WORDS TO THE WISE Sports Performance Rules Education ______________________________________ Kennesaw State Compliance Mission The Kennesaw State University Compliance Office strives to provide a comprehensive compliance program with a focus on four general elements: rules education, policies and procedures, monitoring and self-reporting. This focus allows us to protect the integrity of the University, while fostering a culture of compliance and institutional control as required by the NCAA. Our visibility and availability is an important aspect of providing a proactive approach as we assist the University, our student-athletes, institutional staff and donors/boosters in understanding the complex nature of NCAA rules. Policy for Reporting Rules Violations Having a vigilant self-reporting program serves many purposes. It is an obligation of NCAA membership to self-report all violations, no matter how minor the violation. The self-report program allows us to apply consistent and prescribed penalties based on NCAA precedent. By self-reporting any and all violations, we meet the requirements of NCAA Bylaw 2.8.1, requiring institutions to report instances in which compliance has not been achieved. These instances of noncompliance will also serve as teaching moments for institutional staff members, so as not to have a repeat of similar violations. While we understand that violations will happen, our goal is to address those violations, prescribe the correct sanctions and educate our staff on the appropriate rules, which strengthens our knowledge base of various NCAA rules. The hope is that our rules education, policies and procedures and monitoring programs all play a critical role in reducing the amount of self-reports. A Strength and Conditioning coach may conduct flexibility, warm-up and physical conditioning activities prior to any game and prior to or during any practice activity without being included in the coaching limitations. An athletics department staff member or others employed by the athletics program (e.g., team doctors) who, at any time, have knowledge of a student-athletes use of a substance on the list of banned drugs, shall follow institutional procedures dealing with drug abuse or shall be subject to disciplinary or corrective action. • Institutions may only provide non-muscle-building nutritional supplements to student-athletes (including summer) for the purpose of providing additional calories and electrolytes. • Supplements may not contain any NCAA banned substances. • The four permissible classes of non-muscle-building nutritional supplements are 1. Carbohydrate/electrolyte drinks 2. Energy bars 3. Carbohydrate boosters; and 4. Vitamins and minerals. Note: Any nutritional supplement containing more than 30% of its calories from protein is considered a muscle-building supplement, and is impermissible. • • • • If a supplement includes any impermissible ingredient, it is not permissible to provide the supplement to student- athletes (e.g., amino acids, ginseng, etc.). It is not permissible to sell or arrange the sale of muscle-building supplements to student-athlete It is permissible for an institution to provide a student-athlete with fruits, nuts or bagels at any time. Review of May 23, 2005 Ed Column After a prospect signs a NLI, the prospect may participate in voluntary weightlifting or conditioning activities on KSU’s campus, and staff does not work directly with prospect. Coach who conducts voluntary weight-training or conditioning activities is required to maintain certification in first aid and cardiopulmonary resuscitation. If sports medicine staff is present, they have unchallengeable authority to cancel or modify workouts for health and safety reasons. 1 KSU Sport Performance Continued… • • An institution’s strength and conditioning coach may design and conduct specific workout programs for student- athletes, provided such workouts are voluntary and conducted at the request of the student athlete. In order for an athletically related activity to be considered ‘voluntary,’ all of the following conditions must be met: 1. The student-athlete must not be required to report back to his/her coaches. 2. The activity must be initiated solely by the student-athlete. 3. The student-athlete’s participation or attendance must not be recorded. 4. The student-athlete may not be subject to any penalty if he/she does not attend the activity. Q: Can our strength & conditioning staff stock Muscle Milk or other muscle-building supplements for purposes of selling to our SAs at a discounted rate? A: No, an institution may not sell or arrange the sale of any supplements to student-athletes.
