lanes from the Duval/St.
Johns County lines to 1-295, add managed lanes; Port Jacksonville North Rail
Corridor Development, rail capacity project.
Nassau County - Henry Smith Road from US 1 to CR 108, road
reconstruction; Pratt Siding Road from US 1 to Old Dixie Highway, road
reconstruction; Dyal Road, road reconstruction; Amelia Island Parkway Trail, bike
path/trail.
St Johns County- US 1 at San Carlos Intersection, landscaping; SR 313
from SR 207 to South Holmes Blvd., new road construction; 1-95 from
International Golf Parkway to the Duval County Line, add managed lanes; US 1
from SR 312 to SR 16, planning study.
Mr. Knight reported that there are more projects in each county and you can view
those on these websites: www.d2wpph.com and www.nflroads.com and more
information will be available at the public hearing tonight.
Mr. Sheffield added that the 1-10 widening, 1-95 express lanes at the Overland
Bridge and the First Coast Expressway are very important projects as they were
not designated for our region. They were competitively received to our region
through the SIS program which is a statewide funding initiative. This district

received 40% of the overall funding due to the readiness of projects in our area.
He stated this is a significant message for our region.
Greg Evans stated there will be more media coverage once the budget is
adopted out of the Governor's office early next year. He stated that if you add
those projects together it would be an additional $1 billion to the 5-year work
program.
Commissioner Hutchings thanked the FDOT, Mr. Knight and the District
Secretary and his staff regarding their professionalism and helpfulness at the
Orange Park meeting last week.
E. EXECUTIVE DIRECTOR'S REPORT
Mr. Sheffield discussed the North Rail Corridor project that the TPO has been
working on for several years for a new rail corridor in North Jacksonville for better
efficiency. He reported it is stalled at this time as we move into a federal
environmental process. The manner of how to approach that and the funding
opportunity are the reasons for the stall. He said as of July 1, 2017, the initial
funding will be in place and we will proceed to the Federal Surface
Transportation Board's National Environmental Protection Agency process. The
funding will be approximately $3 to 4 million to be used within a two year period.
The next step to prepare for July is to develop a consortium over the next few
months with the TPO, JAXPORT, Jacksonville International Airport, the city of
Jacksonville and CSX to be the group applicants. He stated FDOT will be the
funding source but will be separate from this group to be the reviewer of the
process.
Mr. Sheffield stated the Federal Highway Administration was asking for a
submittal of recommendations as they were developing a national alternative
fuels network initiative. He reported the TPO did submit something for Northeast
Florida. He received a letter stating there would be 85,000 miles of network in
the nation and the only mileage in the state of Florida is for the Northeast portion.
Mr. Sheffield stated that regarding the Timucuan trail project and the state's
funding under Suntrail. He stated a number of segments of the St. Johns River
Sea Loop that touch St. Johns County did receive funding along with continued
funding for the Timucuan Bike Trail. This will cause movement down the list and
advance some projects.
He also talked about the MPOAC Institute that is held two times a year for new
members as an orientation to MPOs. He announced that the TPO is looking into
producing a new members' notebook and have the training at the TPO office. He
stated the members that have attended could provide some feedback of this
process.
He announced that today would have been St. Johns County's Commissioner
Rachael Bennett's last meeting. She had a conflict today and could not attend.
Mr. Sheffield stated she has made a significant imprint in regards to the
alternative fuels initiative. Some of the CMAQ funding was used to convert fleets
of which St. Johns County has done and Ms. Bennett was a big part of.
Mr. Sheffield also told of Carl Youman's leaving the board and will be greatly
missed. He stated he would be back as he will be out of town next month.
F. SECRETARY OF TRANSPORTATION'S REPORT
Secretary Greg Evans reported that last week Governor Scott was in town
participating in the ribbon cutting ceremony for the 1-95/1-295 north interchange.
He stated the tentative 5-year work program public meeting will be tonight from
4:00 to 6:00 at the Urban Office Training Center.
G. AUTHQR!TGREPORTS
Adam Salzburg, Nassau County Ocean Highway and Port Authority - Mr.
Salzburg reported they have completed the upgrade on their scales project and
thanked the FDOT for their help with the grant for that. He stated next year they
will start refendering of the wharf facility.
Jamie Shelton, Jacksonville Port Authority - Mr. Shelton stated that JAXPORT
established a record for the recent fiscal year end with a movement of 968,000
TEUs. He reported there is a huge growth in the Asian container trade and also
the automobile roll on/roll off side of operations. He also reported that JAXPORT
continues to support and contract with small businesses which is about 14% of
the contracts through the Port each year. In the Logistics Management
Magazine, JAXPORTwas voted number one in Customer Service in this region.
He reported that Michael Stores were recently approved to begin using the
Northeast Florida Foreign Trade Zone which expedites the ability to clear
customs and make movement of goods more efficient. He reported the three
cranes on Blount Island are almost ready for operation. He stated they consume
power on lifting the containers and create power on lowering them. Mr. Shelton
reported the 2017 Logistics and Intermodal Conference is set for March 20
through 22 at the World Golf Village with the keynote speaker being Shannon
Miller.
Isaiah Rumlin, Jacksonville Transportation Authority- Mr. Rumlin announced
that JTA was launching the First Coast Flyer's Blue Line on December 5th to
service the Southeast Corridor of Jacksonville. He stated this will connect with
the Green Line and will serve North and Southeast Jacksonville with high
frequency, energy efficient and wi-fi equipped buses. The Red line which is to
service the East Corridor will connect services from the Beaches to Orange Park
scheduled to begin in 2019.
Carl Youman, St. Augustine/St. Johns County Airport Authority - Mr. Youman
stated it has been a great privilege to serve on this board for 8 years. He
commended the TPO for creating balance throughout the region and the
opportunities to go forward with road projects, etc. He asked that everyone
remember the State Road 313 from US 1 project for the Airport Authority.
H. OLD BUSINESS
None at this time.
I. NEW BUSINESS
Mr. Sheffield reminded the Board that Election of Officers will happen at the
December meeting. At one time, it was decided to have the Chairman do a two
year term as one year was not enough time for a Chairman to be familiarized
with the workings and process required of a chairman. This idea of terms does
not give some who may not get the opportunity to take an officer's role due to the
rotation process. He reported that Duval will serve the current two-year term and
the bylaws will be revised after that to state the terms to be one year.
He reported the TPO Board workshop that was being planned for January will
now be at the December meeting at the discretion of the Board. He stated there
would be few action items on that agenda and would still leave January as a
break time.

