The SCPGA will offer a large magnitude of competitive events for a variety of ages and skill-levels throughout the region. With the three-tiered program that the Junior Tour offers, it allows for all sets of players to find the perfect fit for each junior. The tiered program features the Toyota Tour Cup, Players Tour, and Junior Development Tour which are all highlighted in the following pages with details regarding each program. Included in each 2017 membership, junior members will have the opportunity to establish an official Handicap Index through the SCGA. The SCPGA Handbook will be your guide to the SCPGA Junior Tour. This document will contain the rules, regulations, structures, and guidelines that oversee the SCPGA Junior Tour. It is VITAL that you read and understand this document. If you have any questions please contact the SCPGA Junior Tour staff who will be happy to assist you. We look forward to seeing you on the course in 2017. GENERALRULESANDREGULATIONS: 1. TheUSGARulesofGolfwillgovernplayatalltimes.TheConditionsofCompetitionandLocal RulesontheSCPGAJuniorTourHardCardarealsoineffect. 2. AllmembersarerequiredtotakeandpassaRulesExambeforeenteringanySCPGAJuniorTour event.ThereareRulesExamsfortheJDT,PlayersTourandToyotaTourCupthatarerequired priortoparticipationatthatlevel. 3. Playersandparentsshouldalwaysconductthemselvesasladiesandgentlemenwhileata tournamentsite.Remember,wearetheguestsofthehostfacilities,andtheSCPGAneedsthe coursesmorethanthecoursesneedtheSCPGAJuniorTour. 4. Slowplaywillnotbetolerated.Alwaysbereadytoplaywhenitisyourturnandbesurethatyour groupmaintainsitspositionwiththegroupinfrontofyours.PleaserefertotheTourHardCard andPaceofPlaypolicyinthisHandbookonpage12.Groupsthatfallbehindwillbesubjectto penaltyundertheRulesofGolf. 5. Allplayersmustcheckinatregistrationatleast30minutespriortotheirstartingtime.Failureto arriveattheteereadytoplayatyourdesignatedstartingtimemayresultinapenaltyor disqualificationundertheRulesofGolf(Rule6-3). 6. Donotleaveyourclubsunattended.TheSCPGAandthehostfacilitiesareNOTresponsiblefor anylostorstolenitems. 7. Caddiesarenotpermitted. 3 8. JuniorTourMembersareforbiddentorideingolfcartsinallJuniorTourevents,unlessbeing shuttledbyanofficialSCPGAStaffmemberoradesignatedshuttle.Players(allagedivisions)may usepullcartsiftheyarepermittedatthehostcourse.Motorizedcartsofanykindareprohibited. 9. Distancemeasuringdeviceswillbeallowedincompetitions.Theuseofcellphones,iPods,etc. duringcompetitionisforbiddenandwillresultinageneralpenaltyand/ordisqualification. SpectatorsareaskedtoNOTusecellphonesduringcompetition,andtokeepringersinthe“off” or“vibrate”mode. 10. Golfetiquetteisanessentialpartofthegame.Membersandparentsareexpectedtobehavein accordancewiththeRulesofGolf.Playersmustbecarefulnottodamagegreenswhenputting downgolfbags,theflagstick,orwithshoesorclubs.Playersareresponsibleforreplacingdivots, repairingballmarksandrakingbunkers.Notadheringtothisguidelinecouldresultinaserious breachofetiquette(Rule33-7)andresultindisqualification. 11. AnymisconductorunbecomingbehaviorbytheJuniorMemberortheirparent/guardianmay resultintheimmediatedisqualificationoftheplayerfromtheevent,ortheremovalofthe parent/guardianfromthefacility.Examplesofmisconductinclude,butarenotlimitedto, throwingclubs,useofvulgarorobscenelanguage,smoking,drinking,useoftobacco,littering, abuseofSCPGAStaff,volunteers,orPGAMembers.Ifyouwitnessanyunbecomingbehavior, pleasereportitimmediatelytotheSCPGAStaffon-site.ExcessiveandcontinuedabuseofSCPGA RulesandRegulationsbyaJuniorMemberorParentwillresultinahearingwiththeSCPGA