Dear Friends,
The past year has been a busy and productive one for Westhab as we continue to expand our work of
Building Communities and Changing Lives for the people and communities that we serve.
Building Communities: Our real estate development efforts are progressing, with four new
developments in the works that will provide housing for seniors, families, young adults, and people
with disabilities. Through a new partnership with the Washingtonville Housing Alliance, we have also
extended our community building efforts into Mamaroneck.
Changing Lives: Westhab’s service programs are meeting the needs of people more comprehensively
than ever before with dedicated programs for a range of different populations, including veterans and
working families. We continue to lead Westchester County in transitioning homeless people to
permanent housing and in placing public assistance recipients in jobs. Meanwhile, our seven youth
centers are working to break the cycle of poverty for more homeless and at-risk young people than at
any time in our history.
Our success in advancing our mission would not be possible without our talented and passionate staff,
several of whom you will learn about in this report. Westhab is truly a community—a coming together
of the people that we serve, the staff delivering these critically-needed services, our partners and
supporters, and the community as a whole.

A THRIVING COMMUNITY
While she enjoys retirement, 70-year old Trina WilliamsFeaster rarely takes a day off. A resident at Westhab's Shiloh
Senior Housing residence in New Rochelle, Trina spends her
days leading knitting, quilting and jewelry-making classes for
fellow residents.
Trina enjoys the senior-oriented amenities of the building,
which include laundry machines and public sitting areas on
every floor, emergency response buttons in every apartment,
an exercise room, and transportation to the City of New
Rochelle's Senior Center.

Opened in 2013 in partnership with Shiloh Baptist Church, Shiloh Senior Housing provides
40 units of affordable, supportive housing for seniors in New Rochelle. From its inception,
the residents of Shiloh have formed a close-knit community bustling with recreational and
social activities.

and internships. Whatever I needed, they

OVERCOMING OBSTACLES
Raised in Mount Vernon, Rico Champion faced his share of
struggles as a young man. Both of his brothers died from
drug-related violence, and Rico spent his young adult years
in and out of the criminal justice system. The odds were
against him, but Rico persevered and found his way.
Two years ago, Rico lost his job and was forced to apply for
public assistance. During this process, Rico met Thomas
Oviedo, a Westhab Employment Counselor. Mr. Oviedo
helped Rico create a plan for returning to the workforce,
including completing Westhab's Job Readiness Training
Program and securing an internship at Macedonia Baptist
Church. But Rico had bigger dreams. He obtained his
bachelor's degree from the College of New Rochelle and
was recently accepted to the master’s degree program at
Union Theological Seminary.
Westhab is the leading employment training and job placement organization for public assistance
recipients in Westchester, delivering Employment Services to over 2,000 people each year. In
2013, Westhab placed 492 individuals into employment at an average wage of $2 above the
minimum wage.

Westhab’s 7 out-of-school-time programs in White Plains, Yonkers, Mount Vernon, and the Bronx deliver comprehensive academic and enrichment programming to over
2,000 young people each year.
CREATING BRIGHT FUTURES
Ebony Lambright, an AmeriCorps Volunteer at Westhab’s Promoting Excellence and Achievement
in Kids (PEAK) Center in Mount Vernon, has spent the past year tutoring children in need of
remedial literacy support.
In her first week at the PEAK, Ebony noticed Ameen, a shy, often frustrated participant who struggled
to read basic instructions on his homework assignments. Ameen's struggles with reading affected
every aspect of his school work. Over the course of the year, Ebony worked one-on-one with Ameen
on a daily basis, patiently helping him with pronunciation, spelling, and comprehension.
The results were dramatic: Ameen's literacy scores jumped, calls came into the center from
Ameen's teachers noting a "dramatic improvement", and self-confidence had replaced his fear
of reading and learning.
UNBREAKABLE SPIRIT
Westhab's FirstSteps program provides housing and
intensive supportive services for homeless young adult
parents who live with disabilities. When Destiney Ruffin was
accepted into the program, she thought her life was finally
on the right track. Unfortunately, one month after enrolling
in the program, Destiney was involved in an altercation and
incarcerated for several months in County jail.
How did FirstSteps Manager Cordetta Creighton respond?
In a word: hustle. Cordetta secured a safe residence for
Destiney’s daughter, accompanied Destiney to court dates,
and helped Destiney create a plan for her future.
Upon her release, Destiney earned her high school
equivalency diploma, secured a steady job, and after
completing an intensive training program, she was awarded
her Home Health Aide certificate. Today Destiney is proudly
contributing to her community.

When I met Ms. Creighton, it was the opposite.
She helped me set goals I never would have
thought I could achieve. Now I'm a Home
Health Aid. I want to become a Nurse.

Westhab launched the FirstSteps program in 2012 to help formerly homeless young parents
living with disabilities secure better jobs, break the cycle of poverty, and create better lives
for their children. FirstSteps provides supportive housing to 32 families.
NO PLACE LIKE HOME
Ingrid Harvey has lived in New Rochelle's historic Rochelle Park
community since 1980. She has always loved her community,
but when her aging home required costly repairs that she
couldn’t afford to address, her future became uncertain.
Fortunately, Ingrid was referred to Westhab’s Residential
Rehab program. Led by Kevin McAuliffe, Westhab's Director
of Facilities, Westhab was able to replace faulty roofing and
upgrade the home’s outdated electrical system at no cost
to Ingrid. Her house will now keep her safe and secure for
years to come, allowing her to stay in the community she
holds so dear.

In partnership with the Department of Housing and Urban Development and the City of
New Rochelle, Westhab operates the Residential Rehab program to support lower-income
homeowners unable to pay for essential renovations. Since the program’s inception in 2009,
Westhab has completed over $680,000 in renovation work, assisting 27 households in
maintaining and improving their homes.

The 2013 audited financial statements
present the financial results of Westhab and
its Low Income Housing Tax Credit affiliates
in accordance with GAAP.
Westhab has successfully completed our
fourth consecutive year with an operating
surplus, achieved through the effective
management of the organization’s portfolio
of housing and service programs, coupled
with the efficient operation of our administrative
functions. Temporarily restricted capital grant
revenue of $602,925 relates primarily to
housing developments in New Rochelle,
Greenburgh and Yonkers.
In July 2013, a workforce housing tax credit
rental building in Greenburgh was completed
increasing Property, Plant and Equipment by
$10,120,000. As a result of that completion,
in 2014 there was a reduction of $5,000,000
in short term debt. Property under development at the end of 2013 totaled more than
$10 million, which primarily represents four
projects under development, three in Yonkers
and one in the Bronx.
Westhab’s financial statements consolidate the activities of
the Tax Credit Entities because Westhab has a controlling
interest in them. In consolidation, all inter-company
transactions between Westhab and the Tax Credit Entities
are eliminated. This primarily includes developer fees,
management fees and investments. In addition, any surplus
or shortfall in the Tax Credit Entities is proportionately
shared between Westhab and the limited partner equity
investors in each project.

After leading Westhab for 30 years, Bob Miller retired in early 2014. Bob
guided Westhab from our first building renovation in the early 80's to the
multi-faceted, expansive organization that Westhab has become. The entire
Westhab Community thanks and commends Bob for his leadership,
commitment to mission, and the tremendous impact that he's made in the
affordable housing and social service arenas.