The Florida Department of Transportation (FDOT) is requesting a change to the Strategic Intermodal System (SIS)
designation and STRAHNET (strategic highway network). The requested change in Duval County would be to remove the
SIS designation on the STRAHNET connector to NAS Mayport from Atlantic Boulevard (SR 10), and reassign the SIS
connector to Wonderwood Drive/SR 116 . This alignment provides more of a direct connection to /from 1-95 to the
military facility, has a better Level of Service, Access Management and will better serve NAS Mayport by decreasing
travel time to and from the Naval Base.
Attached is the request from FDOT to reassign, the review and approval from FHWA and a map designating the
alignment for SIS connection. FDOT would like a letter of support from the North Florida TPO on the reassignment.

Subject: STRAHNET Connector Designation for Naval Air Station, Mayport Fl
Dear Mr. Hutchinson,
The Wonderwood Connector, which connects 1-295 to Mayport Road, was completed in 2009.
The 4-lane divided roadway was added to the State Highway System and is designated as
State Road 116. With the completion of the roadway, District 2 recommends the STRAHNET
Connector for NAS Mayport be reassigned from SR-10/Atlantic Blvd to SR-116AVonderwood
Connector. SR-116 has a better Level of Service, better Access Management and will better
serve NAS Mayport.

We have reviewed the Florida Department of Transportation's (FDOT) request to relocate
the Strategic Highway Network (STRAHNET) Connector to the Naval Station Mayport in
the Jacksonville area. The proposed rerouting along SR-116 will decrease travel time to and
from the installation. My staff has verified that the Department of Defense's Surface
Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA)
concurs with this rerouting. I find the proposed modifications adhere to National Highway
System (NHS) criteria in 23 CFR 470 and hereby approve the following:

FDOT also requested that the eastern portion 1-295 (formerly SR-9A) be shown as Interstate
STRAHNET. The FHWA's NHS map record for the Jacksonville area already depicts this
Interstate route. The SDDCTEA has updated their STRAHNET map record to show this
1-295 segment as Interstate as oppose to "SR-9A STRAHNET connector."

between U.S. 1 and the Bridge of Lions. Duval Asphalt Products, Inc., of Jacksonville began in
April 2015 and finished May 21, 2015 at a cost of $293,750. (4102143)
1-95 Reconstructed portions of the northbound on and off-ramps and the southbound on-ramp to
County Road 210. American Lighting and Signalization began in June 2015 and fmished in July
2015 at a cost of $290,399.85. (4102142)
State Road A1A Fender work at the Vilano Bridge. Hal Jones Contractor, Inc., of Jacksonville
began June 8, 2015 and finished November 17, 2015 at a cost of $1,419,048. (4319421)
State Road 13 Replaced and widened the bridge culvert over Wards Creek and added a
southbound left turn lane onto State Road 16 and a right turn lane on State Road 16 to
northbound State Road 13. Superior Construction Company Southeast of Jacksonville began

Bridge. Orion Marme Construction, Inc., ofTampa began Febmary 17, 2014 and finished June

Johns River is underway. Public information meetings held Nov. 1, 2005 in St. Johns County and
Nov. 3, 2005 in Clay County. Public hearings held Feb. 22, 2010 in St. Augustine, Feb. 25, 2010
in Orange Park, March 2, 2010 in Green Cove Springs and March 4, 2010 in Jacksonville. A
public information meeting was held December 10, 2015 in Green Cove Springs.
