During the renewal inspection, program director Sarah Bawks requested to
lower the capacity of the center as they were no longer using “The Village” as
approved space in determining the capacity of the center.
Ms. Bawks further stated that the center had also changed the location of the
infant and Toddler 1 room since the original issuance was approved and
requested that all rooms get re-measured.

Description of Findings and Conclusions
During the onsite inspection on February 24, 2014, Ms. Bawks requested to have
the entire center re-measured and to lower the capacity of the center.
The original licensing study dated October 28, 2002 approved the center for a
capacity of 125 children. The original issuance licensing study report approved
“The Village” as a room approved for school-age children. Ms. Bawks has stated
that the village is currently used as a multipurpose/large muscle area only. Other
changes made in the center since the original licensing study report consist of
changing two former preschool rooms to two separate school-age rooms. The infant
and toddler rooms were also switched since the original licensing study report.
The current capacity of the center is 161 children, with the approved age range of
birth through 12 years of age. A review of the licensing file was conducted. There
was no documentation of modification requests or modification reports approving
capacity increases from the original approval of 125 children. As a result all rooms
were re-measured to determine the appropriate use and capacity throughout the
center.
The center continues to prepare hot meals onsite. An Environmental Health
inspection was completed on June 26, 2013. The center has outdoor play structures
which have been inspected by a certified playground inspector on April 25, 2009.
The building was built in 2000 and does not require a lead inspection at this time.
There are a total of 14 toilets and 25 hand washing sinks throughout the center
which is an adequate amount for the approved capacity.

The following rooms and measurements are approved by the department beginning
in the north east corner of the building:

The Two’s room (formerly Preppers) is approved for children 2 ½ years
through 3 years of age. This room measured at 713 (23x31) square feet
which can accommodate a capacity of 20 children based on 35 square feet
per child. This room must maintain a 1:8 adult to child ratio, with a maximum
group size of 16 children.
The Infant’s room is approved for children birth through 12 months of age.
This room measured at 600 (20x30) square feet which can accommodate a
capacity of 12 children based on 50 square feet per child. This room must
maintain a 1:4 adult to child ratio, with a maximum group size of 12 children.
The Toddler 2 room (formerly Twaddlers) is approved for children 18 months
of age through 2 ½ years of age. This room measured at 805 (23x35) square
feet which can accommodate a capacity of 16 children based on 50 square
feet per child. This room must maintain a 1:4 adult to child ratio, with a
maximum group size of 12 children.
The Toddler 1 room is approved for children 12 months through 1 ½ years of
age. This room measured at 414 (18x23) square feet which can
accommodate 8 children based on 50 square feet per child. This room must
maintain a 1:4 adult to child ratio.
The older school age/library room is approved for school-age children 3rd
grade and above. This room measured at 700 (20x35) square feet which can
accommodate 20 children based on 35 square feet per child.
The young school age room is approved for school-age children kindergarten
through 2nd grade. This room measured at 777 (21x37) square feet which
can accommodate 22 children based on 35 square feet per child.
The Pre-K room is approved for children 4 years of age through 5 years of
age. This room measured at 840 (21x40) square feet which can
accommodate 24 children based on 35 square feet per child.
The Preschool room is approved for children 3 years through 4 years of age.
This room measured at 798 (19x42) square feet, which can accommodate 23
children based on 35 square feet per child.
The center is approved for a total capacity of 145 children birth through 12 years of
age.
The following area is approved as additional child use space and was not used to
determine the center’s total capacity:

The Village is approved as a large muscle / multipurpose use room. This
room measured at 780 (20x39) square feet. When children birth to 2 ½ years
of age are utilizing this space, the total approved capacity for this room is
limited to 16 children at any one given time based on 50 square feet per child.
When children 2 ½ years of age through 12 years of age are utilizing this
space, the total approved capacity for this room is limited to 22 children based

on 35 square feet per child. Please note: When groups of children of mixed
ages are combined together in this space proper maximum group sizes would
need to be followed for all children under 3 years of age.
V.
Recommendation
I recommend modifying the license to decrease the capacity from 161 to 145
children birth through 12 years of age.