AdvisoryCommitteeand/orsuspensionorexpulsionfromtheSCPGAJuniorTour.Ifajuniorora parentissuspended,thesuspensionmaylastthroughouttheendofthecalendaryear.The Junior/ParentmayreapplyforMembership/reinstatementthefollowingyear,andmayappealthe AdvisoryCommittee’sdecision.Notificationofanysuspensionorexpulsionwillbeforwardedto theAJGA&USGA. Membership Membershipisopentoalljuniorsbetweentheagesof7to18(18yearoldsareeligibletoparticipate throughtheendoftheSummerSeries–August31,oruntiltheybeginattendingcollege,whichever comesfirst).AllmembersmustcompletetheMembershipApplicationincludingtheRulesExameach yearwhichisallmadeavailableonline.AllnewmembersmustprovidetheSCPGAwithaverification ofage(copyofbirthcertificateorpassport).Membershipisbasedonthecalendaryear(expires December31).MembershipissubjecttosuspensionorcancellationbytheSCPGAFoundationand theJuniorGolfEthicsCommitteeforviolationofanySCPGAJuniorTourRulesandRegulations. MembershipduesentitlememberaccesstoSCPGAsanctionedevents,year-roundSCGAHandicap services,andofficialSCPGAJuniorTourmembershipgifts. JDT(JUNIORDEVELOPMENTTOUR): 4 TheJuniorDevelopmentTouroffersjuniorsaplacetoplayinasemi-competitiveenvironment. Weeklynine-holeeventsareheldonpar-3,executiveandregulationcourseswiththecompetitors playingdoubleparplusone.Juniorsmustplayintheindividualstroke-playeventstoqualifyfor graduationtothePlayersTour.Three(3)scoresof7-overparorbettermustbeshotwithina calendaryearforboysdivisionandThree(3)scoresof8-overparorbettermustbeshotwithina calendaryearforgirlsdivision,aswellasshowingproficiencyintherulesandetiquetteofgolf.7&8 yearoldsmustremainintheJDTuntiltheirninthbirthday. BridgestoneSeriesChampionship:PlayersfinishinginFirstPlaceinanyrecognizedeventduringthe FallSeriesareeligibletocompeteintheBridgestoneFallSeriesChampionship.December9-10,2017 5 Ages:9-18 MembershipFee:$150 TOYOTATOURCUP: TheToyotaTourCupSeriesisaseriesoftwo-dayeventshostedatsomeofSouthernCalifornia’s premierfacilitiesshowcasingtheelitelevelofjuniorgolf.MembershipfortheToyotaTourCupis InvitationOnly.TherearemultipleavenuesavailabletoearnplayingprivilegesontheTTC.Juniors areinvitedbasedononeofthefollowingcriteria’s:fromthepreviousyear’sPlayersTourpoint standings(referto“SeriesBreakdown”),ToyotaTourCupQualifyingSchools(Spring,Summer,&Fall) andfinalToyotaTourCuppointstandingsfromthepreviousyear.Inaddition,thetopplayersfrom thefollowingjuniorgolforganizationswillbeindividuallyinvited:Arizona,Hawaii,NewMexico, Nevada,NorthernCalifornia,SantaBarbara,SanDiego,VenturaCounty,Washington,andCanada.All ToyotaTourCupeventsarenationallyrankedbyJuniorGolfScoreboard,aswellasrecognizedby AJGAforPerformanceBasedEntrystatus.Eight2017ToyotaTourCupEventswillberankedby GolfWeek,includingtheToyotaTourCupChampionship.AllToyotaTourCupeventsare36-54hole events,withaBoys(12-18)andGirls(12-18)division.BoyscompetefromtheChampionshiptees (6600-7000+yards),andgirlscompetefromthemiddletees(5700-6100+). The2017ToyotaTourCupSerieswillofferascheduleof22eventsthroughouttheyear.To retainyourTTCmembership,BoysmustgetaTop10finish+tiesandGirlsTop6finish+ties.Thetop 15finishersineachTTCeventwillreceivepoints.Thepointsystembreakdownislistedbelowon pagetentoreview.TheTTCwillbeofferingtwoCollegeShowcaseeventsin2017.Theseare54-hole eventswhichwillgivepriorityregistrationtoindividualsthatarecurrentHighSchoolsophomores, juniors,orseniors.Oncetheirdeadlinehaspassed,registrationwillthenbeopentoallotherTTC members.CollegeShowcaseswillalsohaveanincreasedpointssystem.Pleaserefertothepoints breakdownonpage10foranyquestions. ToyotaTourCup:$25ifcanceling7daysormorepriortoanevent,Fullchargeany