Apologies: Casey Cooper (Public Relations Officer), Tuart Hill Yokine RC. 3. Presentations and Guest Speakers 3.1. Flag Return Kalamunda DRC Tuart Hill Yokine’s flag was stolen by Kalamunda DRC. THYRC was not in attendance at WARC and so they will arrange return of the flag at a later date. 4. Chairman R. Collins No report tabled World Moot applications are now open. Applications have to be signed by the WARC Chairman as “responsible Commissioner”, before being sent to contingent. WESTERN AUSTRALIAN ROVER COUNCIL Minutes Sunday 7th August 2016 5.2. Vice Chairman S. Williams Report tabled Gilwell Reunion is on the same weekend as Baja. So if you have your Woodbeads then please head along, it would be great to see lots of Rovers in attendance. Congratulations to the Rovers who received Adult Recognition Awards. However, there are many people who deserve awards and who did not receive one this year. Please remember that you can nominate people for awards, including Rovers, Group Leaders or anyone else you think meets the requirements. Unfortunately July Basic had to be cancelled due to low numbers. It is important to remember that to qualify for the Quality Rovering Award your Crew Leader needs to have completed training. 5.3. Treasurer A. Housley Report tabled Quiet month aside from Ball payments trickling in. No major payments other than Ball reimbursements. We have been wrongly charged fees again this month; however the bank has launched an investigation into why this is happening. 5.4. Public Relations Officer C. Cooper No report tabled Casey is rather unwell and as such has not been able to file a report. Casey would like to highlight the #learnbydo. Please send images of people learning by doing at Scouting events to Casey, this will allow us to promote our Section! 5.5. Activities Officer T. Batters No report tabled We only have 16 Rovers participating in Dusk till Dawn. It is much more than we had last year at the Mudrun, however it is a poor showing from the Section. Events like this are a fantastic opportunity to promote Rovers as a Section and at a Crew level. Comments from the table as to why people can’t go: Father’s Day on Sunday, right around sporting finals time which takes priority, short period to get applications in being only 20 days, very busy time for Scouting, time off work is difficult when people are going to 3 Scouting weekends in a row, not enough information disseminated. 2017 events, opening for Sandmoot, ANZAC and St. George’s Day tenders open next month. Beaver No report tabled The dates for Bush Baja have been pushed back for a few weeks which Sam (Baja Chairman) will talk about later. If your Crew requires assistance with ensuring cars are up to spec please speak with Tom. 5.7. Branch Rover Advisor G. Chapman No report tabled Greg has been settling into the role as BRA and is finding his feet and is currently enjoying getting to know the other RAs. If you have any questions or need support please contact Greg. 5.8. BVC Rep Report D. Batka The Venturers WA Group on Facebook is for Venturers and Venturer Leaders only. Lee Bowey (BC Venturers) has asked that if you do not fit into these two categories then please remove yourself from the group. If you would like to place a post in the group please email [email protected] and it will be discussed with the BVC Executive before it is posted. 6. Event Reports 6.1. Gravel Moot Report has been tabled and will be circulated. Wembley Downs RC 6.2. Badgi Bash E. Prinsloo Still waiting on a few payments being finalised before submission. By September WARC. 7. Upcoming Events 7.1. Red Rover Day Caitlin is still overseas, however you can find all the information on the Facebook events. If you are donating by yourself you can still put WA Rovers on your form and your donation will go towards our Community Group Donations. WESTERN AUSTRALIAN ROVER COUNCIL Minutes Sunday 7th August 2016 7.2. Rover Ball 27th August Bibra Lake RC th Tickets on sale until the 19 of August. Meeting at Bibra Lake’s hall for the shuttle busses which are leaving at 6:15pm and 7pm. The hall will open at 6pm. The Bibra Lake Hall address is 184 Hope Road Bibra Lake next to the Wetlands Centre. Cars will be safe there during the night. Food and alcohol serving starts at the venue at 7:15pm. If you have any music requests please let Bibra Lake know before the night so the DJ can arrange to have the music. The bar does not have a tab so you will need to bring cash to purchase your drinks. Bibra Lake will find out if there is EFTPOS or ATM availability at the venue, the information will be posted on the Facebook group. 7.3. Dusk til Dawn 3rd-4th September Applications are now closed and we have 103 attendees. Further information will be sent via the emails provided. H. Toms 7.4. Kalamunda BBB Cancelled 3KDRC Thank you to everyone who showed interest in coming along. Unfortunately the hall contains asbestos and has been shut down for now, meaning that the hall will be unavailable for the BBB. This will be cleared over the next few months so the hall can be reopened. 