Presentation Guidance for Electoral
Geographies
This guidance note sets out the recommended standard presentation of statistics for electoral areas
at regional level in the UK. It relates to the structure of European Electoral Regions (EER) within
England, and Westminster Parliamentary Constituencies (WPC) in the whole of the UK.
The guidance also gives presentation orders for the devolved administrations in the UK where the
ordering used for the WPC is not appropriate (for Wales, at National Assembly for Wales (NAW)
Electoral Region and Constituency levels; for Scotland, at Scottish Parliamentary Region and
Constituency levels).

Introduction
This is a revised version of the guidance previously published in August 2011. It has been updated
to reflect changes to the National Assembly for Wales Constituencies and Electoral Regions
operative from 1 January 2012.
The presentation order includes the nine character codes only, in line with the GSS Coding and
Naming Policy implemented on 1 January 2011. To assist users, lookups for current nine character
codes to former codes are provided in Annexes E-H. For more information please see the Coding
and Naming for Statistical Geographies web page.
This guidance reflects the WPC in England, Wales and Northern Ireland operative from the date of
the general election, 6 May 2010. It complements similar guidance on the presentation of statistics
for administrative and health areas.
The recommended presentation is for use in publications (paper and electronic) and also electoral
area statistics disseminated on the web. It should be adopted unless there are valid reasons for not
doing so, such as ranking areas according to a significant data item.
Dissemination, display and layout of statistics
In preparing statistical tables, it is recommended that the guidance for display and layout in ‘Plain
Figures’ (Second Edition) (HMSO: ISBN 0-11-702039-7) is followed for both electronic and paper
dissemination. This publication includes useful advice on what information to include, structure and
style of tables, accuracy, definitions, and footnotes to tables.
Annexes
There are eight annexes attached to this Guidance Note:
• Annex A shows the presentation order for all current UK Westminster Parliamentary
Constituencies (WPC)
• Annex B shows the presentation order for electoral areas in the National Assembly for Wales
(NAW)
• Annex C shows the presentation order for electoral areas in the Scottish Parliament
• Annex D provides an English EER to English region lookup for those users wanting to present
statistics for WPC within region
• Annexes E, F, G and H provide lookups for current, nine character codes to former codes
Note, the Northern Ireland Assembly Constituencies are identical to the WPC in Northern Ireland
and therefore no separate annex is needed.
Order of presentation of statistics – general principles
Countries within the UK
The order of the countries follows the well established standard geographically based order (see
Order of presentation for countries and regions).

European Electoral Regions within England
The EER in England are ordered geographically on a north-south basis, starting with the North East.
This follows the standard order of the English region on which they are based and is consistent with
the presentation guidance for administrative and health areas. Please note that the former
Government Office Regions (GOR) closed at the end of March 2011.
The GSS Regional and Geography Committee have agreed that the former GOR should be simply
referred to as ‘regions’. These areas will retain the names, codes and boundaries of the former
GOR.
EER codes are given in Annex A for England and therefore, for consistency, it is recommended that
EER codes are also used for the countries of Wales, Scotland and Northern Ireland.
It is recognised that some users may wish to present statistics for WPC by regions in England
instead of EER. In this case, the order will remain the same but the codes used will be different. In
addition, country codes should be used for Wales, Scotland and Northern Ireland rather than EER
codes. Annex D provides a lookup to help users find the correct code.
Westminster Parliamentary Constituencies in the UK
The general principle is that whenever WPC are presented in groupings the order of presentation is
alphabetic.
Devolved administrations in the UK
The recommended ordering for the Scottish Parliament is alphabetical; this refers to both the
Electoral Regions and the Constituencies which are contained within them.
However, the NAW Electoral Regions and Constituencies should be ordered geographically on a
north-south basis. This approach, supported by the NAW, means that the same presentation order
can be used in both bi-lingual and single-language publications.
Maps
Maps are recommended to show the spatial relationship of electoral areas within higher level
groupings. ONS Geography is able to provide support and guidance on the preparation of maps;
please contact ONS Geography.
Order of presentation for countries and regions
The standard regional sub-division of England for the presentation of statistics for electoral areas is
the EER. The standard order of presentation for the countries of the UK, and the EER within
England, is given below. The retention of this order of English regional divisions is recommended
as it is in current general usage and follows the same principle as the regions used in the guidance
for the presentation of statistics for administrative and health areas.