timeafter7daysprior. III. Cancellationswithinoneweekwithaverifiabledoctorsnotewillbegranteda refundon½theentryfee.Thedoctor’snotecoverlettermustbereceivedbySCPGA staffwithin5daysofthetournamentandmustbeaccompaniedwiththeparticipants name,theofficialtournamentname,andtournamentdate.Anindividualdoctor’s notewillbevalidandacceptedbySCPGAstafffor2weeksafteritsissuedate.After twoweeks,individualswillberequiredtogetanewdoctor’snoteforcancellations andrefunds.Thelettermustbeaccompaniedwiththenameofplayer,dateofthe tournament,nameofthetournamentandpriceofthetournament.Pleaseclickhere toviewtheDoctor’sNoteCoverLetter. STARTINGTIMES TeetimeswillbeemailedtoallparticipantsandpostedontheTournamentInfopage7-10daysprior tothetournament.Officialconfirmationofyourentrywillbesentviaemail. POST-ENTRYPROCEDUREONDAYOFEVENT Thepreviouswaitinglistforaneventisnullandvoidonthedayoftheevent.Playersmayattemptto enteraneventonthedayof,basedonafirst-come,first-servedbasis.Playersmusthavethe tournamententryfeeinordertoplay(checkorcreditcardacceptable),orhavepre-registeredonline.Therearenoguaranteesforpost-entries. NOSHOWS Ifaplayerhasenteredatournamentandcannotplay,itishisorherresponsibilitytocanceloutof theeventatleast24hoursbeforethetournament.Cancellationscanbedoneonlineorbycallingthe SCPGAoffice.Onthedayoftheevent,pleasecontactthegolfcourseifyouareunabletoplay. WITHDRAWS WithdrawswillbegrantedtoanyonewhonotifiestheSCPGAJuniorTourstaffthattheyareunableto competePRIORtotheirstartingtime.Inthecasetheplayerhasbegunplay;theplayerwillneeda legitimateexcuse(health,emergency,etc.)tobegrantedaWithdraw. DRESSCODE Allplayersandspectatorsmustobservethefollowingdresscode: 11 BoysandMen:golfshirtswithacollar(tucked-inatalltimes),slacksorBermudashorts,NOjeansor t-shirts.Hatsmustbewornwiththebillfacingforward,andremovedwheninsideaclubhouse. GirlsandWomen:golfshirt,(ifsleeveless,musthaveacollar),slacks,skirts,orBermudalengthshorts (nomorethan6inchesabovetheknee).NOjeans,t-shirts,tanktopsorbaremid-riffs. Anyplayerorspectatornotadheringtotheseguidelineswillbeaskedtoleaveorcorrecttheviolation beforeparticipating. PACEOFPLAY AccordingtoRule6-7intheRulesofGolf,“Theplayermustplaywithoutunduedelayandinaccordance withanypaceofplayguidelinesthattheCommitteemayestablish.”Note2states,“TheCommitteemay establishpaceofplayguidelineswhichincludemaximumperiodsoftimetocompleteastipulatedround, aholeorastroke.” Allottedtime Forathreesome,thebasetimeforaroundis4:12 Par3:12minutes Par4:14minutes Par5:16minutes Forafoursome,thebasetimeforaroundis4:30 Par3:13minutes Par4:15minutes Par5:17minutes TheAllottedTimedoesnottakeintoaccountballsearchesorrulings.Additionaltimemaybe addedtotakeintoaccountdifficultyofcourseorlongwalks. Outofposition FailuretocompletetheholebeingplayedinlessthantheAllottedTimeafterthegroup immediatelyaheadputtheflagstickinonthathole.Forexample,onaPar4agrouphas14:00:00to completetheholeoncethegroupinfrontofthemhasreplacedtheflagstick.Timesaremeasured flagsticktoflagstick. Badtimes Whenagrouphasfallenoutofpositionagroupisexpectedtoplayanystrokewithin40seconds. Thetimingofaplayer’sstrokewillbeginwhenhehashadreasonableopportunitytoreachhisball,itis histurntoplayandhecanplaywithoutinterferenceordistraction.Timingbeginsaftertheplayerhashad reasonabletimetoselecthisclub.Ontheputtinggreen,timespentexaminingthelinefrombeyondthe holeand/orbehindtheballwillcountaspartofthetimeforthenextstroke. Penaltyforbreach 1stOffense:Verbalwarningtogroupforbeingoutofpositionandbehindpace. 2ndOffense:Verbalwarningtogroup;willbetoldtheyareontheclockandindividualtimeswillbetaken. 