Letter dated 25 September 19'73 from the Permanent Representatives,
of Egypt, Iraq and the Syrian Arab Republic to the United Nations
addressed to the Secretary-General
On instructions
of our Governments,' we have the honour to refer to the letter
addressed to Your Excellency on 10 September 1973 by the Acting Permanent
Representative
of Israel to the United Nations (A/9150-S/10994).
The aforementioned
letter
transmitted
a note bearing the same date addressed
by the representative
of Israel to the President
of the twentieth
session
(extraordinary)
of the Assembly of the International
Civil Aviation
Organisation
on the incident
of the discovery of rockets and rocket-launchers
in Italy;

The aforementioned
note contained customary distortiop,*pf
facts and false
accusations
without foundation
against the Arab Government%. :"This prompted the

The Israeli
allegations
against the Arab Governments are baseless and
evidently
directed
in the framework of a propaganda campaign to cover' up previous
acts of State*'terror'ism;atithorized
and carried
out by the Israeli
authorities.

The Israeli
note speaks about "Arab terrorists99
accused by the Italian
authorities
in the incident
of 5 September 1973. It is worth while noting that
in labelling
the apprehended persons as "Arab terrorists"
the Israeli
note attempts
to extend the accusation
to all the Arab countries.
The Italian
authorities
are still
in the process of investigating
the

incident
of 5 September 1973 and the apprehended individuals
are still
awaiting
trial.
According to article
11 of the Universal
Declaration
of Human Rights, a
person is innocent unless proven guilty.

The Community of Nations.has
not yet forgotten
the implications
of the
Israeli
acts of terrorism
committed in violation
of international
law and in
challenge.of
the principles
of the United Rations Charter.
In the long history
of the customary Israeli
violations
of the Principles
and Purposes of the United
Nations Charter,
some recent acts of State terrorism
are alive in the memory,
such as:
.
The abduction,
on 10 August 1973,,of
the.Middle
East Airways Airliner
over Lebanese air space, hence jeopardizing
the lives of over
80 passengers and disrupting
the' continuity
and safety of international
civil
aviation.
This act has been condemned by Security Council
resolution
337 (1973) and by both the ICAO Council and Assembly in
August 1973;
On 10 April 1973, Israel,
with the assistance
of its agents who entered
Lebanon by falsified
3elgian,
British
and German passports,
launched a
raid on Beirut,
and committed State terrorism,
violating
Lebanon's
sovereignty
and assassinating
Italian,
Lebanese and Palestinians,
including
three Palestinian
leaders who were sleeping in their homes
during the night;
The massacre in cold blood of 108 passengers on the Libyan airliner
which
was
shot down on 21 February 1971 by the Israeli
fighters
while that
airliner
strayed over the Egyptian territory
of Sinai.
The Assembly of
ICAO condemned this act by its resolution
A-19-l dated 28 February 1973;
The perfidious
attack by the military
air forces of Israel on
28 December 1968 against the Beirut International
Airport
which resulted
in the destruction
of 13 civilian
and commercial aircrafts.
This
ISraeli
act
of aggression
was also condemned by Security Council
resolution
262 (1968);
,
The infamous Lavone
in Egypt by Israeli
affair,
agents
where terrorist
in the l95Cs;
activities
were executed
The war of annihilation
waged by Israel,
in a national
policy of State
terrorism,
against the Palestinian
people by murdering their national
leaders and intellectuals
and all those who inspire them to struggle
for their nationhood
by the exercise of self-determination
and hence
resist
the aggressive
policy of Israel.

committed against individuals
living
in foreign
countries
include the
assassination
of Ghassan Kanafani in Beirut,
Mahmoud Hamshari, and other
Palestinians,
Moroccans and others from the Arab countries
in Paris,
Rome, Oslo and elsewhere.
Furthermore,
it is to be noted that the ,Israeli
leaders,
in arrogance,
defended the national
policy of State terrorism
pursued by Israel
and promised to
continue it in the future;
inter alia, are statements of the Israeli
Defence
Minister,
Moshe Dayan on 11 August 1973, and his recent September 1973 statement
concerning *I... the necessity for Israel
to go outside international
law to defend
itself".
We have the honour to request that this letter
circulated
as an official
document of the Security
Assembly (item 94 of the agenda of the twenty-eighth
and the attached note be

Mr. President,
our delegations
present their respects and regret the
necessity which arises from the letter
addressed to you by the chief of the
delegation
of Israel to the twentieth
session (extraordinary)
of the Assembly.
The aforementionedletter
makes serious allegations
against the Arab States in
general and against three Arab States specifically.
No evidence whatsoever is
adduced for these allegations.
We are instructed
by our Governments to reject these allegations
in their
entirety.
The aforementioned
letter
treats
also as proven serious allegations
against five individuals.
It labels them as "terrorists"
and condemns them for
acts of which due process of law - investigation,
trial
and appeal - has not been
completed,
The conduct of the chief of the Israeli
delegation
in this matter
violates
the general principles
of law recognized
by civilized
nations and the
Universal
Declaration
of Buman Rights which provide that a person is innocent
unless proven guilty.
The fact that the delegation
of Israel found it expedient
not to await the outcome of the official
investigation
by the Italian
authorities
can only indicate
that the real objectivd
of the Israeli
authorities.is
not to
show concern over the safety of international
civil
aviation,
but to introduce
in
the proceedings
of the Assembly extraneous
elements of political
expediency.
Cur
delegations
would also respectfully
draw your attention
to the fact that such
dramatic and inflammatory
statement by an Israeli
official
concerning an alleged
incident
about which, significantly,
the Israelis
themselves are reported to
have tipped off the Italian
Police coming as they do during the meetings of the
Assembly and the diplomatic
conference
of ICAO and quick upon the heels of
unqualified
serious condemnation
by the United Nations Security Council, the
ICAO Council and the ICAO Assembly of Israelss
violation
of the safety of civil
aviation,
conform to the traditional
pattern
of Israeli
policy and seek to
fabricate
pretexts
and create a climate for some future unlawful
action planned
by the Israeli
authorities.
We would in this regard refer to the recent statement
by the Israeli
Defence Minister,
which was widely reported in the international
press, that "the Rome discovery
underscores
the necessity for Israel to go outside
international
law to defend itself",
and we would urge the Assembly to take note
of this statement.