7.5. Bush Baja 7th-9th October S. Polglaze Bush Baja dates have been moved to 7th-9th October. Due to the weekend no longer being a long weekend the event has had to be condensed. Racing will take place all day Saturday and then Sunday until midday with the presentations taking place in the afternoon before we go home. This doesn’t leave much time for messing around with cars, so make sure your cars are ready to go beforehand. Spread the word to your Crews and make it as good as, if not better, than last year. Open Day still to be decided, due to the shorter weekend. WESTERN AUSTRALIAN ROVER COUNCIL Minutes Sunday 7th August 2016 7.6. RoverCon 16th October R. Collins Currently looking for topic submissions. This submission form was circulated with the July minutes. There were a few Crews who were informed they had to attend the Scouts WA AGM to receive the Quality Rovering Award. However this night clashes with the Rover Ball. So it has been decided by the Executive that instead, Crews can attend RoverCon and still be eligible for the Award, (please note this only applies to the crews accepted to the table after December 2015). We are hoping to use the plenary session of the conference to make necessary changes to the Constitution and Standing Orders, however for this to happen we will need to reach Quorum for the event. So please ensure representatives from your Crew are present . 7.7. All Sections Sleepout 22nd-23rd October R. Collins An all Sections Sleepout will be taking place at Langley Park. The event is a joint fundraiser between Scouts WA and Mission Australia. 50% of the funds raised will go to Mission Australia and 50% to the ‘ticket for life’ program to attend the international jamboree. Participants will be sleeping on cardboard with a sleeping bag, similar to the CEO sleepout. There will be a variety of fundraising opportunities happening in the lead up to the event. More information on those will follow. 7.8. The Moot December 2016 S. Williams The WA Contingent Fee has been decided and is $110. The Contingent Packs will include; a water bottle, varsity jacket, two badges, two funny shirts, and a powerbank. Please start paying your Contingent Fee into the WARC account so we can start ordering the merchandise. The due date for the Contingent Fees is 30th September. There is now a ‘Slice of Moot’ option available for people who cannot attend the entire Moot. The Slice option allows you to attend The Moot for 3 days onsite with a silver off site activity. The fee includes food, moot goodies, onsite activities, bar availabilities, and accommodation. The dates available are 31st Dec-3rd Jan, and 4th-7th Jan with Platinum offsite available this date. Participant cost is $495, with Staff being $350 and applications open tomorrow. 7.9. The Moot Convoy December 2016 T. Beaver The Moot Convoy meeting is 28th of August at Branch, 6pm. Please attend so you can help make decisions on the Convoy plans. If you’re not there then unfortunately your voice won’t be heard. WESTERN AUSTRALIAN ROVER COUNCIL Minutes Sunday 7th August 2016 7.10. Venturer/Rover River Cruise T. Batters Unfortunately the event has to be put on hold due to pricing. We are looking at running something similar early next year. If you’d like to be involved in assisting the Venturers to run the event, please let us know. 8. Training 8.1. October Basic 21st-23rd October S. Williams Crew Leaders will need to attend, especially if your Crew would like to apply for the Quality Rovering Award. We would really like this Training event to run. Cut off is three weeks before the event for e-learning and forms. We need six participants for the event to run. As with the April Basic Course we will be trialling different subject matter experts, as feedback from the April Basic Course was positive. 8.2. Child Safe e-Learning Ongoing S. Williams There are still people being de-registered for not completing this e-learning which is a requirement of membership. So make sure you have done it. Crew Leaders will need to be on top of their Crews to ensure it happens. 8.3. WHS Training Ongoing Also a membership requirement as above. S. Williams 9. General Business 9.1. 2017 WARC Executive Notice R. Collins Nominations for the 2017 Executive are open as of the September WARC. This is for all positions including the RSM President. Please consider if you would like to nominate for a position. 9.2. NRC Secretary Position Vacant R. Collins The NRC Secretary position was created at the beginning of this year. Unfortunately, the current Rover had to resign. If you are interested, you will need to contact Bec Collins so more information can be passed on. Collins Well done to the many Rovers who are being given Awards, for both service to the Rover Section or other areas of Scouting. If you are available to assist on the morning of the 11th September, at the breakfast then a call will be sent out soon. 9.4. Strategic Plan Surveys R. Collins The WA Scouts strategic plan was implemented as of 3 years ago and is now coming up for review. Surveys will be emailed out randomly as of membership numbers. Please fill them in as the information will be used to reform the strategic plan moving forward. 9.5. Scouts WA AGM Notice R. Collins Emails were sent out about a week ago for the AGM notice. The AGM is taking place on the same day as the Rover Ball so please make use of the Proxy voting slips both in the agenda packs and attached to the email. WA is the only Branch in Australia who allows Rovers to vote in the AGM. Proxy votes will be collected at the end of WARC for submission. 10. Workplace Health and Safety 10.1. Crew Presentations 11.1. Subiaco RC Electronic presentation. Rovers run a Patrol Leaders Camp for their Scouts, usually about 15 chosen Scouts from the Group.