3rdOffense:Onestroketogrouporindividualforbadtimes. 4thOffense:Twostrokestogrouporindividualforbadtimes. 5thOffense:Disqualificationtogrouporindividualforbadtimes. *Playerswillbenotifiedofbreachesfollowingthecompletionofaholeastonotinterruptplay. SUGGESTIONSFORFASTERPLAY Therearethreereasonsforslowplay;walkingslowly,notbeingpreparedtohitwhenitisaplayer’sturn andtimespentonthegreen. 12 WALKINGSLOWLY Onceyouareabletowalksafelyandwithoutinterruptinganotherplayer,walkwithasenseofpurpose. Competitivegolfisnotaleisurelystrollinthepark.Timespentwalkingtoyourballmeanslesstimeto prepareforplayingtheshot. PenaltyforBreach:Disqualification(14-3) SPECTATORPOLICY SpectatingisaprivilegeontheSCPGAJuniorTour,notaright.Ifthehostclubdoesnotpermit spectators,thentheSCPGAJuniorTourwillabidebytheirwishesandnotallowspectators.If permittedbythehostcourse,spectatorswillbeallowed,providedtheyabidebytheguidelinesset forthbelow.AllSpectatorsmustdisplaytheir“2017SPECTATOR”badgewhichcanbepurchasedat SCPGAeventsfor$1.00(***Onlybadgesprintedfor2017areacceptableatevents***).**Golfcars willbeallowedforSpectatorswithlegalproofofdisability,buttheprocedureintheSubsectiontitled, “DisabledSpectatorCars”MUSTbefollowed.ThefollowingareourguidelinesforSpectating: 1. SpectatorsmayNOTspeakto,communicatewith(includeshandsignals)orgiveadvicetoany playerduringcompetition. Examplesofadvice: “youshouldhita6-ironhere” “takeanunplayablelie” “keepyourheaddown” “relax,takeitoneshotatatime” 2. Spectatorsmaygivenecessaryitems(food,drink,medicine,etc.)toplayers.(Rule6-4/5.3)These itemsmayonlybegivenfollowingthecompletionofaholeorattheturn,andmustnotinterrupt play.***Abuseofthisprivilegewillnotbetoleratedandtheplayerwillbesubjecttopenalty. 3. Allspectatorsmuststayintheroughoronthecartpathandmaintainatleasta20-yarddistance betweenallplayersduringcompetition. 4. SpectatorsareNOTtogetinvolvedinscoringmatters,(includingRulings)unlessrequestedbythe SCPGAstaff. 5. Spectatorsarepermittedtoassistinaballsearchand/orgiveinformationastoaball’slocationif neededandcanbedoneinasafemanner. 14 6. SpectatorsmaybecalleduponbyTournamentStafftoverifyascoreororderofeventsduring play. 7. AnymisconductorunbecomingbehaviorbytheJuniorMemberortheirparent/guardianmay resultintheimmediatedisqualificationoftheplayerfromtheevent,ortheremovalofthe parent/guardianfromthefacility.Examplesofmisconductinclude,butarenotlimitedto, throwingclubs,useofvulgarorobscenelanguage,smoking,drinking,useoftobacco,littering, abuseofSCPGAStaff,volunteers,orPGAMembers.Ifyouwitnessanyunbecomingbehavior, pleasereportitimmediatelytotheSCPGAStaffon-site.ExcessiveandcontinuedabuseofSCPGA RulesandRegulationsbyaJuniorMemberorParentwillresultinahearingwiththeSCPGA AdvisoryCommitteeand/orsuspensionorexpulsionfromtheSCPGAJuniorTour.Ifajuniorora parentissuspended,thesuspensionmaylastthroughouttheendofthecalendaryear.The Junior/ParentmayreapplyforMembership/reinstatementthefollowingyear,andmayappealthe AdvisoryCommittee’sdecision.Notificationofanysuspensionorexpulsionwillbeforwardedto theAJGA&USGA. Penaltyforbreach:Twostrokepenaltytotheplayerinvolvedforacceptingadvice(Rule8-1),and removalofspectator(s)inviolation.Iftheviolationoccurstwicewithinthesameseason(calendar year),thespectatorwillbesuspendedfromSCPGAJuniorToureventsfortheremainderoftheyear. DISABLEDSPECTATORCARPOLICY SpectatorCarswillbeallowedfordisabledspectatorswhohavecompletedtheApplicationprocesstobe anApprovedDisabledSpectatorontheSCPGAJuniorTour.Spectatorsthatrequiretheuseofagolfcart mustbepre-approved.Therequestformcanbefoundonlineatscpgajrtour.comunderthe Membership>FormsandApplicationlink.Individualsmustcompleteandreturntherequestformto [email protected](fromthedatewereceivethe materials)isrequiredtoverifydocumentsandissuetheofficialSpectatorCarBadge.Therewillbea$5 chargeforprocessing,materialsandshippingofthebadge.Anylostbadgeswillhavea$5replacement fee.ViolationofanyofthepoliciesprintedontheBadgewillresultintheimmediatelossofprivilege. Spectatorcarsshallbeoperatedinasafemanner,inobservanceofgolfetiquette,andwithoutany unnecessaryinterferencewithplay. 