Note the recommended use of ‘East’ in statistical tables, even though the official name for the EER
is ‘Eastern’. ‘East’ should also be used if presenting by region (see Annex D), even though the
official name is ‘East of England’.
Table headings, footnotes and sub-totals for tables of regional statistics
The recommended heading for tables containing statistics down to WPC level is ‘UK by countries,
European Electoral Regions (within England), and Westminster Parliamentary Constituencies’. Subtotals for Great Britain/England and Wales are optional, as noted on the list in the Order of
presentation for countries and regions section.
The recommended headings for tables for the devolved administrations are: ‘National Assembly for
Wales: Electoral Regions and Assembly Constituencies and Scottish Parliament: Electoral Regions
and Parliamentary Constituencies’.
Information on name changes and reorganisation of electoral areas, which can occur over time, can
be included in footnotes but these should be kept to a minimum.
Nomenclature and Definitions
The WPC in England and Wales, listed in Annex A, are the correct statutory names currently in
force. The names of the WPC in Scotland are provided by the Scottish Government and also reflect
the statutory names. For Northern Ireland, the names are provided by the Northern Ireland
Statistics and Research Agency (NISRA).
The names of the electoral areas in the devolved administration in Wales (Annex B) have been
provided by the NAW. The names of the electoral areas in the Scottish Parliament (Annex C) are
those preferred by the Scottish Government for inclusion in publications.
Name changes and geographical changes affecting the presentation order will be notified through
the GSS Regional & Geography Committee (RGC) network.
Boundary change
Review of Westminster Parliamentary Constituencies
WPC are reviewed periodically and any changes are promulgated in Statutory Instruments. The new
boundaries do not become operative until the following general election.

Impact of electoral ward boundary change
Changes to electoral ward boundaries do not impact on WPC boundaries until such time as those
boundaries are reviewed. Consequently, initial coterminosity between electoral wards and WPC
may be lost where electoral ward boundary changes occur.
The relationship between individual electoral wards and WPC is outside the scope of this guidance
note. If you require further advice and guidance please contact ONS Geography.
Review of European Electoral Regions
The EER within England are based on the boundaries of the regions at the start of the year of a
European election (most recently 2009). In fact, the EER have been unchanged since the start of
1999 as there have been no changes to regions (former GOR) since then.
Review of National Assembly for Wales electoral areas
The NAW constituencies were previously the same as the current WPC in force at the general
election on 6 May 2010, as stated in the Government of Wales Act 2006.
However, the NAW constituencies and WPC now have differing boundaries. There were boundary
changes to seven NAW constituencies and four electoral regions, operative from 1 January 2012,
and although the area names did not change, they were assigned new codes. These changes were
created by the Statutory Instrument 2987/2011 ‘The Parliamentary Constituencies and Assembly
Electoral Regions (Wales) (Amendment) Order 2011’. The changes made by this Order will be
applicable for the next NAW election, currently scheduled for 2016.
Review of Scottish Parliament electoral areas
Scottish Parliamentary Regions and Constituencies are defined by the Boundary Commission for
Scotland. The Constituencies are reviewed periodically and any changes are promulgated in an
amendment to the Scotland Act. The new boundaries do not become operative until the following
general election which is the fixed date for cyclical elections to the Scottish Parliament.
Practical presentation
In drawing up the annexes, some basic presentation rules have been adopted:
• ‘St.’ as an abbreviation for Saint is presented alphabetically based on its abbreviated form (eg
‘St. Ives’ is ordered between ‘South West Devon’ and ‘Stroud’);
• electoral area names comprising more than one word are ordered on the basis of the individual
words in the name (eg ‘Eastbourne’ is ordered after ‘East Worthing and Shoreham’); and
• electoral area names containing commas will affect the alphabetical order (eg ‘Manchester
Central’ preceded the former constituency ‘Manchester, Blackley’ in previous listings).
These presentation rules reflect the way in which software used to produce electronic outputs
automatically sorts data. They have been adopted to ensure consistency between the ordering of
data in electronic and more traditional outputs. These rules have also been used in the guidance
notes for administrative and health areas.

Area codes
It is recommended that the appropriate area codes are presented when disseminating tables
electronically. The inclusion of area codes with tables disseminated on paper should be avoided if
possible. If circumstances dictate that codes must be included within a paper publication, then they
should be presented in full format without any corruption or shorthand adjustments.
Annexes A-D include only the current, nine character codes to conform to the GSS Coding and
Naming Policy implemented from 1 January 2011.
Some business areas publish data to geographical boundaries based on publication date and others
publish to boundaries based on data collection date. Where boundary and code dates do not match
this should be made clear in the accompanying metadata.
ONSG recognises that a few systems are currently unable to adopt the nine character coding
methodology and some form of temporary 'bridge coding' is required for those in this position while
they strive to achieve full implementation. Consequently, for geography boundary changes after 1
January 2011, ONSG will produce dummy codes in the 'former style' in addition to the correct, nine
character codes. Users should note that it is presently planned to provide this service no longer
than the end of 2013.
When publishing or exchanging data between 2011 and 2013 it is recommended that a separate
lookup file listing current, nine character codes to former codes is provided for reference purposes.
This will enable business areas to publish data adhering to the GSS Coding and Naming policy.
