The Department of Public Works is responsible for maintenance of
Village streets and right-of-way, as well as operation of the sanitary
sewer,stormwaterandwaterutilities.TheDepartmentisstaffedbya
Director, a Utility Superintendent, a Public Works Operations Manager/Inspectorandeightfulltimelaborers.
Thedepartmentoperatesoutoftwogaragefacilities.Themainof ice
is located at 2828 Allouez Avenue and the second site is at 1811
AllouezAvenue.
Equipment maintained and operated includes seven dump trucks
with snow plowing and salting attachments, two backhoes, a sewer
cleaning vac-truck, street sweeper and various other vehicles and
smallequipment.

WaterUtility:The Village's Water Utility is responsible for the
maintenance,repair,replacementandoperatingservicesforthe
Village’s Water system. Water is purchased from the ManitowocPublicUtilitiesthroughtheCentralBrownCountyWater
Authority.TheVillageensuresthatthe89.05milesoftransmissionmains;2,310valves;3watertowers;and872 irehydrants
are all functioning properly. The Utility services 3,750 residential,599commercial,and11publicauthoritycustomerswithan
annualconsumptionof411milliongallonsofwater.
SanitarySewerUtility:The Village is committed to maintaining a sanitary sewer system
byusingproperequipmentandwelltrainedemployeestoprovideef icientoperationofthe
sewer system. The Sanitary Sewer Utility is responsible for the maintenance, repair, replacement and operating services for the Village’s system. The Village ensures that the
70.57milesofmainsand1,295manholesremainclearofobstructionsandpipeintegrityis
maintained.
StormWaterUtility:TheStormWaterUtilitymaintainstheVillage’sstormwatersystem
including storm sewers, drainage ditches, and ponds. Objectives are to achieve and maintain compliance with federal and state water quality regulations; to protect wildlife, and
protectprivatepropertythrougherosioncontroleffortsand loodplainmanagement.
UtilityBilling:Inadditiontotheabove,utilitybillsalsoincludechargesforgarbageandrecycling services. Village residents can choose from several utility billing and payment options. Bills are issued monthly. Please consider using electronic options; as it helps us reduceutilitycosts.

TheSanitationUtilityprovidesforthecollectionofgarbagerefuse
and recycling through contracted services. The Village also operates a licensed compost site where Village residents can deposit
brushandyardwaste.
The Village is proactive in advocating the appropriate disposal of
hazardous household chemicals, prescription medications, pollutants, yard waste, and standard household waste, because of the
negative impacts they can have on personal health, the local environmentandontheVillage’sinfrastructure.
Itisimperativethatthecommunityunderstandstherisksassociated with the improper disposal of these substances so we can all
work together to maintain and improve our beautiful neighborhoods. To serve that purpose, we have a few basic guidelines and
programsthataremeanttoserveyouandyourgarbageandrecyclingneeds.
In Wisconsin, you cannot put many recyclable or compostable
itemsinthetrash.Wisconsin'srecyclinglawbanstheland illingor
incinerationofthesematerialstoconservevaluableresources.Thesedisposalbanswentintoeffectinseveralstages,beginninginthe
1990s.Twonewbanstookeffectin2010and2011,coveringelectronicsandusedoil ilters.
The Village contracts with Harter’s Fox Valley Disposal for weekly

TheBellevueFireRescuestaffincludesafull-timeFireChief,threefull-timeBattalion Chiefs, and four full-time ire ighters. A total of 40 part-time ire ighters and
of icersalsoprovideservicetotheVillage.TheFireDepartmentisresponsiblefor
ire prevention, ire suppression, ire responder services, inspections, and emergencymanagement.
Vehicles:
The 3100 Eaton Road (Station #1) was built in 2009 and houses all Fire Department management, as well as the day time staf ing provided. Bellevue’s Fire Departmentprovidesa irstresponderenginefromthisstationtomaximizecoverage
withtheambulancerespondingfromthewesternportionoftheVillage.Equipment
housed at station one include Engine 511, Ladder 511, Tender 511, Command,
Brown County Rehab Unit, and the Brown County Arson Task Force. Equipment

BuildingInspection:
The primary mission of the Building Inspection Division is to preserve and protect the community’s
health,safetyandwelfarethroughenforcementofStatestatutes,WisconsinAdministrativeCodesandVillageordinances.TheDivisionaccomplishesthesegoalsthroughpermitting(e.g.building,HVAC,plumbing, electrical, fences, pools, etc.), plan reviews and inspections as well as investigating complaints pertainingtohousingandpropertymaintenance,publicnuisances,stormwatermanagement,etc..Building

Dog licenses are available at the Village Of ice (2828 Allouez Avenue). All dogs over the age of ive (5)
monthsarerequiredtobelicensedannually.
Licensefeesare$7.00foraspayed/neutereddog;un-spayed/un-neutereddogsare$30.00.Doglicenses
must be obtained or renewed no later than March 31st each calendar year (per State Statute). A late
chargeof$5.00willbechargedforanylicenserenewedafterMarch31st.Thelatefeedoesnotapplyto
puppieswhichwereunder ive(5)monthsofageonMarch31st.Youmustbringinacurrentrabiesvaccination certi icate from a veterinarian in order to be issued a license. In addition, to be eligible for the
spayed/neuteredrate,youmustprovidedocumentationoftheprocedurefromyourveterinarian.
IfyourdogwaslicensedinthepreviousyearinBellevue,itwillnotbenecessarytoshowproofofrabiesif