15 ▪ TheRulesprintedonthebackofthe2017SpectatorCarApprovedbadgemustbefollowed.These areinadditiontothestandardSpectatingpoliciesoftheSCPGAJuniorTour.Failuretoabideby theseruleswillresultinanimmediatelossofprivileges. CHEATINGPOLICY: CheatingwillnotbetoleratedatanySCPGAJuniorTourevent.AllSCPGAJuniorToureventswillbe governedbytheUSGARulesofGolf.Anyknowledgeofcheatingshouldbeimmediatelyreportedto theSCPGAtoensurefairnesstoallplayers.Allreportsandaccusationswillbetakenseriouslyandan investigationwilloccurwithallplayersinvolved.Itistheresponsibilityofallplayerstoprotectthe integrityofthegameandallparticipants.TheSCPGAcannottakeactionunlesswearemadeawareof anywrongdoing.ThefollowingguidelinesmustbefollowedbyallSCPGAJuniorTourMembers: 1. Playersshouldconfirmtheirscorewiththeirmarkeratthecompletionofeachhole. 2. Playersshouldkeeparecordoftheirownscores(usethebottomstripofthescorecard) 3. Playersmustpromptlyreturntheirscorecardtothescoringareaimmediatelyfollowingplay. 4. Playersandmarkersmustchecktheirhole-by-holescoresandsigntheirscorecardinthepresence oftheTournamentCommittee.DoNOTsignyourscorecardpriortoreturningtothescoringarea. 5. Anyscorecardthathasbeenaltered(includingerasedscores)willbereviewedbytheTournament Committee. 6. Yourownscoresshouldbelegibleatthebottomofthescorecardyoumarkedfor. Anyviolationoftheseguidelinesorevidenceofcheatingwillresultinthefollowing: 1stoffense:Disqualificationoftheplayer(s)involved,andsuspension.Player(s)mustappearinfront oftheSCPGAAdvisoryCommitteepriortobeingre-instated.Pointsaccumulatedpriortooffensewill bevoided. 2ndoffense:ExpulsionfromtheSCPGAJuniorTour.Playersmayapplyformembershipthefollowing year,andifaccepted,willbeputonprobationandevaluatedonamonthlybasis. PLAYOFFPROCEDURE JDT&PlayersTour-AlltieswillbedeterminedbyascorecardplayoffusingtheUSGArecommended method(App.1,pages143-144).However,ToyotaTourCupQualifierswillhostasuddendeath playoffifneededtodeterminethenumberofqualifiersallowedintheevent. ToyotaTourCup-Intheeventofatieforfirstplace,asudden-deathplayoffwillbeconducted.In thecaseofallotherties(2ndplace,3rdplace),tieswillbedecidedbyascorecardplayoffusingthe USGArecommendedmethod(App.1,pages143-144). INCLEMENTWEATHERPOLICY Inthecaseofaweatherdelay,playersareaskedtoremainatthecourseuntilannouncementshavebeen made.Intheeventthatweatherforcesatournamenttobepostponed,theSCPGAJuniorTourwillfirst worktorescheduletheeventtoafuturedate.Ifthatisnotanoption,theeventwillbecanceledand pointswillNOTbeawardednomatterhowmanyholeshavebeencompleted.Intheeventatournament iscanceled,playersmayreceiveapartialrefund.Therefundamountwillbeequaltotheentryfeeless 16 administrativecostsand,ifapplicable,courseandlunchfees.Ifthereisnodifferencebetweenthe incurredcostsandtheentryfee,arefundwillnotbeavailable.IftheSCPGAJuniorTourisableto reschedule,activeplayersintheoriginaltournamentwillautomaticallybetransferredtotherescheduled event.Ifanindividualwantstocancelfromtherescheduledeventtheywillhavetheopportunitytogeta refund.TheSCPGAwillre-openregistrationtofillthefieldoftherescheduledevent.
